On April 17th 2017, National Academy of Public Administration (NAPA) organized an opening ceremony of the training course on public administration for Bangladesh high ranking officials. It is the 2nd batch in 2017 and the 15th batch in the training program on public administration in Vietnam for Bangladesh high ranking officials organized by NAPA.
Presented in the ceremony were Mr. Mohammad Shahab Ullah, Bangladesh Ambassador to Vietnam; Assoc. Prof. Dr. Luu Kiem Thanh, NAPA Vice President; Mr. Nguyen Quang Thuc, Deputy Director General of East Asia, South Asia and South Pacific Department, Ministry of Foreign Affairs, former Vietnam Ambassador to Bangladesh; representative from Ministry of Public Security, 34 Bangladesh officials, NAPA leaders, staff and lecturers.
Mr. Mohammad Shahab Ullah thanked NAPA leaders for organization of quality training courses for Bangladesh high ranking officials. He emphasized the selection of NAPA as the destination for Bangladesh high ranking civil servants training program is an important decision of Bangladesh government. In recent years, Vietnam is one of the fastest growing countries in the world which obtains many achievements in socio-economic development and plays an important role in the region. Moreover, Vietnam is a source of inspiration for many nations an example of solidarity and national independence under the leadership of Great President Ho Chi Minh. Mr. Ullab believed that Bangladesh participants will have a good opportunity not only to study public administration but also to learn and explore Vietnam with friendly and peace-loving people. The training courses thus have developed cooperation relationship which becomes a foundation for further promoting friendship and cooperation between governments and peoples of the two countries.
On behalf of the Ministry of Foreign Affairs, Mr. Nguyen Quang Thuc appreciated the cooperation in training Bangladesh high ranking officials between NAPA and Bangladesh Ministry of Public Administration Bangladesh (MOPA). He emphasized the training course as a symbol of friendship between Vietnam and Bangladesh and also stated that Ministry of Foreign Affairs will continue to support and promote cooperation between the two countries.
Mr. M Khalid Mahmood, Joint Secretary, Director of Disaster Management Department thanked NAPA leader, staff and lecturers for the warm reception. He appreciated the opportunity to learn Vietnam experience in governance, socio-economic development, strategy development. He also wanted to know more about the country of Vietnam including culture, geography and the people especially when the two countries have many similarities in history of struggle for national independence, culture, and development level.
Giving a speech at the ceremony, Assoc. Prof. Dr. Luu Kiem Thanh, NAPA Vice President affirmed that NAPA Vietnam is proud to be chosen by MOPA, Bangladesh as a destination for Bangladesh training high ranking officials. It is an opportunity for both sides to learn and share experience, contribute to the administration reform and development of high quality human resources for public sector in each country. The activity also represents the relationship and cooperation between the two countries. NAPA will provide best conditions and support for Bangladesh participants during the training course in Vietnam.
The training course for Bangladesh high ranking officials in Vietnam will be held from April 16th to April 25th 2017, consisting of lectures and experience sharing at NAPA campus and field trips to ministries and localities. Bangladesh participants will have the opportunity to listen to different topics including culture and history; political system, administrative apparatus of Vietnam; achievements and challenges of public administration reform in Vietnam; the role of the Government of Vietnam in promoting economic development and social justice; recruitment, management, assessment and training of public servants; decentralization; public policy analysis, formulation and implementation; as well as management skills and international negotiation skills to promote development and integration of Vietnam. Presentations are delivered by Vietnamese lecturers and professionals experienced in public administration and management. Bangladesh officials also have the chance to visit Ministry of Home Affairs, Ministry of Transport and People’s Committee of Thanh Hoa province to study further the issues of their interest in the framework of Bangladesh training program in Vietnam.
