On October 30th, 2017, National Academy of Public Administration (NAPA) organized the opening ceremony of the Fourth Batch of the Training Program on Public Administration for Bangladesh senior officials which takes place from November 29th to November 7th, 2017. This is the fourth batch in 2017 and the 17th batch since NAPA started its delivery of training programs for senior officials of Bangladesh Government in Vietnam.
Presented in opening ceremony were Dr. Dang Xuan Hoan, NAPA President; Ms. Samina Naz, Ambassador of Bangladesh Embassy to Vietnam; Mr. AFM Aminul Islam, Counselor of Bangladesh Embassy to Vietnam; 31 training participants who are Bangladesh joint secretaries; Representatives of Ministry of Home Affairs; Ministry of Foreign Office; Ministry of Public Security; NAPA lecturers and students.
Dr. Dang Xuan Hoan, NAPA President, congratulated Ms. Samina Naz on her position as the new Bangladesh Ambassador to Vietnam. He expressed his belief that the Ambassador will make a positive contribution to promoting the bilateral relations between Vietnam and Bangladesh. Dr. Dang Xuan Hoan also thanked Bangladesh government for sending senior officials to study at NAPA. This is an opportunity for both countries to learn and share their experience in administrative reform process and high quality human resource development in the public sector.
Ms. Samina Naz thanked Dr. Dang Xuan Hoan for the warm reception and expressed her honor as the new Bangladesh Ambassador to Vietnam. Samina Naz also congratulated NAPA for successful organization of many training courses for Bangladesh high-ranking officials in Vietnam. She emphasized that Vietnam and Bangladesh have potentials to promote cooperation especially in commerce and investment. Vietnam has gained many achievements in recent years and Bangladesh always considers Vietnam as a model in the process of socio-economic development. Ms. Samina Naz also thanked NAPA leaders and staff for the support to Bangladesh officials during their stay in Vietnam. She affirmed that the Bangladesh Embassy to Vietnam will continue to support training programs for civil servants between NAPA and Bangladesh partners.
On behalf of the delegation, MD. Kamrul Ahsan, Joint Secretary, Road and Highway Division, thanked NAPA for the warm reception; he also highly appreciated the training program for Bangladesh high-ranking officials, sharing positive feedback from previous training batches concerning expertise and enthusiasm of NAPA lecturers and presenters in public administration. He also expected that NAPA would continue to cooperate with Bangladesh Ministry of Public Administration on public administration training and exchanging experience in administrative reform in order to improve management skills of Bangladesh officials, thus contributing to development of Bangladesh public administration, and better services to citizens.
On behalf of NAPA, Dr. Dang Xuan Hoan expressed the honor in cooperation with Bangladesh Ministry of Public Administration and Bangladesh Public Administration Training Centre to organize training courses for Bangladesh high-ranking officials in Vietnam. He also affirmed that NAPA will share Vietnam’s lessons learned of country development with Bangladesh officials. The training program was held from October 29th 2017 to November 7th 2017 which consists of a combination of lectures and field study. Participants will be introduced to Vietnam’s culture, history; political institutions and administrative system; achievements and challenges of public administration reform and public service reform in Vietnam; the role of Vietnam government in promoting economic development and social justice; recruitment, management, assessment and training of civil servants; decentralization of management, planning, analysis and implementation of public policy as well as management skills, negotiation skills to promote development and integration of Vietnam. Participants will also have the opportunity to visit Ministry of Home Affairs, the Ministry of Natural Resources and Environment and People’s Committee of Lang Son Province as field trips of the program.
