On September 6, 2024, at the Conference Hall of the Tay Ninh Provincial Party Committee, the National Academy of Public Administration (NAPA), in collaboration with the People’s Committee of Tay Ninh Province and the Chandler Institute of Governance (Singapore), launched the international training course “Enhancing effective local governance and leadership competencies” for public leaders and managers of Tay Ninh province.
Attending the Opening Ceremony were Mr. Nguyen Thanh Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Tay Ninh Province, and Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President.
The ceremony featured the attendance of Mr. Jean François Verdier, Inspector General of Finance, former Director-General of the French Directorate-General for Public Administration and Civil Service, as the international expert.
From NAPA, there were also leaders from the Ho Chi Minh City Campus and the Department of International Cooperation.
Attending the opening ceremony were 60 participants of the training course, including members of the Standing Bureau of Provincial Party Committee, Deputy Head of the National Assembly Delegation, and public leaders and managers at the provincial and district levels from Tay Ninh Province.
In his opening remarks for the training course, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, emphasized that good governance is a key factor for the success of nations. To enhance the capacity for effective national and local governance, it is essential to develop a team of public leaders and managers capable of building and applying effective governance models suited to Viet Nam’s traditions and context. NAPA values the commitment of the provincial leadership and closely collaborates with the Provincial Party Committee, the People’s Committee and the Department of Home Affairs of Tay Ninh Province to implement meaningful and practical activities under the project “Development of high-quality public sector human resources in Tay Ninh province for the 2022-2025 period, with a vision to 2030.” This is especially important as Tay Ninh actively implements its provincial development plan for the 2021-2030 period, with a vision to 2050, aiming to build Tay Ninh into a dynamic, civilized, and livable province that adapts well to climate change.
He is confident that the training course will contribute to positive changes in the awareness and organizational and managerial approaches of the participants, helping them to adopt modern governance thinking, broaden their vision, and develop essential leadership skills in the new context. This will support the effective implementation of Tay Ninh’s development plan for the 2021-2030 period, with a vision to 2050, creating new momentum and value for local development.
Assoc. Prof. Dr. Nguyen Ba Chien expressed his gratitude for the trust, close cooperation, and support provided by the Provincial Party Committee, the People’s Committee, provincial leaders, and the Department of Home Affairs of Tay Ninh in the development and implementation of the training course. The training course also serves as an opportunity for NAPA to gain a deeper understanding of the realities in Tay Ninh, refine the program, and innovate the organization of international training courses that meet the needs of localities, effectively fulfilling its role in accompanying provinces in developing leadership and management capacity, as well as high-quality public sector human resources in general.
In his opening remarks, Mr. Nguyen Thanh Ngoc, Chairman of the People’s Committee of Tay Ninh Province, expressed his sincere thanks to the leadership of NAPA and the Chandler Institute of Governance for their attention, cooperation, and facilitation in organizing this training course for Tay Ninh Province. He affirmed that the training course is a practical and specific activity aimed at implementing the project “Development of high-quality public sector human resources in Tay Ninh province for the 2022-2025 period, with a vision to 2030.”
He highly appreciated the carefully designed training program, which is rich in practical content and very relevant to the leadership and management activities of the participants. He expressed confidence that, with the rich practical experience and deep knowledge of both international and Vietnamese experts, the training course will be implemented effectively and successfully.
The international training course “Enhancing effective local governance and leadership competencies” consists of four training modules, with three modules in Viet Nam and one module in Singapore. Through the course, participants will develop the following knowledge and skills:
First, an understanding of modern and effective national governance, the context of reform, integration, and digital transformation: opportunities, challenges, and the demands placed on public leaders and managers;
Second, a broad leadership vision, analytical thinking, systems thinking, and strategic thinking skills; applying these to policy formulation, implementation, and effectively solving local issues;
Third, the ability to grasp technology and current trends to plan and implement sustainable socio-economic development strategies, planning, and plans for local development;
Fourth, leadership and building of digital governance; modernizing public service delivery through digitization;
Fifth, managing the transformation process to promote innovation, creativity, and socio-economic development in Tay Ninh.
