A national video conference event on duty implementation of 2020 home affair branch was held on December 27, 2019 by the Ministry of Home Affairs (MOHA).

Attending and directing the conference was Mr. Truong Hoa Binh, Member of the Politburo – Standing Deputy Prime Minister of the Government. Mr. Le Vinh Tan – Member of the Party Central Committee, Minister of Home Affairs and other vice ministers  chaired the conference.

The event was also attended by representatives from National Academy of Public Administration (NAPA): Mr. Dang Xuan Hoan – NAPA President, Mr. Vu Thanh Xuan, Mr. Luong Thanh Cuong, Mr. Nguyen Dang Que – NAPA Vice Presidents and heads of units under the Academy. At the points of 63 provinces and cities, there were representatives of the People’s Committees directly under the Central Government and leaders of departments and organizations.

Speaking at the opening ceremony of the conference, Minister Le Vinh Tan affirmed in 2019, MOHA promoted decentralization and authorization to ministries and localities and initially achieved favorable results, which strengthened independence and responsibility of agencies and units. Besides, the administrative reform was carried out vigorously and drastically, creating a noticeable change. Speeding up the implementation of e-government and application of information technology had brought about positive results, which contributed to improving the efficiency of state administrative agencies and the quality of public service provision to people and organizations.

The renewal of training program and content and the quality improvement of public servants training were conducted in order to be suitable for certain training target groups gradually raised the quality of public servants and employees. In addition to the achievements of the home affairs branch, Mr. Le Vinh Tan frankly acknowledged that there were still shortcomings and limitations in the home affair performance that needed resolving such as shortcomings due to the overlap of the regulatory documents and poor capacity of the staff of the advisory agencies.

Minister Le Vinh Tan asked the participants to focus on the following key contents:

(1) Assessing the quality of consultancy and proposal of institution and policy building in all fields of state management of the interior branch in general and of the Ministry of Home Affairs in particular.

(2) Evaluating and proposing solutions to consolidate and improve the effective collaboration between MOHA and the central ministries and localities; MOHA and Departments of Home Affairs of provinces and cities as well as Departments of Organization and Personnel of central ministries.

Clarifying issues related to the decentralization and authorization of MOHA to the ministries, branches and localities in the field of state management of the interior branch; information exchange mechanism between sectors, communication issues and guidelines for implementation of newly issued documents.

(3) Identifying difficulties and obstacles in performing the state management function of the interior branch; analyzing objective and subjective causes for solutions.

There were online discussions during the Conference from the points of the People’s Committees of Hanoi, Da Nang, Hai Phong, Thanh Hoa, Can Tho, Tuyen Quang and the Ministry of Education and Training.

As the leader of the Conference, Deputy Prime Minister Truong Hoa Binh praised and highly appreciated the achievements in 2019 of MOHA in particular and the home affair branch in general. He suggested that MOHA leaders should focus on a number of key tasks in 2019 as follows:

Firstly, focus on institutional building and legal documents review, amendment and supplementation to meet the requirements of state management in the areas managed by MOHA and home affair branch; build a synchronous and unified institutional system.

It was necessary that MOHA studied and proposed building simple and appropriate organization structure of professional agencies at the provincial, district levels and agencies under the Central Government;  resolutely implemented the planned downsizing of state agencies, and at the same time, studied contract work for officials of public non-business units.

Secondly, MOHA needed to speed up the implementation of the objectives of the State administrative reform master program for the period of 2011-2020 and State administrative reform plan for the period 2016-2020. With the role of a standing agency on administrative reform, MOHA should actively coordinate with the related ministries and branches to do well on advising and guiding the implementation of the reform and strengthen PAR monitoring and evaluation.

MOHA should encourage ministries, branches and localities to promote the application of information technology in their work to improve the quality and efficiency of public service delivery for the people and businesses, creating a breakthrough to help the Government and The Prime Minister build a democratic, modern, professional, effective and efficient administration from the central to local levels.

