1. Digital economy development
Digital economy is an economic activity that uses digital technology and digital data as main inputs, uses the digital environment as the main operating space, and uses information and telecommunications technology to increase labor productivity, innovation, business model innovation and economic structure optimization.

2. Development of digital society
Digital society is a society that integrates digital technology naturally and by default into all aspects of life. People are connected, able to interact and have digital skills to use digital services. Thereby, forming new relationships in the digital environment, forming digital habits and digital culture.
The basic characteristics of the digital society include: Digital citizenship, digital connectivity and digital culture. Digital citizenship is characterized by digital identity, digital means, digital skills and digital accounts. Digital connectivity is characterized by people’s ability to connect to the network, including the percentage of people covered by fiber optic networks, mobile broadband networks, and the percentage of Internet users. Digital culture is characterized by the level of people using online public services, using digital services online, using digital health services and digital education.
Developing a digital society goes hand in hand with creating cultural values suitable for the digital age, creating conditions for everyone to access and selectively absorb world cultural values, and enrich their spiritual life of Vietnamese.

IV. Development of digital economic and social foundation
1. Institutions
Perfecting institutions, policies and legal environment is a cross-cutting task with the highest priority, which is integrated in all tasks and solutions to develop the digital economy and digital society. The breakthrough point is to issue policies and regulations to promote online activities to happen more, cheaper, faster, easier and safer.
Key tasks include:
a) Formulate, submit for promulgation and organize the implementation of the revised Law on Electronic Transactions and its guiding documents to fully recognize the legality of electronic records, data, documents and electronic transactions. death; create a clear legal corridor for intermediary platforms in electronic transactions; to make electronic transactions more beneficial, cheaper, faster, easier and safer than performing transactions by traditional methods.
b) Formulate, amend and supplement mechanisms, policies and laws in each branch or field in accordance with the requirements of the development of the digital economy and digital society; focus on developing policies to increase the percentage of online activities that account for at least 50% of activities in each agency, organization, industry or field.
c) Develop, submit to competent authorities for promulgation and organize the implementation of a controlled trial legal framework (sand box) for new digital services and new digital economy business models not yet regulated by law.
d) Review, amend and supplement mechanisms, policies and laws to implement anti-monopoly, anti-merger, anti-merger, affecting healthy competition in the digital economy; strengthen regulations to avoid abusive businesses; organize law enforcement supervision to ensure the principle of fair enforcement and equal responsibility before the law for both Vietnamese enterprises and enterprises providing cross-border services entering Vietnam.

2. Infrastructure

Key tasks include:

c) Organize the implementation of the Action Plan to improve competitiveness and develop logistics services in Vietnam by 2025 approved in Decision No. 200/QD-TTg dated February 14, 2017 and Decision No. 221/QD-TTg dated February 22, 2021 of the Prime Minister in the direction of accelerating the digital transformation of enterprises and logistics services in Vietnam.
d) Promote the development of digital connection infrastructure for people. Speeding up the coverage of fiber optic networks and broadband mobile networks to all villages, hamlets and residential areas across the country; rapidly increase the rate of Internet users, especially in rural areas; improve connection capacity and quality of network services, quality coverage in white areas, concave areas about broadband network connection. Developing a digital address platform and digital maps to create a soft infrastructure for the development of the digital economy and digital society.
3. Digital Platform
A digital platform is an information system serving online electronic transactions operating under the model of using digital technology to create a network environment that allows many parties to join together to provide services to organizations and individuals can be used immediately, simple, convenient, flexible on request, easily disseminated on a large scale, participating parties do not need to invest, manage, operate and maintain themselves. The digital platform is the “soft infrastructure” of the digital space, solving specific problems of digital transformation, creating and storing user data. The more users, the more data, the lower the cost. The cheaper it is, the greater the value created.
The breakthrough point is seizing opportunities, developing and quickly popularizing national digital platforms to serve the unique and specific needs of Vietnamese people, on the basis of classifying and understanding each user’s needs. Each national digital platform has a governing body that is a ministry, government agency, the People’s Committee of a centrally-affiliated city/province or an enterprise to preside over the coordination, ordering and coordination with the Ministry of Information and Communications and a number of key enterprises to promote development.
Key tasks include:
a) Develop and periodically review, adjust and supplement the list of national digital platforms prioritized for development. 4. Digital data
Data and its availability to connect and share data form an important lifeblood of the digital economy and digital society. Data is a non-consumable material, the more it is shared, exploited, and used, the more valuable it will be. The creation, classification, labeling of data, and the rapid completion of the legal framework on data and data governance are decisive factors in promoting state agencies, businesses and people to move from private ownership of data to jointly create, share and exploit data.
The breakthrough point is to develop master data in national databases with high accuracy as original data and open data typical of Vietnam for analysis, processing and labeling for intellectual development.

