In the framework of the working visit to Vietnam, on April 3rd, 2019, the delegation of high ranking officials of Lao Ministry of Home Affairs headed by Vice Minister Khammoune Viphongxay visited the National Academy of Public Administration. Attending the meeting were Dr. Nguyen Trong Thua, Vice Minister of Home Affairs, Dr. Dang Xuan Hoan, NAPA President, NAPA Vice Presidents, representatives from Department of International Cooperation, Vietnam Ministry of Home Affairs, NAPA faculties and departments units, Lao students of NAPA.
Speaking at the meeting, Vietnam Vice Minister of Home Affairs Nguyen Trong Thua welcomed the delegation of Lao Ministry of Home Affairs of Laos to pay a working visit to NAPA. He highly appreciated the the issues which would be exchanged during the visit, aiming at cooperation in civil servant management and training. At the same time, he stressed that the two sides should focus on further development of deep cooperative relations in training of cadres and civil servants.
Lao Vice Minister of Home Affairs Khammoune Viphongxay acknowledged the warm reception of the leaders of Vietnam Ministry of Home Affairs, NAPA leaders and staff and was pleased to witness the signing of a cooperation agreement between Vietnam National Academy of Public Administration and Lao Public Research and Training Institute. The signing of the cooperation agreement represents development of cooperative relation between the two Ministries of Home Affairs, contributing to quality improvement of civil servant training and good performance of the tasks assigned by the respective governments
NAPA President Dang Xuan Hoan warmly welcomed the delegation of high-ranking officials of Lao Ministry of Home Affairs to visit the Academy and emphasized the significance of the visit in the context of NAPA’s preparation of the 60th Anniversary of establishment. NAPA President invited Lao Vice Minister Khammoune Viphongxay and senior officials of Lao Ministry of Home Affairs to the 60th anniversary of the NAPA’s establishment.
At the meeting, NAPA President informed the two Ministries of Home Affairs of the achievements in cadre and civil servant training cooperation between NAPA and Lao partners. NAPA has trained more than 400 Lao high and mid-ranking officials, more than 700 Lao students, including bachelor, master and doctor students. Many Lao graduates are holding key positions in the administrative apparatus of Lao Government. NAPA President emphasized the training and research cooperation between Vietnam and Lao training institutions would be strengthened in accordance with the instruction of Vietnam Minister of Home Affairs Le Vinh Tan after the Minister’s visit to Laos in July 2018.
Based on the instruction of Vietnam Minister of Home Affairs, NAPA has developed training programs for Lao leaders at ministerial department, provincial department, and district levels which are expected to implemented in the coming time. NAPA President also proposed some other cooperation issues such as joint research, training of Lao trainers which have been included in the Cooperation Agreement between the two parties. Finally, NAPA President expressed gratitude to leaders of Vietnam Ministry of Home Affairs and Lao Ministry of Home Affairs for facilitating the cooperation between the National Academy of Public Administration and the Public Administration Research and Training Institute in particular and cooperation activities in civil service in general.
Speaking at the meeting, Ms. Chantha Ongvieng-ground, Director of the Lao Public Administration Research and Training Institute expressed her agreement with NAPA’s cooperation suggestions and pledged to cooperate with NAPA to implement the activities of cooperation between the two sides.
In the evening of the same day, NAPA hosted a dinner. Vietnam Minister of Home Affairs Le Vinh Tan was present and exchanged cultural performance with the delegation.
