On December 26th, 2016, NAPA delegation led by Mr. Tong Dang Hung, Vice Dean of Faculty of Public Servant Training came to Korea for a study visit. The main goals of the visit are: 1) learning the experience of Korea in administrative reform, innovation and management of change processes; 2) sharing experience in designing and organizing training programs for senior civil servants, introduction of E-learning in the training of cadres and civil servants; and 3) developing a cooperation plan in training for cadres and civil servants between NAPA and training facilities in Korea in 2017 and the following years.
The delegation also had the opportunity to visit National Human Resources Development Institute (NHI) in Gyeonggi province and were introduced the functions, mission and development orientation of the institute. Moreover, NHI also introduced human resource training programs which aim to develop civil servants for administrative reform. At the same time, NHI lecturers also spent time sharing with NAPA delegation its leadership skill development programs.
NAPA delegation also visited Korea Institute of Public Administration (KIPA). Presented at the reception were Dr. Yoon Soo Jung, KIPA President. At KIPA, the delegation heard the introduction of administrative reform process in Korea as well as development process and innovation experience of Korea government. NAPA and KIPA discussed the similarity and difference in the civil servants training and research on administrative science between the two countries. The discussion helped reveal the possibility of cooperation between KIPA and NAPA. KIPA wished to facilitate the cooperation with NAPA which will contribute to the public service of Vietnam and South Korea, especially the cooperation in development of position-based training for Vietnamese senior civil servants at NAPA, exchange of delegations, inviting Korean professors to deliver lectures for training courses at NAPA in 2017.
At Seoul National University, NAPA delegation participated in the seminar “Challenge of the Social Security Policy in East Asian countries in the future”. Both institutes discussed many issues related to civil service, civil servants, administrative reform and social security policies for socio-economic development in South Korea and Vietnam.
