On June 5, 2024, at the Great Hall of NAPA Headquarters in Ha Noi, the National Academy of Public Administration (NAPA) held the opening ceremony of the training class on management, construction, and development of high-quality human resources towards a professional and modern public service.

The opening ceremony was attended by Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President; Assoc. Prof. Dr. Nguyen Quoc Suu, NAPA Vice President; Mr. Vu Duc Bao, Member of the Standing Bureau of City Party Committee, Chair of the Ha Noi City Party Committee’s Commission for Organization; Mr. Tran Dinh Canh, Member of City Party Committee, Director of Hanoi Department of Home Affairs; leaders of units NAPA units and class participants.

In his remarks, Assoc. Prof. Dr. Nguyen Quoc Suu, NAPA Vice President emphasized that this class marks the renewal of the close and effective cooperation between NAPA and the Ha Noi People’s Committee in training and developing high-quality human resources for the city’s development. Based on the proposal of the Ha Noi People’s Committee, NAPA and the Hanoi Department of Home Affairs have designed the training program with an approach focusing on building a learning organization model and designing the program with the learner at the center. The approach shifts from problem-solving thinking to enhancing innovation and creativity, identifying, and accurately addressing issues that the reality poses for the city’s public servants, especially the public leaders and managers. Through the course’s modules, foundational knowledge and skills are developed, along with a deep understanding of governance; system and organizational management knowledge and skills; the ability to comprehend and empathize with the socio-economic environment; skills in risk management, communication management, and digital data management. NAPA hopes that after the course, each public servant will improve their awareness and capabilities to successfully complete assigned tasks, increasing the value of public service, serving the nation, and serving the people.

Assoc. Prof. Dr. Nguyen Quoc Suu also requested that to achieve the class’s objectives, both lecturers and participants need to closely collaborate with related departments with a proactive and creative spirit to ensure the class is effectively and successfully organized. He expressed gratitude for the guidance and support from the leaders of the City Party Committee, the Ha Noi People’s Committee, and he thanked the Hanoi Department of Home Affairs for their effective cooperation in training and developing public servants.

At the ceremony, Mr. Tran Dinh Canh, Member of City Party Committee, Director of Hanoi Department of Home Affairs, emphasized that learning has now become not only an obligation to meet diploma and certificate standards but also an intrinsic need for each individual and organization. With the motto of lifelong learning and building a learning organization to adapt to changes, especially within the public service system, learning has become more essential than ever. Mr. Tran Dinh Canh urged all participants to plan and allocate their time reasonably to ensure active participation and successful completion of the course.

On behalf of the trainees participating in the training class, Mr. Pham Khac Dien, Head of the Division of Personnel and Organization, Department of Agriculture and Rural Development, expressed his sincere gratitude to the leaders of Ha Noi City, the Ha Noi Department of Home Affairs, and NAPA for organizing such a practical and meaningful course. He affirmed that this is an opportunity for the participants to enhance their knowledge and skills, boosting their confidence and competence in their positions. The knowledge and skills acquired in the class will timely update and supplement the participants, enabling them to better understand, take greater responsibility, and excel in their advisory and management roles. Mr. Pham Khac Dien, on behalf of the trainees, committed that they would actively engage in the course’s specialized content, strictly adhere to the rules and regulations, build a cooperative and united class, and proactively participate in discussions with the lecturers to achieve the best learning outcomes.