Thirdly, it was important to review and conduct the evaluation of functions, tasks, powers and organizational structure of ministries, ministerial-level agencies, local governments and professional agencies under People’s Committees at provincial and district levels  in line with staff downsizing policy; monitor and update the operations of inter-agencies, propose rearrangement or dissolution of inactive inter-agencies; study and propose a model of peer title integration to ensure a streamlined, effective and efficient staff structure. MOHA should review the functions, tasks, powers and organizational structure of the units under the Ministry by the requirements of streamlining the organizational structure and staff downsizing according to Resolution No. 39-NQ / TW of April 17, 2015 of the Politburo.

Carefully review the functions and tasks of each training institution for rearrangement, avoid overlapping, urgently research and reorganize the Ministry’s training institutions in the trend of unit integration. Proactively advise and implement the Resolution No. 37-NQ / TW dated December 24, 2018 on arranging administrative units at district and commune levels, focusing on advising mechanisms and policies for redundancies after arrangements to ensure reasonableness.

Next, strengthen the inspection and supervision of the implementation of the law on beliefs, religions and guiding documents; thoroughly apply Ho Chi Minh’s thought on the policy of great unity of all people, solidarity of religions and consistently implement the policies on belief and religions of the Party and State. Promote dialogues, take advantage of dignitaries and respected people in religions, mobilize movements to build new rural areas, urban civilization, take care of socio-economic development and improve material and spiritual life of the religious people.

Besides, resolutely prevent and handle violations of the law, use of religious beliefs to conduct superstitious practices, incitement and dividing ethnic groups which cause society disorder.

Focus on directing and creating a clear change to improve the quality of emulation and commendation practice.

Enhance the application of information technology in archival work; preserve archives scientifically and modernly; well organize the exploitation and collection of historical documents, promote the value of archived documents , especially those of special values that had existed for hundreds of years.

Further more, strengthen civil servant training in accordance with the spirit of Decree No. 101 of the Government; maximize the role of the National Academy of Public Administration and the Hanoi University of Home Affairs in human resources training for state administrative agencies.

Focus on designing training programs and training leaders and managers so that they could get high professional qualifications at the regional level; conduct in-depth research and promote the application of information technology in state management and scientific research; invest in facilities for NAPA, build and develop the Academy to the regional level.

Finally, continue to organize the implementation of the Central Resolution No. 4 of the 12th term at the Ministry of Home Affairs in close association with the implementation of the Politburo’s Instruction No. 05-CT / TW of May 15, 2016 on  learning and following Ho Chi Minh’s ideology, morality and style; conduct good practice on political, ideological work, ensure internal solidarity and promote disciplines in civil service performance; synchronously implement measures to prevent and combat corruption and waste; emphasize publicity and transparency, enhance accountability in work performance of the State agencies and responsibilities of agency heads.

Continue to study the decentralization between the central and local governments in the fields of state management of the Ministry of Home Affairs, ensuring compliance with the provisions of law and the actual situation, and at the same time, build mechanisms of inspection, supervision and sanctions for violations.

In Closing speech, Minister Le Vinh Tan would like to express his sincere thanks to the comprehensive direction of Mr. Truong Hoa Binh – the Standing Deputy Prime Minister of the Government on the state management of the home affair branch and methods of administration of the Ministry of Home Affairs. The presence and directing opinions of the Standing Deputy Prime Minister of the Government expressed the deep concern of the Party and the Government to the Ministry of Home Affairs and the home affair branch for the great task entrusted by the Party, the State and the People.

On behalf of public servants and employees of the home affair branch, Minister Le Vinh Tan affirmed that he would seriously take important issues pointed out by Mr. Truong Hoa Binh at the Conference, concretize and add to the Working Program of the home affair branch for early implementation just from the beginning of 2020.

Emphasizing that completing the key tasks set out in 2020 of the home affair branch was an extremely heavy duty, Mr. Le Vinh Tan called on all officials in the home affair branch to further promote personal role and responsibility to overcome difficulties and determine to complete the assigned tasks in 2020, contributing to the successful implementation of the objectives of the Resolution of the National Party Congress XII of the entire political system./.