5. Network information safety and network security
Develop the capacity to manage digital platforms, build a safe and healthy digital environment, create confidence to strongly implement the transformation from the real environment to the digital environment. The breakthrough point is universalizing basic network information security services to people and businesses.
Key tasks include:
a) Develop and submit to the Prime Minister for approval and organize the implementation of the National Cybersecurity and Safety Strategy in the direction of technology mastery, protection of digital sovereignty and national prosperity in space network, ensure a safe and healthy digital environment, develop an ecosystem of network information security products and services.
b) Ensuring the default network information security requirements right from the design and construction stage when developing digital infrastructure and digital platforms; providing digital services that are guaranteed basic network information security.
c) Developing an ecosystem of Vietnamese cyberinformation security products; evaluate and announce Vietnamese cyberinformation security products and services that meet requirements and prioritize usage.
d) Develop a platform and organize the universalization of basic network information security services to help people prevent, avoid and protect themselves against risks, risks and incidents of network information insecurity.
dd) Develop a platform and organize the deployment of professional network information security services to help organizations and enterprises implement the 4-layer protection model.
e) Building and implementing the network credit ecosystem as an important guide, creating trust for people in the digital environment through the assessment and credit labeling for websites and portals of electronic information, application software and other information systems that meet the requirements of network information security.
g) Implement remote digital signature in the direction of prioritizing the universalization of the use of personal digital signatures for people in a simple, convenient, safe and affordable way.
h) Researching, building and developing the cyberinformation security insurance market in order to help businesses and organizations recover financially when a cyberinformation security incident occurs.
i) Formulate and submit for promulgation the Decree on electronic identification and authentication. Building an electronic identification and authentication system on the basis of the national population database, citizen identification database and national immigration database as the foundation for national digital transformation.
k) Ensuring and authenticating information on the basis of the national population database, connecting to serve the verification of the assurance and authenticity of the digital identity of the people.
l) To step up the prevention and combat of high-tech crimes in socio-economic activities.
6. Digital human resources
Developing digital human resources in the direction of focusing on developing digital technology human resources to meet new skills related to cloud computing, artificial intelligence, big data, system architecture, software engineering, design User interface and experience, network information security.
The breakthrough point is that in digital universities, learners can study and take exams online, can use personalized digital learning materials, can be supported learning by artificial intelligence.
Key tasks include:
a) Review and amend regulations and policies to encourage the maximum increase in the duration and volume of online training, ensuring the minimum ratio of duration and number of online training credits in the total time. train; recognize and allow appropriate conversion of a number of diplomas and certificates of information technology and digital technology issued by reputable domestic and foreign technology organizations and enterprises into study credits of the respective subject to withdraw.

g) Building and implementing a digital record keeping platform during the learning, training and lifelong learning service of a citizen.
h) Strongly increase training targets in information technology, digital technology, technology 4.0 such as artificial intelligence, data science, big data, cloud computing, Internet of things, virtual reality/ augmented reality, blockchain, hologram printing. Undergraduate and graduate training institutions in the fields of professions and occupations open additional training majors in digital transformation, digital economy, and digital society in their respective fields and professions. Promote the training of lecturers and researchers at doctoral level in digital technology, digital transformation, digital economy and digital society.
i) Develop and annually publish forecasting reports on human market demand and future careers in the fields of information technology, electronics – telecommunications, cyberinformation security in Vietnam to have suitable training solutions; Update trends, introduce some new industries and occupations that require new skills.
7. Digital skills, digital citizenship and digital culture
Developing digital skills, digital citizenship, and digital culture towards comprehensive digital universalization to form a fair and inclusive digital society, arousing the potential, pride of Vietnam and the trust of Vietnamese citizens people in digital space.
The breakthrough point of universalizing digital skills and digital culture is to popularize digital skills and digital culture by using national digital platforms and conducting training in digital skills and culture, numbers through digital platforms.
Key tasks include:
a) Develop and organize the implementation of digital skills standards and national digital skills framework, in which, necessary skills are identified, responsive and appropriate for each audience. Set up and organize the implementation of an online test platform to assess and measure digital skills for each employee, civil servant, public official, student, and student in accordance with the national digital skill standard.

