(napa.vn) – Implementing Decision No. 915/QD-BNV dated November 23, 2022 of the Minister of Home Affairs on the establishment of a study visit in Singapore, a delegation of 29 public leaders and managers – led by Mr. Le Quang Hoa – Director of the Department of Home Affairs of Hung Yen province, travelled to Singapore. The study visit is within the framework of the Modern and Effective National Governance Programme for Emerging Leaders (MENGPEL). The third segment of the programme is delivered by the National Academy of Public Administration (chaired by the Ministry of Home Affairs), in collaboration with the Chandler Institute of Governance, from November 27, 2022 to December 3, 2022.
The programme aims to expand the public leaders’ and managers’ view of leadership to meet the requirements of modern and effective national governance, help learners develop and apply the essential skills to work effectively in the digital era, and share the tradecraft of building strong institutions and systems. The programme consists of four (4) segments – (1) Leadership for modern and effective national governance; (2) Working effectively in a globalized world; (3) Building effective institutions and systems; (4) Analytical thinking and effective problem solving. The study visit to Singapore is the third segment of the programme, equipping participants with Singapore’s practice and experience in formulating, implementing and evaluating public policy.
In Singapore, the participants listened to the national story of Singapore, the process of policy formulation and implementation; goals and philosophies behind public policies; conditions for building effective public policies, the role of leaders in making good public policy; the adaptation of the management system, the organization of policy implementation to suit the changing needs of the country, the impact of the policies on social life and national development.
The participants also learned about Singapore’s experience in facing up with and solving challenges in policy making and implementation. The participants were introduced to a number of specific policies such as anti-corruption policy, future-ready human resource development policy, human resource management and development policy in the public sector, policies on human resource development, and policies on human resource development, land planning, housing development policy, industrial park construction policy, etc., and they also participate in field trips to observe the policy implementation process and public service delivery on the ground. At the end of the segment, the participants discussed and exchanged to draw lessons from their learning journeys in Singapore, and developed an action plan to apply what they learnt in their job.
