On October 2, 2024, the National Academy of Public Administration – Ho Chi Minh City Campus (NAPA HCMC) held the opening ceremony of the 2024–2025 academic year, welcoming 1,028 new students of Cohort 24 and 166 postgraduate students who passed the first-round admission of 2024.
Attending the ceremony, on behalf of the Ministry of Home Affairs, were Assoc. Prof. Dr. Trieu Van Cuong, Vice Minister of Home Affairs; Mr. Nguyen Huu Tuan, Director General of the Department of Organization and Personnel; Mrs. Nguyen Bich Thuy, Director General of the Department of Planning and Finance; Mr. Le Anh Tuan, Director General of the Institute for State Organization Sciences; and Mr. Tran Xuan Hien, Deputy Director General of the Department of Youth Affairs.
On behalf of NAPA, the attendees included Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President; Dr. Nguyen Dang Que, NAPA Vice President; Assoc. Prof. Dr. Nguyen Thi Thu Van, Dean of the Faculty of Archival Sciences and Office Management; Assoc. Prof. Dr. Nguyen Van Hau, Chief of the Office of NAPA; Dr. Nguyen Huy Hoang, Director of the Department of Personnel and Organization; and Dr. Vu Duy Duan, Dean of the Department of Planning and Finance.
Among the distinguished guests were representatives from the Consulate General of the Lao People’s Democratic Republic in Ho Chi Minh City; leaders from the Department of Home Affairs of southern provinces; and representatives from the PA03 Department of the Ho Chi Minh City Police.
In his opening remarks, Dr. Truong Cong Hoa, Acting Director of NAPA HCMC, on behalf of NAPA HCMC, congratulated the newly admitted undergraduate students and the postgraduate students who passed the first-round admission for the Master’s program in 2024. Dr. Truong Cong Hoa emphasized that building on the 65-year tradition of excellence and development of the National Academy of Public Administration, with its core values of “Intelligence – Quality – Modernity,” the opening ceremony is always a special day for those in the “teaching profession” and marks an important moment in the next educational journey, filled with new opportunities and hopes for the future. It is a time for students to grow in their abilities and mindset, contributing to personal improvement and the development of society.
NAPA HCMC held its opening ceremony for a new academic year on a meaningful day, October 2, which is also “Viet Nam Study Encouragement Day.” This day is significant in promoting lifelong learning, not only among students but also among faculty, staff, and employees. Learning, after all, is the most effective path to success.
The theme for the 2024–2025 academic year is “Discipline – Quality – Efficiency.” Successfully achieving the goals and tasks of this academic year will serve as a driving force for the development of the campus in the years to come, further contributing to affirming the reputation and brand of NAPA. Dr. Truong Cong Hoa encouraged and motivated the new students to be intelligent individuals who understand modern trends, are deeply aware of their social responsibilities, and possess the core competencies through lifelong learning, creativity, and connection to take control of their lives and build their futures. To achieve success, students must work to their full potential, stay determined to see things through, and always move forward. They need to have the vision to see the world around them, the strength to be influential, and the mindset and fresh ideas to find their path. Success comes from effort, and only through action will they carve out their own place. NAPA HCMC will always support and provide the best conditions for students to grow.
To achieve great results in the 2024–2025 academic year, Dr. Truong Cong Hoa expressed his desire for all faculty and staff to embrace a bold spirit of thinking, doing, taking responsibility, innovating, facing challenges, and acting decisively for the common good. He emphasized the need to achieve four key goals: excellent management and administration, excellent training, excellent research and teaching, and excellent learning and self-discipline. He also urged the community to adhere to five essential principles: maintaining unity and consensus, enhancing discipline and order, intensifying research and teaching, developing ISO standards, and promoting the institution’s brand.
Dr. Truong Cong Hoa expressed sincere gratitude for the support of the Ministry of Home Affairs leaders, NAPA leaders, and the faculty, staff, students, and learners of the campus. He praised the collective spirit of unity—”top and bottom in harmony,” “smooth coordination across the board”—which helped overcome challenges and achieve excellent results in the 2023–2024 academic year. The campus leadership is committed to supporting innovative ideas in collaboration with all faculty, staff, students, and alumni to foster the campus’s development, ensuring that every teacher, student, and learner has opportunities to learn, work, and improve their quality of life.
In his speech at the opening ceremony, Assoc. Prof. Dr. Trieu Van Cuong, Vice Minister of Home Affairs, acknowledged and praised the efforts, dedication, and achievements of the staff, faculty, learners, and students of NAPA HCMC. He highly appreciated the innovations and significant development of the campus in training leadership and management personnel, contributing to the successful implementation of the Resolution of the 13th National Congress of the Communist Party of Viet Nam.
He congratulated and encouraged the students of the campus to always be deeply aware of their responsibility to “study well, train well,” accumulate and enhance knowledge, develop comprehensive qualities, acquire scientific thinking methods, and cultivate the necessary skills for their future careers.
Representing over 1,000 new students, Tran Thi Mong Tuyen, a student majoring in Law from Cohort 24, delivered remarks at the opening ceremony, expressing her pride in “becoming a new student of NAPA HCMC.” On behalf of NAPA students, she vowed to dedicate her full effort to studying and training to achieve the best results, uphold the proud traditions of the campus’s students, and become exemplary citizens and future public servants.
On this occasion, NAPA HCMC leadership awarded certificates of merit to honor the five valedictorians of the campus’s entrance exams and announced the establishment of the Student Support Fund for the NAPA HCMC.