Key tasks include:

Evaluate, select and announce excellent digital platforms and solutions for digital transformation of large enterprises. Promote the leading role of industry leaders in digital transformation, development and replication of industry digital platforms, and creation of digital ecosystems in industries and fields.
d) Developing and implementing a scheme to determine the index to evaluate the level of digital transformation of enterprises serving businesses across the country, the results of the assessment of the index of digital transformation is a measure of the effectiveness of the digital transformation, programs and plans to support businesses in digital transformation. 9. Payment No
Develop digital payments towards financial inclusion, promote non-cash payments. Key tasks include:
a) Formulate and submit to the Government for promulgation a Government’s Decree on a mechanism for controlled testing of financial technology activities in the banking sector.
b) Reviewing and amending regulations and policies on finance, fees and charges in the direction of eliminating barriers to non-cash payment, thereby encouraging people to make non-cash transactions.
c) Organize the effective implementation of the National Comprehensive Financial Strategy to 2025, with orientation to 2030, approved in Decision No. 149/QD-TTg dated January 22, 2020 of the Prime Minister.
d) Organize the effective implementation of the Project on development of non-cash payment in Vietnam for the period of 2021 – 2025 in Decision 1813/QD-TTg dated October 28, 2021 of the Prime Minister.
Implement the Program to promote Mobile-Money services, with priority given to regions and regions where the universalization of banking services is still low. Guide and implement the Program to support hospitals and schools to make non-cash payments and convert numbers to manage operations of the unit.
e) Renovate technology and operations of the interbank payment system according to international practices; upgrade and develop the electronic clearing and settlement system to meet the requirements of the number of transactions, especially micro-payment transactions, of small value expected to explode in the digital economy.
g) Research and propose mechanisms and policies on digital money based on blockchain technology.
h) Develop and promulgate a system of standards and technical regulations on e-invoices in accordance with international practices and standards.
i) Building a national e-invoice platform, connecting and communicating with all tax authorities, allowing payment of e-invoices, shortening the time for conducting electronic transactions.
V. Development of digital economic and social industry and sector

g) Organizing specialized training in digital agriculture at undergraduate and graduate training institutions in agriculture and rural development.
2. Medical
Developing the digital economy and digital society in the direction of digital health, connecting smoothly with the network of medical examination and treatment establishments from the central to the commune level and with the people. Key tasks include:
a) Review and amend regulations and policies in health so that medical examination and treatment establishments have functional departments and provide remote medical examination and treatment consulting services; use of electronic medical records; electronic prescriptions; non-cash payment; perfecting the system of standards and technical regulations in service of digital health.

c) Developing and implementing a platform to support remote medical examination and treatment consulting, connecting hospitals with hospitals, upper-level hospitals with lower-level hospitals, from central to grassroots levels, helping to reduce the burden on medical staff, medical facilities, timely medical examination and treatment, saving time and costs.
d) Develop and organize the implementation of electronic medical records, move towards not using paper medical records, non-cash payment of hospital fees; deploying the national electronic prescription management platform at all public and private medical examination and treatment facilities across the country; develop smart health management platforms based on digital technology, integrate information and data, and form a national database on health.

a) Formulate and organize the implementation of the Action Plan to develop the digital economy and digital society in the field of education and training; promoting and encouraging large educational and training institutions, large universities and also digital technology enterprises in education and training; Launching and attracting a wave of technology enterprises to invest in digital education and training.

Developing the digital economy and digital society in the direction of accelerating the implementation of electronic transactions in the fields of labor, employment and social security; create and maintain a complete and timely database of employees and policy beneficiaries nationwide. Key tasks include:
a) Develop and organize the implementation of action plans to develop the digital economy and digital society in the fields of labor, employment and social security; promoting and encouraging forms of electronic transactions, electronic certificates, social security payments online or directly to beneficiaries, eliminating unnecessary intermediaries.

– Perfecting mechanisms and policies to facilitate the promotion of digital transformation in the industrial sector, especially in the processing and manufacturing industries, towards a smart factory model, green growth. , sustainable and suitable for the circular economy model;
– Developing and implementing a mechanism to coordinate activities to support digital transformation for industrial production enterprises; implementing representative and feasible digital transformation projects, thereby leading the digital transformation and innovation movement of manufacturing enterprises;
– Building and implementing a digital platform connecting manufacturing enterprises with technology experts and professional solution providers to support businesses in digital transformation; strengthen business linkages according to an advanced cooperation model between manufacturing enterprises and domestic and international partners to create new values, share service networks and data and information resources;
– Develop statistical indicators and organize periodic surveys to assess the readiness of industrial enterprises to convert to a smart factory model;
– Building and forming research centers/institutes on technology for production, focusing on digital transformation of source technologies, core technologies of the manufacturing, processing and manufacturing industries in order to improve efficiency, productivity and quality of the processing and manufacturing industries, contributing to improving the competitiveness of enterprises and industrial products produced by domestic enterprises;
– Developing and implementing the Action Plan for the development of the digital economy and digital society in the energy sector;

