On November 2, 2023, the National Academy of Public Administration (NAPA) worked with international experts to explore the possibility of capability development of the NAPA lecturers. On behalf of NAPA, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, chaired the working session.
Dr. Pham Thanh Thao, lecturer and senior consultant and Mr. Olivier Lefevre, lecturer and expert in design thinking, analysis and problem-solving, attended the working session. On the side of NAPA, there were leaders of NAPA units.
At the working session, Assoc. Prof. Dr. Nguyen Ba Chien welcomed the experts and stated that NAPA is a national center for training high-quality human resources and developing administrative, leadership and management capabilities for the Vietnamese public service. The vision towards 2045 is for NAPA to become a national center comparable to the Asia-Pacific region in training, research and policy consultancy in administration, leadership, and management. The core values are identified as wisdom, quality, and modernity. To successfully achieve these goals, enhancing the capabilities of NAPA lecturers is extremely important.
Speaking at the working session, Dr. Pham Thanh Thao expressed gratitude for the warm welcome extended by NAPA President to her and her colleague. She affirmed that Vietnamese higher education is undergoing a transition period to find a development path suitable for domestic socio-economic conditions and international integration. One of the key issues in this process is the development of the university faculty members. They play a decisive role in determining the quality of higher education, and the commitment to building an elite team to participate in the integration with the world is a matter of utmost importance and necessity.
At the working session, Mr. Olivier Lefevre shared from his personal experiences that, in addition to developing individual capabilities for each lecturer, there is a need to develop organizational and systematic capabilities. He also proposed a number of solutions to enhance the capabilities of NAPA lecturers.
In response to the information shared during the working session, Assoc. Prof. Dr. Nguyen Ba Chien expressed his interest in the issues discussed by Dr. Pham Thanh Thao and Mr. Olivier Lefevre. On this occasion, he proposed activities between the two parties in the coming time, e.g. discussing the possibility of collaboration to enhance research, teaching and working in an international environment capabilities for NAPA lecturers in 2024; organizing some specialized exchange activities, sharing teaching, research, and working in an international environment experiences for young officials and lecturers of NAPA in 2023.
