National Academy of Public Administration – Quang Nam Campus Holds New Academic Year’s Opening Ceremony

On October 9, 2024, the National Academy of Public Administration – Quang Nam Campus (NAPA QNA) held the opening ceremony of the 2024–2025 academic year, welcoming 360 new students – Class of 2029 and 23 postgraduate students.

On the side of guest delegates, there were Mr. Le Phu Nguyen, Deputy Director of Da Nang Department of Home Affairs; Mr. Nguyen Hong Hau, Chief of Office of Quang Ngai Department of Home Affairs; Mr. Bui Van Tien, Deputy Director of Quang Ngai Department of Health; Ms. Nguyen Thi Hang, Principal of Quang Ngai College; and Mr. Pham Van Thinh, Vice Principal of Quang Ngai College.

The ceremony also featured the participation of Assoc. Prof. Dr. Nguyen Hoang Hien, Director of NAPA QNA; Dr. Tran Dinh Chin, Deputy Director of NAPA QNA; leaders, staff and lecturers of NAPA QNA.

In his speech, Assoc. Prof. Dr. Nguyen Hoang Hien, on behalf of the Board of Directors of NAPA QNA, congratulated the 360 new undergraduate students and 23 postgraduate students. He emphasized that NAPA is entering a new phase of development, continuously enhancing its political and legal status and completing and synchronizing its functions, tasks, and organizational structure. Currently, NAPA has significant potential for breakthrough development, aiming not only to become a national center for the training of public officials but also to be a national center for high-quality human resource education at the undergraduate, master’s, and doctoral levels, meeting the demand for skilled public sector workers, as well as for the political system and society.

As a unit under NAPA, NAPA QNA has always defined its mission as training quality human resources for the Central region. In the 2023–2024 academic year, NAPA QNA successfully fulfilled its assigned tasks, producing numerous generations of students and trainees who are knowledgeable, confident, and dynamic in communication and have been highly regarded by employers. Teaching methods were continuously innovated, with assessments focused on developing capabilities and placing learners at the center. The training plans were developed in connection with practical needs, adopting blended learning methods to maximize convenience for learners. The quality of student recruitment, training, management, and scientific research has been affirmed. Additionally, NAPA QNA proactively established connections and collaborated closely with organizations and businesses in the provinces and cities of the region to carry out applied research, innovation, human resource training, and entrepreneurship support. NAPA QNA also has a network of alumni who are leaders and managers in various agencies, units, and enterprises, ready to offer internships, field studies, and job opportunities for graduates.

Entering the new academic year and continuing the achievements made, with the enrollment rate meeting the 2024–2025 target, NAPA QNA has proactively developed plans and innovated teaching and learning methods in a positive direction. The staff of NAPA QNA are united and determined to train high-quality students, contributing to the continued affirmation of NAPA’s reputation, brand, and political standing.

Assoc. Prof. Dr. Nguyen Hoang Hien also affirmed that the opening ceremony is a significant and joyful day for new students and trainees, who feel honored and proud to become part of NAPA. As they enter a new environment, the beginning of their journey toward personal and professional development, the new students will undoubtedly face some confusion regarding study methods and the mindset required to acquire knowledge with self-discipline and responsibility. In the “home” of NAPA QNA, students are equipped with knowledge and trained in the necessary skills and qualities to prepare themselves for life, creating new values and meeting the demands for creativity in the digital age.

He expressed his sincere gratitude for the support from the Ministry of Home Affairs leadership, NAPA, the faculty and staff, as well as the students at NAPA QNA. He also acknowledged the assistance and collaboration from local government leaders, relevant departments and agencies, guest lecturers, partner organizations, and, most importantly, the solidarity of all the staff at NAPA QNA. In his speech at the opening ceremony of the new academic year, Assoc. Prof. Dr. Nguyen Ba Chien emphasized the importance of training high-quality human resources and developing administrative, leadership, and management skills for Viet Nam’s public service sector. Over the years, NAPA QNA has always embraced its mission to train and nurture high-quality human resources in the Central region. During the 2023–2024 academic year, NAPA QNA focused on training and providing society with generations of students and trainees who are professionally proficient, confident, and dynamic in communication, and who have been highly regarded by many employers.