– Organize specialized training in smart production, digital transformation in the energy field at undergraduate and graduate training institutions in industry and commerce.
6. Travel

a) Develop and organize the implementation of the Action Plan to develop digital economy and digital society in the fields of natural resources and environment, develop green economy, circular economy, use renewable energy and carbon low, environmentally friendly.
b) Develop and organize the implementation of digital infrastructure and digital data platform for natural resources and environment sectors, giving priority to building a national land data platform and open national digital map to ensure supply and sharing data and information, forming new services and business models, effectively exploiting the digital ecosystem in terms of resources and the environment, contributing digital platforms to the development of the digital economy and digital society. .
c) Formulate, submit for promulgation and organize the implementation of the Master Strategy on digital resources in the field of natural resources and environment by 2030 and orientation to 2035 as the orientation for the development of the digital economy and digital society, resources and environment.
d) Open and deploy specialized training in data science, digital transformation of resources and environment at undergraduate and graduate training institutions in natural resources and environment.
8. Other industries and fields
For the financial, banking, insurance, postal, transportation, logistics, construction and real estate sectors, manufacturing, service and other sectors: focus on development digital economy and digital society in each industry and field in the direction of establishing a suitable environment for innovation, strengthening strategic direction and flexibly exploiting financial resources for transformation support activities, digitally, forming a digital economy and digital society of sectors and fields. Key tasks include:
a) Formulate and organize the implementation of the Action Plan to develop digital economy and digital society in industries and fields, shift from traditional production to industry digital economy, strongly digitally transform businesses, production and business establishments in industries and fields; launching and attracting a wave of investment technology enterprises serving industries and fields; develop digital platforms to serve the needs of businesses and people.
b) Building and implementing the digital data platform of industries and fields, in which state agencies play the leading role, enterprises and business establishments play the core role and the people actively participate in it, actively in collecting, standardizing, opening data and providing open data for production and business in industries and fields; promptly provide information, advice and forecast for businesses and people.

VI. Solution
1. Organization, apparatus
a) Effectively organize the operation of the National Committee on Digital Transformation, chaired by the Prime Minister, and the Ministry of Information and Communications as the standing agency, uniformly coordinating the national development in a synchronous manner. d) Organize and assign units to act as focal points to assume the prime responsibility for, and be responsible for, implementing and coordinating with the Ministry of Information and Communications in the implementation of the National Strategy for digital economy and digital society development to 2025. , oriented towards 2030.

b) Actively and actively participate in international organizations, digital economy and digital society initiatives, develop new international legal frameworks, standards and principles on digital technology suitable to Vietnam’s goals and interests, being a responsible member in handling and solving problems and challenges related to digital connectivity, harmonization of standards, promotion of digital trade, capacity building digitalization and narrowing the digital divide, encouraging business operations in the digital environment and protecting consumers.
c) Strictly and effectively implement international commitments, including those related to the digital economy, digital trade and especially in building the ASEAN Economic Community (AEC) and agreements free trade (FTA) to which Vietnam is a member (ASEAN + 1, FTAs, RCEP, CPTPP, EVFTA).
4. Research and development
a) Promote research, development and application of new digital technologies such as artificial intelligence, digital twin technology, blockchain, virtual/augmented reality, big data, combined with other technologies Open technology, open source code to develop national digital platforms, industry digital platforms to serve the development of the digital economy and digital society.

