On December 7, in Hanoi, Dr. Nguyen Dang Que, Executive Vice President of the National Academy of Public Administration (NAPA), received and worked with the Eurogroup Consulting delegation led by Mr. Gilles Bonnenfant, CEO of Eurogroup Consulting.
Attending the working and accompanying the CEO of Eurogroup Consulting were Mr. Gregoire Virat, in charge of the international cooperation programs in Asia, and Mr. Damien Duhamel, a member of the delegation.
On the side of the Ministry of Home Affairs (MoHA), there were Mr. Vu Dang Minh, Chief of the MoHA Office, Mr. Pham Minh Hung, Director General of the Department of Administrative Reforms, and Mr. Chu Tuan Tu, Director General of the Department of International Cooperation.
On the NAPA side, there were Dr. Lai Duc Vuong, NAPA Vice President, leaders of the NAPA Office, the Department of Refresher Training Management, the Faculty of Administrative Sciences and Organization – Personnel Management, the State Management Review, the Institute of Administrative Studies, the Department of Personnel and Organization and the Department of International Cooperation.
The visit and working session with the NAPA leaders is within the framework of the visit and working session of the leaders of Eurogroup Consulting with the Ministry of Home Affairs.
Speaking at the meeting, NAPA Executive Vice President Dr. Nguyen Dang Que welcomed the delegation to visit and work at NAPA. He also introduced to the delegates the functions, tasks, and development orientation of NAPA. Dr. Nguyen Dang Que emphasized that the strategic goal of NAPA is to develop into a prestigious national center for training and research on administration and leadership, public management, public governance, and public policy in the Asia-Pacific region and contribute to the cause of comprehensive renovation of the country.
At the meeting, Mr. Gilles Bonnenfant highlighted the strengths of Eurogroup Consulting in managing change and establishing new working methods, new organizational and management methods; evaluating and implementing programs that the firm surveys to consult organizations and agencies in many countries, including developing assessment capacity; evaluating and using talents throughout the development process, from recruitment to training, appointment and support in the career path. Mr. Gilles Bonnenfant expressed his willingness to cooperate with NAPA in areas where the firm has strengths.
On the basis of the cooperation needs and the capacity of each party, the two sides have agreed on a cooperation program focusing on the following contents:
(1) Jointly organizing international workshops related to administrative reform and digital transformation;
(2) Training civil servants and public employees in service of administrative reform and digital transformation;
(3) Carrying out research, surveys, and evaluations for studies within the framework of the cooperation program jointly implemented by the Ministry of Home Affairs and Eurogroup Consulting.
The two sides also agreed to continue working together to develop bilateral cooperation plans as well as activities within the framework of the Viet Nam administrative modernization project chaired by the Ministry of Home Affairs with the support and advice of Eurogroup Consulting.
