NAPA worked with The Graduate School of Public Administration, Seoul National University (Korea)

(napa.vn) – On February 14, 2023, at its headquarter in Hanoi, the National Academy of Public Administration (NAPA) received and discussed cooperation potentials with representatives of the Graduate School of Public Administration, Seoul National University (Korea).

Attending the meeting, on the side of the NAPA, there were Ms. Pham Thi Quynh Hoa, General Director of the International Cooperation Department; Dr. Nguyen Thi Thu Cuc, Deputy Director of the International Cooperation Department; Ms. Le Phuong Thuy, Deputy Director of Department of Refresher Training Management.

On the side of the Graduate School of Public Administration (GSPA), there were Prof. Kwon Huck-ju, Deputy Director of  the Global Development Institute; Prof. Kilkon Ko, Director of the Global Master of Public Administration (GMPA) Program.

As one of nine specialized graduate schools in Seoul National University carrying out in-depth research on public policy and administration and conducting high-quality human resource training activities in this field, GSPA has implemented a Global Master of Public Administration since 2011, which has been researched and implemented in many countries around the world, with students from different countries. In addition, GSPA also offers many courses on public policy, public administration, sustainable development and short courses in policy teaching and research sponsored by Asian Development Bank (ADB).

With the goal of strengthening international cooperation, exchanging ideas, and developing together, GSPA expressed their pleasure and honor to have the opportunities to establish a cooperative relationship with NAPA in training, refresher training, and research, especially in developing skills for lecturers and cooperating in research in a number of academic topics.

At the meeting, Dr. Nguyen Dang Que introduced the Academy’s training programs and international cooperation with many countries, such as Australia, Pakistan, Bangladesh, and Laos. Currently, the Academy offers undergraduate and postgraduate training in many majors, with strengths in public management and public policy. In addition, NAPA also organizes short-term training courses for cadres, civil servants and public employees nationwide, with a system of training institutions and campus branches in the North, South, Central of Viet Nam and Central Highlands. It is expected that NAPA will admit and train about 3,000 undergraduates, 800 postgraduate students, and 50-80 PhD students annually.

NAPA Vice President hopes that the cooperation projects between the Academy and GSPA will soon be implemented, in line with the capacity and in response to the demands of the two training institutions. He suggested the international cooperation orientation between the two sides focus on the following contents:

1) Regarding training and refresher training: recruiting cadres, civil servants and officials of ministries, branches and localities to study concentrated courses in Korea or Viet Nam with the participation of GSPA lecturers; introducing, facilitating, and sending NAPA lecturers and students to participate in GSPA’s programs; exchanging students between 2 training institutions; sharing and cooperating in the Global Master of Public Administration; coordinating to organize short-term programs.

2) Regarding research: cooperating in research activities and organizing workshops and seminars. In particular, priority is given to linking and exchanging research on topics such as digital transformation, artificial intelligence, data analysis, etc.

At the meeting,  two sides agreed to discuss the cooperation contents in greater detail

and expected to sign a memorandum of understanding to continue the partnership and expand cooperation between the NAPA and GSPA in the future.
