In the framework of the cooperation program for development of a training curriculum on policy formulation and implementation skills, between the National Academy of Public Administration, Vietnam and the Civil Service College, Singapore, with the support of Temasek Foundation, Singapore, on August 16, 2019, NAPA organized the workshop “Trends and challenges in policy development” with presentations by scholars from Singapore and NAPA.
Attending the workshop, on the side of the international experts were Mr. Khoo Boon Hui, Board Director of Temasek Foundation International, Senior Fellow, Civil Service College, Singapore; Ms. Shirlene Tan, Deputy Manager, Civil Service College, Singapore; and Assoc.Prof. Dr. Vu Minh Khuong, Lee Kuan Yew School of Public Policy, Singapore, member of the Economic Advisory Group of the Prime Minister of Vietnam. Dr. Vu Thanh Xuan, NAPA Vice President chaired the Workshop. Presented in the workshop were representatives of the embassies of Singapore, Korea, Cuba and representatives of international organizations such as JICA, KOICA, UNICEF, Chemonics, USA. On the Vietnamese side were representatives of the Ministry of Home Affairs, the Ministry of Foreign Affairs, the Office of the National Assembly, other ministries and agencies. The workshop was live-streamed to all NAPA campuses and there were about 140 NAPA officials and lecturers participating.
In the opening remark Dr. Vu Thanh Xuan, NAPA Vice President emphasized that one of the key areas of the ongoing administrative reform in Vietnam is to build a contingent of qualified cadres and civil servants, capable of formulating, implementing and evaluating policies. NAPA’s training has given a focus on developing policy-making capacity for civil servants. The support of international partners experienced in design and implementation of high quality training programs such as Civil Service College, Singapore is meaningful to develop NAPA’s high quality training programs at international standards, customized with Vietnam’s governance practice. This support is especially important when NAPA is implementing its development strategy for a public leadership and management training center at regional level.
Speaking at the opening ceremony of the workshop, Mr. Khoo Boon Hui, Board Director, Temasek International Foundation, expressed his great pleasure to attend the workshop, one of the initial steps for strong and effective cooperative relations between Singapore partners and NAPA in developing a high quality training program on policy formulation, implementation and evaluation. Through the cooperation program, Singapore partners will share experiences in design and organization of training programs; train trainers as well as train training program management skills.
At the workshop, international and Vietnamese experts identified the requirements for policy formulation, implementation and evaluation in the context of international integration and industrial revolution 4.0; analyzed development trends, the challenges that policy makers are facing as well as their impact on governance and policy formulation, implementation and evaluation in the future. International and domestic experiences in policy development shared at the workshop provided valuable inputs for development of a training curriculum on policy formulation and implementation of programs for public leaders and managers in Vietnam.
NAPA officials and faculties exchanged and asked questions about how to design a training curriculum and deliver the training on policy formulation, implementation, and evaluation skills for public officials and civil servants which meet the international standards and is customized with Vietnam’s governance practice.