a) Organizing forums, conferences, seminars, domestic and international events and exhibitions on the development of digital economy and digital society in Vietnam and the results of implementation of the contents of the Strategy; integrating content on digital economy and digital society in events and exhibitions on socio-economic development, introducing Vietnam’s country, people, culture and tourism at home and abroad.
b) Widely propagate, disseminate and train on national digital platforms, typical digital economic and social models on the central to grassroots communication systems. Developing consulting, Q&A, and virtual assistant channels on digital economy and digital society, supporting people to improve their digital skills, using digital platforms, digital services and digital technology.
c) Organize communication campaigns, contests and television games around the topic of digital economy and digital society in order to propagate, disseminate and attract the wide participation of the people. Organize contests to find typical digital business models, digital economy, solutions using digital technology to solve socio-economic problems.
d) Establish a portal for Vietnam’s digital economy and digital society to provide information on the implementation of the National Strategy for Digital Economy and Digital Society development, and to post guidelines, policies, and information, related to and progress of the implementation of the Strategy, which integrates data on the development of digital economy and digital society in Vietnam. 6. Measure and monitor implementation
a) Periodically update digital economy and digital society indicators in line with actual development, ensuring a unified system of statistical indicators for measuring the digital economy and digital society, including national-level indicators, at national, sectoral and local levels.
b) Annually carry out investigation, survey, collection and publication of statistical results and measurement of digital economic indicators and basic goals of digital economy and digital society set forth in this Strategy at the national and local levels.
c) Promulgate a set of measurement criteria for digital society, including measuring content of people’s participation in political and social activities in the digital society, with detailed classification by gender, computer, region; annually conduct surveys, collect and publish statistical and measurement results on digital society at national and local levels.
7. Guaranteed funding
a) Funds for the implementation of this Strategy include: state budget; investment by business, the private sector, the community, and other legitimate sources of funding. Ministries, branches and localities shall, based on their assigned tasks, prioritize funding sources to implement the tasks and solutions in the Strategy to develop the digital economy and digital society.
b) Prioritize funding from the state budget for implementation of tasks, solutions and projects under this Strategy, which are presided over by state agencies for implementation. Striving for the proportion of spending on digital transformation, development of the digital economy and digital society in the total state budget expenditure higher than the world average. Research, review, amend and supplement separate budget catalogs on digital transformation, digital government development, digital economy, and digital society in the State Budget Index System.
c) The central budget ensures funds to perform tasks and projects under the Strategy assigned to ministries and central agencies to assume the prime responsibility for, and direct and administer activities to implement the Strategy. Localities are responsible for securing funds to carry out tasks and projects within the scope of the Strategy assigned to the presiding localities. In there:
– Sources of investment funds for implementation of tasks and projects: investment in building information systems, digital platforms, procurement of hardware, software, technology, equipment and construction of facilities physical facilities and infrastructure to serve the development of the digital economy and digital society;
– Regular funding sources for the implementation of programs, plans and tasks: research, institutional and policy development; promote digital transformation, develop digital economy and digital society; investigate, survey, make statistics, measure and evaluate development indicators, influence and impact; rent, buy, use, promote the development of digital platforms; create, update, store and share, use digital data; ensure network information security; training, fostering and developing digital human resources, digital skills, digital citizenship, digital culture; support and advice on business digital transformation; information and communication; maintaining and operating information systems and digital platforms; other tasks under the Strategy are of recurrent expenditure nature. Encouraging and prioritizing the use of recurrent expenditures for renting and purchasing using digital platforms, digital services, and information systems instead of investment in construction.
d) Enterprises, economic organizations, educational and training institutions shall allocate funds from their own autonomous budgets to perform assigned tasks and solutions under the Strategy. Units whose funding sources are left in accordance with regulations give priority to using this funding source to implement the Strategy in accordance with the provisions of law.
8. Minimizing negative impacts of digital economy and digital society development
a) Assess the impact of digital economy and digital society development at national and local scale; in which, the focus is on assessing the influence of technology on industries, occupations and job prospects to come up with a transformation plan in line with national and local development strategies. Prioritize the conversion for objects that are most impacted and are most likely to be replaced by machines. Implement solutions to reduce inequality, narrow the gap and reduce negative impacts of the development of the digital economy and digital society.
b) Assess the impacts of digital technology on society to have proactive solutions to minimize the negative effects of digital technology; develop centers to answer questions and support people negatively impacted and impacted by digital technology. Promote the application of artificial intelligence to develop virtual assistants to support people 24/7 anytime, anywhere.
c) Develop simple and easy-to-use digital applications and platforms to help people control their own activities and technology usage; applying artificial intelligence technology to automatically control access and block malicious websites and Internet resources towards a safe and healthy digital space for people.
d) Establish collection points for information technology, electronics – telecommunications products damaged, expired, technology waste, electronic waste; promote the application of appropriate treatment technology towards a green environment and protect people’s health.
VII. Implementation organization
1. Ministry of Information and Communications
a) Take charge of organizing the implementation of this Strategy; guide and urge ministries, branches, provinces and centrally-run cities to organize the implementation of the Strategy; assume the prime responsibility for promoting digital transformation, digital economy, digital society, national ledger and platform economy; inspect, supervise, annually summarize and report to the Prime Minister on the implementation of the Strategy.
b) In 2023, organize a preliminary review of the implementation of the Strategy, propose the development of goals and targets and supplement and amend tasks and solutions (if necessary) and summarize and evaluate the results of the implementation of the Strategy, implementation of the Strategy by 2025.

