NAPA works with EM Normandie, French Republic

On July 15, 2024, at NAPA Headquarters in Ha Noi, Assoc.Prof.Dr. Nguyen Quoc Suu, NAPA Vice President, worked with the delegation of Normandie School of Management, French Republic (EM Normandie).

Sharing about the need for the bilateral collaboration, Assoc. Prof. Dr. Nguyen Quoc Suu, NAPA Vice President, stated that alongside NAPA’s specialized training programs, NAPA aims to organize international training programs for leaders of localities, ministries, departments, and sectors, in collaboration with international training units. Examples include programs for the Commission for the Management of State Capital at Enterprises in France (scheduled for September 2024); training programs focused on logistics and seaports; and programs targeting female leaders and enhancing the capacity of the NAPA lecturers. NAPA also plans to organize international seminars, either in-person or online, with participation from experts from EM Normandie. Additionally, there is a focus on promoting and implementing undergraduate training programs in partnership with EM Normandie. Assoc. Prof. Dr. Nguyen Quoc Suu also mentioned that NAPA intends to organize PSTI activities in October 2024, with participation from leaders of public service training institutes from various ASEAN countries, and he would like to invite EM Normandie to participate in the event.

Regarding the training program in France for the Commission for the Management of State Capital at Enterprises, NAPA expects that the training program will result in a change in the leadership mindset of corporations and enterprises. NAPA also hopes that EM Normandie will select a team of experts and lecturers who can meet the expected outcomes within a very condensed learning period. Assoc. Prof. Dr. Nguyen Quoc Suu suggested that the Department of International Cooperation should work closely with EM Normandie so that the experts understand the participants, objectives, and outcomes of the program, as well as the needs of the learners and the context of Viet Nam, to design an appropriate and effective training program.

Discussing the past, current, and future cooperation with NAPA, Mr. Elian Pilvin, Principal and Director General of EM Normandie, stated that EM Normandie and NAPA have carried out many activities since the MOU was signed between the two sides. EM Normandie commits to mobilizing its educational resources to achieve the highest effectiveness in the training program. As one of the oldest management schools in Europe, EM Normandie prides itself on its expertise in logistics training programs. The School offers both long-term and short-term training programs, so the two sides can consider and study suitable programs for implementation. Mr. Elian Pilvin also committed that EM Normandie will accompany NAPA in training female officials, enhancing lecturer capacity, and sending experts to attend international seminars hosted by NAPA.

At the end of the working session, both sides reached a high consensus on the cooperation content to be implemented in the near future.