In recent times, NAPA has undergone a significant transition in its mindset, reforming administrative procedures, training programs, and innovating teaching methods toward a modern approach, emphasizing creativity while gradually enhancing the application of information technology in management, administration, and teaching. Therefore, faculty and staff at NAPA QNA need to be proactive, innovative, and adaptable to align with NAPA on this new journey.

The NAPA Board of Directors recognizes, commends, and highly appreciates the exceptional achievements and tireless efforts of the lecturers, staff, and students at NAPA QNA. Building on these successes, for the 2024–2025 academic year, Assoc. Prof. Dr. Nguyen Ba Chien has tasked NAPA QNA with focusing on organizing, implementing, and completing the following goals:

(1) Continuing to ensure job stability while always being proactive and ready to carry out tasks effectively and foster ongoing development.

(2) Continuing to comprehensively innovate objectives, content, curricula, teaching methods, and approaches toward modernity and international integration; link education and training with the teaching of ideals, character, lifestyle, and law compliance for students; emphasize the development of professional skills and practical abilities to adapt to technological advancements, thereby producing high-quality human resources for society.

(3) Building on the good traditions and achievements to focus on fostering a cohesive team and developing a faculty that excels in teaching, has firm ideological and political stances, possesses strong moral qualities, and is deeply committed to education and training. Each staff member and lecturer should constantly update and expand their knowledge and continuously improve their professional skills.

(4) Strengthening academic research to enhance the quality of the faculty and directly contribute to improving the quality of education, training, and policy consultation. Encouraging students to not only focus on their studies but also engage in academic research and creativity, and actively participate in social activities to gain practical experience. Through this, they will develop intellect, character, and ability, fostering an entrepreneurial spirit and the courage to “think, act, and take responsibility” from their time in school.

(5) Modernizing infrastructure and investing in equipment for teaching and learning to meet standards and advance modernization. Always working to improve the lives of staff and create better working and learning conditions for faculty, staff, and students. Building a democratic, civilized, and modern educational environment; regularly launching meaningful campaigns and activities to promote the tradition of learning; fostering a culture of proper conduct among students; and creating a healthy, safe, and intellectual learning environment. Giving special attention and providing opportunities for students from disadvantaged backgrounds, policy families, and families of those who served the nation to receive the best possible education at the branch.

At the opening ceremony, Mr. Le Van Mao, Deputy Dean of the Faculty of Administration and Law, spoke on behalf of the lecturers of NAPA QNA. He expressed gratitude to the leadership of NAPA, the management of NAPA QNA, and the leaders of NAPA QNA departments for their trust. He emphasized that, through the unity and dedication of each individual in their respective roles, they will continuously work on improving moral qualities and professional expertise, with the determination to elevate NAPA QNA to new heights.

Speaking on behalf of the 360 new students of Cohort 24, Ms. Nguyen Thi Linh Dan from the Faculty of Law shared: “Today marks a new beginning — the start of dreams, ambitions, and new challenges. We pledge to always strive and make continuous efforts to live up to the trust and expectations of our teachers and parents. With the guidance of our lecturers, the love of our parents, and the companionship of our friends, we are confident that we will overcome any difficulties to achieve the goals we have set, making our university years at NAPA QNA the most meaningful and memorable time of our lives.”

On this occasion, the leadership of NAPA and NAPA QNA presented certificates of merit and honored six top entrance exam candidates in various fields for the 2024 university admissions at NAPA QNA. Awards were also given to students with outstanding academic and extracurricular achievements in the 2023–2024 academic year. Scholarships and gifts from NAPA QNA and benefactors were awarded to new student Nguyen Van Huy, the top scorer in the Inspection major – Cohort 24, who is facing difficult circumstances.

The opening ceremony for the 2024–2025 academic year took place in a joyful and enthusiastic atmosphere, filled with confidence and hope. It promises a new school year full of determination from both lecturers and students of NAPA QNA, aiming to achieve even greater success.