To assume the prime responsibility for, and coordinate with ministries, branches, localities and relevant organizations and enterprises in performing the tasks specified in Clause 3, Section IV of the Strategy; promulgate and periodically review, adjust and supplement the list of national digital platforms prioritized for development; develop a program to promote the development and use of national digital platforms; coordinate in selecting key organizations and enterprises to develop national digital platforms and specialized digital platforms.
e) Performing the tasks of the governing body, supporting the development of national digital platforms for: cloud computing platforms; digital address platform; integration platform, data sharing; data aggregation and analysis platform; new generation online meeting platform; open online skills learning platform (MOOCS); survey platform, collect people’s opinions; artificial intelligence platform; IoT device platform; new generation social networking platform; overall governance platform; service accounting platform; intelligent operating monitoring center (IOC) platform; network information security monitoring and operating center (SOC) platform; virtual assistant platform; Supply chain optimization platform.
g) Assume the prime responsibility for, and coordinate with the Ministry of National Defense, the Ministry of Public Security and relevant organizations and enterprises in, performing the tasks specified in Clause 5, Section IV according to their assigned functions and tasks.
h) Implement the assigned tasks and solutions in the attached Appendices and other tasks according to the assigned functions and tasks.
2. Ministry of Planning and Investment
a) Synthesize and allocate annual development investment capital according to the provisions of the Law on Public Investment, the Law on State Budget and related guiding documents to implement the Strategy.
b) Cooperate with the Ministry of Information and Communications in performing the tasks at Point b, Clause 8, Section IV and solutions at Points c, dd and e, Clause 4, Section VI according to their assigned functions and tasks.
c) To assume the prime responsibility for performing the tasks at Points a, b, Clause 6 and Clause 7, Section VI; implement solutions and tasks as assigned in the Appendix and other contents of the Strategy in accordance with assigned functions and tasks.
3. Ministry of Finance
a) To assume the prime responsibility for summarizing and allocating annual recurrent expenditures according to the provisions of the Law on State Budget and related documents to implement the Strategy.
b) Implement solutions at Point c, Clause 4, Section IV, Point h, Clause 5, Section IV, Points h and i, Clause 9, Section IV, Point d, Clause 4, Section VI, and Clause 7 of Section VI; performing the tasks of the governing body, supporting the development of national digital platforms for e-invoice platforms; implement solutions and tasks as assigned in the Appendix and other contents of the Strategy in accordance with assigned functions and tasks.
4. State Bank of Vietnam:
To assume the prime responsibility for, and coordinate with concerned ministries, branches and organizations in, performing the tasks at Points a, b, c, d, e, g, Clause 9, Section IV; implement solutions and tasks as assigned in the Appendix and other contents of the Strategy in accordance with assigned functions and tasks.
5. Ministry of Labor – Invalids and Social Affairs
a) Cooperate with the Ministry of Information and Communications in performing the tasks at Point c, Clause 6, Section IV according to their assigned functions and tasks.
b) To assume the prime responsibility for performing the tasks at Points a, d, e, g, i, Clause 6, Section IV; Points a, b, c, Clause 4, Section V; solutions at Points a, b, Clause 8, Section VI and in the Appendixes as assigned and according to assigned functions and tasks.
6. The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Labor, War Invalids and Social Affairs and training institutions in performing the tasks at Points a, b, d, d, e, g, h clauses 6 Section IV; Points a, b, c, d, Clause 3, Section V; Coordinate with the Ministry of Information and Communications to perform the tasks at point c, clause 6, Section IV and support the development of national digital platforms for digital university platforms; implement solutions and tasks as assigned in the Appendix and other contents of the Strategy in accordance with assigned functions and tasks.
7. The Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs shall direct and assign tasks to universities, colleges and vocational education institutions:
a) Based on the content of the Strategy to develop training programs suitable to the development of the digital economy and digital society.
b) Universities, colleges and vocational education institutions research and add to the training program specialized subjects, new knowledge and skills content suitable to the needs of information technology human resources, information, digital technology of Vietnam in the next 5 – 10 years.
c) Maximize the mobilization of existing resources, combine with other programs and projects, effectively exploit the State’s investment capital to train engineers, bachelors, practical engineers, bachelors in real life on digital technology, digital economy and digital society.
d) Increase the practical content in training majors in digital technology, digital economy, digital society, introduce digital platforms, digital technology, especially Vietnam’s digital platforms, open technology introduced in training programs so that students can practice and approach reality.
Actively implement comprehensive digital transformation, participate in the construction and pilot implementation of digital universities.
e) Take charge or cooperate in performing the tasks at Points a, b, c, d, g, h, Clause 6, Section IV; performing the tasks of the governing body, supporting the development of national digital platforms for online teaching and learning platforms; implement solutions and tasks in the Appendix as assigned.
