On December 14th, 2016, National Academy of Public Administration (NAPA) received Mr. David Corbé – Chalon, Directorate General of Public Administration and Civil Service, France (DGAFP). The reception witnessed the confirmation of cooperation between NAPA and DGAFP in 2017. Presented at the reception were Assoc. Prof. Dr. Luu Kiem Thanh, NAPA Vice President, Ms. Nguyen Thi Vinh Ha, Representative of France Embassy, Ms. Pham Thi Quynh Hoa, Director General of NAPA International Cooperation Department and Mr. Tong Dang Hung, Vice Dean of Faculty of Public Servant Training.
Giving a speech at the reception, Assoc. Prof. Dr. Luu Kiem Thanh, NAPA Vice President, reviewed many important cooperation activities between NAPA and French partners, especially, the support from DGAFP to NAPA in development of position-based training programs and training of trainers. He emphasized the key points in the Memorandum of Understanding between Ministry of Home Affairs, Vietnam and Ministry of Interior, France signed during the visit of the French President and the cooperation between DGAFP and NAPA is a priority.
The reception witnessed discussion about the details of cooperation between NAPA and DGAFP which focuses on development of the position-based training programs. Both sides agreed to choose the training program for leadership at district level as the cooperation priority in 2017. In this case, DGAFP will help NAPA in development of training curricula for leadership at district level related to urban management and development in which the French are top experts.
Mr. David Corbé – Chalon appreciated NAPA’s proposals and determination in cooperation He stated that he will call for involvement of DGAFP professionals and practitioners and experts from Regional Institutes of Public Administration in support for NAPA’s training activities.
