National Academy of Public Administration delegation participates in the Eastern Regional Organization of Public Administration Conference in 2016 in Philippines

The Eastern Regional Organization of Public Administration (EROPA)  held its Annual Conference from October 9th to 15th, 2016 in Manila, Philippines. The conference had the topic of “IGovernance: Innovative, Inclusive, Integrity-based”. Vietnam National Academy of Public Administration (NAPA), a State member of EROPA, led by Dr. Le Nhu Thanh, NAPA Permanent Vice President assigned 5 officials and lecturers to participate in the Conference.

The Conference attracted 300 participants including scholars and practitioners in public administration, public governance from 20 countries in the South East Asia region and Asia Pacific.

Giving a speech at the conference, Dr. Le Nhu Thanh mentioned challenges  facing the government in  integration and development. It gave raise to the need of changing the habit of thinking and doing in order to facilitate government reform, integration and integrity which would contribute to the sustainable development, peace, safety and prosperity for all  citizens. Dr. Le NhuThanh emphasized that whatever reform, no matter how implemented, brings about a conducive environment for positive changes, and at the same time gives an opportunity for further reforms. The defined reform philosophy and orientations must be referred from daily routines to bigger changes in public organizations for effective management and use of public resources. The human resource reform in the public sector is considered a breakthrough for quality improvement of the public administration and governance in each country. More importantly, it is  integrity, a pillar of good governance which needs great efforts to be upheld in the reform process. In addition, public participation promoted the effectiveness of government. Development of a collaborative government serving people is a key to mobilize resources in society to realize the nation’s goals. He strongly believed that EROPA Conference 2016 provides a platform to share experience and best practices, discuss common concerns of the present as well as future challenges for development of an enabling, integrity, advanced government which steers the boat of the nation to a happiness and prosperity destination.

Approximately 100 presentations were delivered at the conference. Ms. Tran ThiThanhNga also contributed a presentation on “Promoting Community-based Management Model in the Public Management in Vietnam” which attracted the attention of many participants. During the time at the conference, NAPA delegation participates in EROPA’s Executive Council meeting, takes part in the forum of Asia leadership. Besides, the delegation  has the opportunity to meet Professor Pan Suk Kim, President of Asian Association of Public Administration, to discuss how to enhance NAPA’s role in the association.
