NAPA organizing an overseas study visit on public administration for the Master in Governance and Development Program, BRAC University, Bangladesh

On March 11th, 2019, in Hanoi, National Academy of Public Administration organized an overseas study visit on public administration for students of the Master in Governance and Development Program, BRAC University, Bangladesh.

Attending the opening were Dr. Vu Thanh Xuan, NAPA Vice President, Dr. Khaled Mehedy Hassan, Deputy Secretary, Bangladesh Ministry of Public Administration, representative from Vietnam Ministry of Public Security, Director of NAPA’s Department of International Cooperation, representatives from NAPA faculties and departments, and 16 master students participating the overseas study visit.

In his welcoming remarks, Dr. Vu Thanh Xuan, NAPA Vice President showed pleasure to receive students of the Master in Governance and Development Program, BRAC University. He affirmed effective relation between NAPA and Bangladesh training institutions in providing courses and organizing study visits on public administration for public managers. Dr. Vu Thanh Xuan believed students would have an opportunity to learn and share experience in administrative reform, civil service and civil servants reforms, and high quality human resource development, especially when countries sharing many similarities in history, culture and development level.

Dr. Khaled Mehedy Hassan appreciated the role of the National Academy of Public Administration in civil service training in general and training of foreign public officials in particular (including training of Bangladesh officials). The study visit on public administration to Vietnam from March 25, 2018 – March 24, 2019 is one of the final modules of the Master in Governance and Development Program for middle-level officials from Bangladesh, Afghanistan and Myanmar. This Master program of BRAC University consists of three semesters, aiming to provide students knowledge of management science, policy and public administration and experience and skills in responding to challenges in a new context.

The overseas study visit was organized within the framework of cooperation between the National Academy of Public Administration under the Ministry of Home Affairs of Vietnam and BRAC University, Bangladesh. The study visit was scheduled from March 11th to March 16th, 2019, including lectures at NAPA Campus in Hanoi and field trips to ministries and localities. Presenters were Vietnamese experts and trainers who have extensive knowledge and experience in public administration. Students were introduced about the administrative system; policy formulation and implementation; achievements and challenges of administrative reforms and civil service reforms in Vietnam.
