The National Academy of Public Administration (NAPA) will convene the EROPA Conference in Hanoi in October 2023 in accordance with the Ministry of Home Affairs’ directives and the duties of state-level participants of the Eastern Regional Organization for Public Administration (EROPA). In preparation for the Conference, NAPA worked with the EROPA delegation led by the EROPA Secretary General on 5 July 2023.
On behalf of EROPA, Dr. Alex Brillantes Jr., EROPA Secretary General, and colleagues attended the meeting. On NAPA’s side, there were Assoc.Prof.Dr. Nguyen Ba Chien, NAPA President; Vice Presidents Assoc.Prof.Dr. Luong Thanh Cuong and Dr. Lai Duc Vuong; and representatives of units under the Academy.
An overview of the meeting
On behalf of NAPA as the host unit, Ms. Pham Thi Quynh Hoa, Director General of the Department of International Cooperation, NAPA, reported on the content that has been and is being implemented, including content management, communication activities, logistics, conference venue, the number of international and Vietnamese delegates, etc.

During the working session, Dr. Alex Brillantes Jr. shared that the EROPA Secretariat has received nearly 200 articles and is conducting evaluation and providing feedback to the authors in order to notify them as soon as possible for their presentation at the Conference. Additionally, they will choose articles to be published in EROPA publications and NAPA publications. Dr. Alex Brillantes Jr. suggested that NAPA make good preparations for various tasks such as selecting and introducing accommodations for international delegates, coordinating airport transfers, and ensuring security work and medical care. In addition, it is necessary to quickly complete and distribute the “Information Handbook” about the Conference, which includes information about the Conference, venue, and topic. This information should be published on the Academy’s website and updated on EROPA’s website by July 2023. Dr. Alex Brillantes Jr. proposes that NAPA focus on preparing mementos, creating identification cards for delegates, and deciding on the EROPA Conference logo.

During the working session, Assoc.Prof.Dr. Nguyen Ba Chien expressed support for the opinions raised by Dr. Alex Brillantes Jr. regarding the organization of the EROPA Conference. NAPA is actively preparing specific tasks to ensure that the EROPA Conference will be held in Hanoi in October 2023 in a safe, high-quality, and efficient manner, meeting the set objectives and requirements.
As part of the working visit to Viet Nam, in the afternoon of July 2023, Dr. Alex Brillantes Jr. worked with the State Management Review – the research and communication agency of NAPA. Dr. Lai Duc Vuong, NAPA Vice President; Director General of the Department of International Cooperation, as well as Editor-in-chief, editors, and journalists of the State Management Review.

Dr. Nguyen Quang Vinh, Editor-in-Chief of the State Management Review, briefed the EROPA Secretary-General on the 30-year history of establishment and development of the State Management Review, as well as its functions, tasks, and future development orientations. Dr. Nguyen Quang Vinh proposed several areas of cooperation with EROPA, including inviting Dr. Alex Brillantes Jr. to join the Editorial Board of the State Management Review and participate in a confidential peer review of articles submitted for publication. Dr. Nguyen Quang Vinh also invited EROPA scholars to submit research articles to be published in the State Management Review, particularly on the theme of the EROPA Conference held in Viet Nam, with the aim of releasing a special issue (in October 2023) dedicated to the EROPA Conference – 2023. He suggested that EROPA include a link to the State Management Review on the EROPA website, as well as strengthen cooperation in publishing other international publications between EROPA and the State Management Review to create additional channels for the development and knowledge-sharing of administrative science in the region. Furthermore, the proposal aims to enhance the role of EROPA in fostering innovative and creative ideas in administrative science for member countries in the region and worldwide.

Dr. Alex Brillantes Jr. expressed his gratitude and agreed with the proposals put forward by the State Management Review, particularly the idea of connecting administrative science and knowledge through publications and linking the Review on the EROPA website. In addition, he also suggested that the State Management Review include a link to the EROPA website on quanlynhanuoc.vn, and he personally offered to connect the State Management Review with regional and international journals, thereby establishing a close cooperation relationship and creating broader opportunities for development for both the Review and EROPA members.

Dr. Lai Duc Vuong concluded the meeting by thanking Dr. Alex Brillantes Jr. for his enthusiastic support of the State Management Review’s recommendations and affirming that the EROPA Conference held in Viet Nam is an opportunity for the State Management Review to embark on new developments. He wished for the continued improvement and development of the relationship between EROPA and NAPA.
