On October 7, 2020, from 6:00 a.m. to 8:00 p.m. Hanoi time (7:00 to 9:00 a.m. in Havana), the National Academy of Public Administration in collaboration with the Training School for senior officials of Cuba State and Government (ESCEG) organized the seminar “Exchange experience in training cadres, civil servants and public employees and the potentials of cooperation between the National Academy of Public Administration and the Training School for senior officials of Cuba State and Government”. Dr. Dang Xuan Hoan, NAPA President and Ms. Mercedes Delgado Fernandez, ESCEG President co-chaired the seminar.
Attending the online seminar, in Hanoi , on the side of the Cuban Embassy to Vietnam were H.E. Lianys Torres Rivera, Ambassador Extraordinary and Plenipotentiary, Mr. Carlos Alfredo Amores Balbin, Ambassador, in charge of economics and politics, Ms. Irmina Perrojo, Trade Counselor and other Embassy staff. On the side of the National Academy of Public Administration, there were Assoc.Prof.Dr. Luong Thanh Cuong, NAPA Vice President; Dr. Nguyen Dang Que, NAPA Vice President; leaders of the Department of International Cooperation, Department of Graduate Training Management, Department of Refresher Training Management, the Center for Foreign Languages - Informatics and Information – Library, Institute of Administrative Studies, Office of NAPA, Faculty of Documents and Administrative Technology, Faculty of Administrative Science and Personnel- Organization Management. At ESCEG in Havana, attending the online seminar were Mr. José Ramón Diaz Delgado, Vice President, Mr. José Miguel Valdes Portal, Head, Department of Information Technology and other officials.
The seminar began with a video clip on the process of establishment, development and future orientation of the National Academy of Public Administration. Dr. Dang Xuan Hoan, NAPA President introduced NAPA’s main functions and tasks which are assigned by the Prime Minister, including 1) providing refresher training courses for cadres, civil servants and public employees of the political system in Vietnam; 2) graduate training including master and doctoral training; 3) scientific research to serve the training and provide policy advice to the Ministry of Home Affairs and the Government concerning administrative reform, institutions of a socialist-oriented market economy and other aspects of public administration. In response, Ms. Mercedes Delgado Fernandez, ESCEG President introduced ESCEG’s functions, tasks and training of senior officials and the innovation process to improve the training quality in recent years.
Dr. Dang Xuan Hoan announced that the Government of Vietnam instructed the National Academy of Public Administration to collaborate with the Training School for Senior Officials of the Cuba State and Government to develop and implement the project “Building capacity in administrative reform and socio-economic development for senior Cuban government officials” with the support of the Cuban Embassy to Vietnam. The project is being considered by the Ministry of Home Affairs of Vietnam and the competent authorities for approval and funding. Dr. Dang Xuan Hoan believed that the project will be implemented as soon as the Covid 19 is under control.
At the seminar, leaders of NAPA’s departments shared with the Cuban partners NAPA’s experience in training, scientific research, especially in development and implementation of online training in the context of Covid 19. The two sides discussed the potential of cooperation and agreed on the directions for cooperation in the coming time:
Regarding training: (1) Prepare the training courses, seminars for building capacity of Cuban government civil servants within the framework of the project “Building capacity in administrative reform and socio-economic development for senior Cuban government officials”; (2) Exchange visits of leaders and management to evaluate the results of cooperation, develop annual cooperation plans, projects, programs, share experience in administrative reform and national renovation, in training and scientific research; (3) Sharing training contents related to management competency, governance, strategic thinking, e-government…; (4) Sharing methods in training and evaluation of the training of public officials.
Regarding scientific research: (1) Collaborate in organizing seminars, workshops to exchange experiences between lecturers, researchers, managers and experts; (2) Publish articles and research works on the websites and journals of NAPA and ESCEG.
On behalf of the Cuban Embassy to Vietnam, H.E. Ambassador Lianys Torres Rivera congratulated the success of the Online Seminar co-organized by NAPA and ESCEG and emphasized the significance of the seminar which is an important initial activity for the cooperation between the two sides. H.E. Ambassador Lianys Torres Rivera pledged to facilitate the cooperation between NAPA and ESCEG in building a contingent of high quality leaders who will promote innovation and development in their countries.
