On July 14, 2021, NAPA held the online doctoral dissertation defense for Lao doctoral student. The doctoral dissertation defense was video conferenced between NAPA headquarter in Ha Noi and the Lao National Convention Center in Vientiane.
Attending the online doctoral dissertation defense was Dr. Nguyen Dang Que, NAPA Vice President; Assoc.Prof.Dr. Hoang Mai, Director, Department of Graduate Training Management; Dr. Le Anh Xuan, Deputy Director, Department of Graduate Training Management; 07 members of the Doctoral Dissertation Assessment Council who are scholars from NAPA, MOHA, Vietnam National University Ha Noi, Vietnam Academy of Social Sciences; and Sinnakhone Doungbandith, NAPA’s doctoral student from Lao PDR. At the Lao National Convention Center in Vientiane, there was Ms. Vilayvanh Phengsavath, Director, Department of Organization and Personnel, Central Party Organization Committee of the Lao People’s Revolutionary Party; the doctoral candidate’s family and colleagues.

The Doctoral Dissertation Assessment Council was chaired by Assoc.Prof.Dr. Nguyen Thi Hong Hai, Dean of Faculty of Administrative Sciences and Organization – Personnel Management, NAPA.
Sinnakhone Doungbandith, NAPA’s doctoral candidate, defended his doctoral dissertation in Public management entitled “The quality of civil servants in provincial Party Organization Commitees of the Lao PDR”. Assoc. Dang Khac Anh, Dean of Faculty of State Management of Social Affairs, NAPA and Dr. Vu Thanh Xuan, former NAPA President were the supervisors of the doctoral student. Sinnakhone Doungbandith has had 03 works published in 02 prestigious specialized academic journals in Viet Nam and 01 work published in an academic scientific journal in Russia. He was highly appreciated by the Council for his research capability and academic achievements.
The doctoral dissertation aims to assess the quality of officials working in provincial Party Organization Committee of the Lao PDR based on qualification and competency. It suggests solutions for the quality improvement of officials in provincial Party Organization Commissions of the Lao PDR.