8. The Ministry of Agriculture and Rural Development shall assume the prime responsibility for performing the tasks at the points specified in Clause 1, Section V; perform the tasks of the governing body, support the development of national digital platforms for agricultural digital data platforms, agricultural product traceability platforms; implement solutions and tasks as assigned in the Appendix and other contents of the Strategy in accordance with assigned functions and tasks.
9. The Ministry of Health shall assume the prime responsibility for performing tasks at points specified in Clause 2, Section V; perform the tasks of the governing body, support the development of national digital platforms for the remote medical examination and treatment support platform, vaccination management platform, electronic health record platform, platform the commune health station platform; implement solutions and tasks as assigned in the Appendix and other contents of the Strategy in accordance with assigned functions and tasks.
10. The Ministry of Industry and Trade shall assume the prime responsibility for performing the tasks at Point d, Clause 1, Section IV; Point c, Clause 2, Section IV; points in Clause 5, Section V; coordinate to support the development of national digital platforms for e-commerce platforms; implement solutions and tasks as assigned in the Appendix and other contents of the Strategy in accordance with assigned functions and tasks.
11. The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for performing tasks at points specified in Clause 6, Section V; perform the tasks of the governing body, support the development of national digital platforms for digital museum platforms, tourism business and management platforms; implement solutions and tasks as assigned in the Appendix and other contents of the Strategy in accordance with assigned functions and tasks.
12. The Ministry of Home Affairs shall assume the prime responsibility for implementing the solutions at Point c, Clause 1, Section VI; implement solutions and tasks in the Appendix as assigned and according to assigned functions and tasks.
13. The Ministry of Science and Technology shall assume the prime responsibility for implementing solutions at Points a, b, c, d, Clause 4, Section VI; implement solutions and tasks in the Appendix as assigned and according to assigned functions and tasks.
14. The Ministry of Public Security shall assume the prime responsibility for implementing the tasks and solutions at Point i, Clause 5, Section IV; performing the tasks of the governing body, supporting the development of national digital platforms for people identification and electronic authentication platforms; implement solutions and tasks as assigned in the Appendix and other contents of the Strategy in accordance with assigned functions and tasks.
15. The Ministry of National Defense shall coordinate with the Ministry of Information and Communications and the Ministry of Public Security in implementing tasks and solutions to build a safe and healthy cyberspace, protect national security and national sovereignty in the air, cyberspace, ensuring the rights and interests of enterprises, organizations and individuals participating in digital economy and digital society activities.
16. The Ministry of Natural Resources and Environment shall assume the prime responsibility for performing the tasks at the points specified in Clause 7, Section V; performing the tasks of the governing body, supporting the development of national digital platforms for digital map platforms; implement solutions and tasks as assigned in the Appendix and other contents of the Strategy in accordance with assigned functions and tasks.
17. The Committee for Management of State Capital at Enterprises and the State Capital at Enterprises Representative agencies shall direct the State enterprises under their management to implement the tasks and solutions under this Strategy to digital transformation, development of digital economy and digital society, especially in a number of key and essential fields; important areas for national defense and security; the fields in which enterprises of other economic sectors do not invest; urge and assign tasks to enterprises to actively and actively participate in investment and development of national digital platforms and industry digital platforms; develop an action plan to develop the digital economy within the businesses assigned to manage it in the direction of strongly promoting digital transformation businesses, developing into digital businesses, leading the development of digital platforms national and industry digital platforms, forming digital ecosystems in the industries and fields in which businesses operate.
18. Ministries, ministerial-level agencies, Governmental agencies, People’s Committees of provinces and centrally run cities
a) Take charge and cooperate in performing the tasks and solutions at: Points b, c, d, Clause 1, Section IV; Points b, d, Clause 2, Section IV; Points b, d, Clause 3, Section IV; Points b, d, Clause 4, Section IV; Points c, d, i, Clause 6, Section IV; Points c, d, Clause 7, Section IV; Points b, c, d, e, Clause 8, Section IV; Points a, b, c, d, Clause 8, Section V; Points a, b, d, Clause 1, Section VI; Points b and c, Clause 2, Section VI; points under Clause 3, Section VI; Points a, b, e, Clause 4, Section VI; Points a, b, Clause 5, Section VI; Point b, Clause 6, Section VI; points under Clause 7 Section VI; Points a, b, d Clause 8 Section VI; perform the tasks and solutions assigned in the Appendix and other tasks in this Strategy in accordance with the assigned functions and tasks.
b) Based on the content of this Strategy, develop and implement a plan for the period of 2022 – 2025 and an annual plan for development of the digital economy and digital society; supplement, update and synchronize the contents of this Strategy and the digital economy and digital society development plan with socio-economic development master plans, plans and strategies of ministries, branches and localities own side.
c) Ensure funding (expenditure for development investment, recurrent expenditure) to perform tasks and projects on digital economy and digital society development of their ministries, branches, localities, People’s Committees of provinces; , centrally-run cities have solutions to prioritize spending on digital transformation, digital government, digital economy, digital society, ensuring the ratio of spending on digital transformation, digital economy development, digital society, e-government, digital government in total state budget expenditure is higher than the world average.
d) Inspect, evaluate and report annually and irregularly on the implementation of the Strategy to the Ministry of Information and Communications to summarize and report to the Prime Minister.
19. Vietnam Television Station, Voice of Vietnam Radio, Vietnam News Agency and other media and press agencies shall assume the prime responsibility for, and actively coordinate with the Ministry of Information and Communications and other ministries, branches and localities. formulating and approving a plan to propagate and disseminate widely across sectors, levels and the people about the contents of this Strategy on a regular basis, daily and weekly; implement solutions at Points b, c and d, Clause 5, Section VI; performing the tasks of the Governing Body, supporting the development of national digital platforms for digital television platforms (online), digital radio platforms (online); implement solutions and tasks as assigned in the Appendix and other contents of the Strategy in accordance with assigned functions and tasks.
20. Encourage the Ho Chi Minh Communist Youth Union to direct the system of grassroots delegations at all levels to send focal points to the commune level, to join the network to support the implementation of digital transformation managed by the Ministry of Information and Communications; actively launch campaigns for youth union members to propagate and disseminate digital skills, to support and guide people to use services in the digital environment.
21. Encourage the Vietnam General Confederation of Labor, the Vietnam Farmers’ Association, the Vietnam Cooperative Union to develop action plans and direct the system of member organizations to actively participate in the development and application of technology. Digital technology serving the digital economy and digital society.
22. Encourage the Vietnam Fatherland Front and socio-political organizations to promote their roles in propagating, mobilizing and supervising the implementation of the Strategy. Associations and professional associations are proactive and active in advising and criticizing policies and laws; encourage members and businesses to take the initiative in technology mastery, providing quality products and services; join the Ministry of Information and Communications in propagating, disseminating, surveying and evaluating the level of digital transformation, development of the digital economy and digital society in Vietnam; proactively detect and introduce national digital transformation platforms in their industries and fields; actively participate in providing input requirements to support the construction of digital platforms; encourage member enterprises to participate in connecting and using digital platforms in activities of associations and associations.
23. Digital technology enterprises, state-owned enterprises
a) Telecommunications enterprises and postal enterprises shall prioritize allocating resources to invest in building and upgrading digital and postal infrastructure nationwide to meet the explosive requirements of digital economic development, digital society. At the same time, together with the State, participate in training and guiding people to use digital skills.
b) Other state-owned corporations and corporations actively participate in the implementation of the Strategy; promote the leading role in the development and implementation of platforms and solutions to develop the digital economy and digital society, form digital ecosystems, promote digital transformation in the industries and fields in which they operate; actively, pioneering investment in development of national digital platforms, industry digital platforms; mobilize and gather businesses, especially small and medium-sized enterprises in the field of digital technology, to jointly develop an ecosystem of products and services for the development of the digital economy and digital society.
c) State-owned enterprises are responsible for pioneering digital transformation, developing national digital platforms and industry digital platforms; transforming into digital technology enterprises, forming an ecosystem of digital products and services around the core business.
d) Digital technology enterprises actively develop digital platforms, participate in the National Digital Platform Development Program, solve problems of digital economy and digital society development; build an attractive and healthy content ecosystem to create online habits for people.
Digital technology enterprises coordinate with focal points of ministries, branches, universities and colleges to develop training programs on specialized skills in information technology, electronics – telecommunications and information security network in the direction of combining theory – practice; ready to implement the program “Training from practical work”, welcome college and university students to practice and early exposure to the business environment.
e) Digital technology enterprises shall coordinate with the Ministry of Information and Communications in performing the tasks at Points b, c, d, Clause 5, Section IV; implement solutions, tasks and other contents of the Strategy suitable to industries and fields of operation.
