Plan on implementing strategy to develop mechanization of agriculture and agro-forestry-fishery processing by 2030 in Ninh Thuan province
Pursuant to Decision No. 858/QD-TTg dated July 20, 2022 of the Prime Minister approving the Strategy for the development of mechanization of agriculture and agro-forestry-fishery processing until 2030,
Based on the current situation of agricultural mechanization development and agro-forestry-fishery processing in agricultural production in the area, the Provincial People’s Committee promulgates a Plan to implement the Strategy for Agricultural Mechanization Development and processing agricultural, forestry and fishery products by 2030, as follows:
I. Purpose, requirements
1. Purpose
– Development of mechanization in agricultural, forestry and fishery production and processing of agricultural, forestry and fishery products must be associated with process of restructuring agricultural production in direction of increasing added value and development.
– To encourage and attract all economic sectors, especially the private sector, to participate in the development of agricultural mechanization (manufacturing machines, equipping machines and equipment for production).
2. Requirements
– Development of mechanization in agricultural, forestry and fishery production and agro-forestry-fishery processing by 2030 must be synchronous, following the chain of production links associated with product processing and consumption. Promote the use of machinery, equipment, advanced technology, digital technology and smart technology in the stages of agricultural production.
– Prioritize the development of large-scale, modern agricultural product processing enterprises with advanced technology qualifications and capabilities in combination with the development of small and medium-sized pre-processing, preservation and processing establishments in order to create synchronization, cohesion, and spread along the chain. Diversify products, increase the proportion of deep processing; to step up the processing of key local agricultural products and by-products in agricultural production.
– Strengthen the propaganda and support the transfer of scientific and technological advances in agricultural mechanization into the stages of agricultural production and processing.
II. Objectives
1. Common objectives
– To step up the application of machines, equipment and technologies in agricultural production, raise the level of mechanization of stages in agricultural production, move towards synchronous mechanization and automation. Ensure to improve productivity, quality, economic and social efficiency and protect the agricultural environment in mechanized concentrated commodity agricultural production areas.
– Promote and encourage investment in facilities for processing, preserving and consuming local traditional agricultural products (local specialty products) in order to promote the advantages of each region, create jobs and increase income, hunger eradication and poverty reduction, agricultural production and rural economic development.
– Develop modern, efficient and sustainable agricultural product processing, meeting the needs and regulations of the consumption market.
2. Specific objectives
a) Agricultural mechanization for each production field
– Cultivation: Production of key crops will reach over 90% by 2025, synchronous mechanization will reach over 70% by 2030.
– Breeding: Cattle and poultry production will reach over 80% by 2025, synchronous mechanization will reach over 60% by 2030.
– Fisheries: To mechanize aquaculture production to reach over 70% by 2025, over 90% by 2030; catching and preserving on fishing vessels will reach 85% by 2025 and over 95% by 2030.
– Forestry: The stages of soil preparation, seeding, tree planting, care, pest control, forest fire prevention, exploitation and transportation of timber and forest products will reach over 30% by 2025, over 50% by 2030.
– Salt industry: Water supply, drainage, salt collection in the fields and salt and salt harvesting and transportation will reach over 70% by 2025 and over 90% by 2030.
b) Developing processing and preserving agricultural products
– The growth rate of added value of the agricultural product processing industry will reach over 8.0%/year by 2025 and 10.0%/year by 2030.
– More than 70% of key agricultural product processing and preservation establishments have average advanced technology and capacity.
– Post-harvest losses of key agricultural products decrease from 0.5% to 1.0%/year.
– The proportion of export value of key agricultural products reaching 60% is processed products.
III. Content
1. Mechanization of main production industries
a) Cultivation
* For rice, corn, peanuts, potatoes, noodles, sugarcane:
Focus on rapidly increasing the rate of mechanization of production:
– Land preparation: mechanized, using productive, efficient and favorable working conditions, by 2025, the level of mechanization of tillage will reach 100%.
– Planting stage: Gradually shifting from planting by manual tools to using seeding machines, cutting machines (cane, noodles), planting machines…, bringing the level of mechanization of the planting stage to 70%.
– Stage of care: Using specialized machines to take care of plants (cultivating, tilling) reaches 60-70%. The use of plant protection sprayers of guaranteed quality according to technical regulations increases by 40-60%.
– Irrigation stage: Apply water-saving irrigation technology (drip irrigation, rain spray) to quickly apply water-saving irrigation model for vegetables and some other industrial and fruit trees.
– Harvesting stage: Harvesting rice by machine will reach 100% by 2025, mainly using combine harvesters with high technical features, with a loss of less than 1.0%.
– Drying and preservation stage: Developing types of dryers, suitable, with scale, and production objects (commercial rice, plant seeds). Focus on investing in systems of milling facilities and large food reserves. By 2025, develop large-scale storage of agricultural products (rice, vegetables, tubers and fruits) in enterprises and cooperatives and mechanize storage warehouses to reach 60%, of which 20% or more technological chain stages are automated, improving productivity, labor productivity and controlling technical parameters during storage.
* For the group of vegetables and fruits:
– Stage of soil preparation and planting: Developing small-sized tilling machines, seeding machines, planting machines according to seed trays, in production. Focusing on advanced farming methods in greenhouses, net houses with the most appropriate control of the technical parameters of temperature, humidity and good pest management in order to exploit the potential for productivity and quality of plants; Bring the rate of mechanization in concentrated fruit and vegetable production areas to 70-80%.
– Care and harvest: Applying advanced water-saving irrigation technology, pre-harvest treatment technology with growth regulators, prolonging the harvest time (list of drugs allowed to be used in Vietnam). Vietnam according to Circular No. 19/2021/TT-BNNPTNT dated December 28, 2021 of the Minister of Agriculture and Rural Development); improve the means and tools for harvesting to ensure the quality of raw materials before harvesting.
– Preservation stage: To preserve fresh fruits and vegetables in place in the direction of cool preservation; semi-permeable, sterilizing film for some fresh fruits and vegetables for export. Invest in developing a system of preliminary processing of fruits and vegetables in production enterprises and cooperatives, ensuring food safety and minimizing post-harvest losses.
B. breeding
Applying machinery and equipment for household farming in the form of industry, with appropriate techniques and technologies to limit epidemics, minimize environmental pollution, ensure food safety and hygiene, and increase competition of the livestock industry by 2025:
– Mechanization of industrial animal husbandry, automatic feed and water supply system at 80%, cooling system at 40-50%.
– Mechanization of food processing (cattle, poultry) from 30-40%.
– Mechanization of barn cleaning, reaching 80-85%. Focus on processing livestock waste into products in the form of energy (heat – electricity) and organic fertilizers for plants. Using advanced technology of excrement presses in large and medium-sized pig farms.
c) Seafood
– Mechanization of aquaculture: In industrial-scale farming ponds, 90% of the farming area is used with machinery in the following stages: feeding, tending, harvesting; 50% in medium and small ponds.
– Mechanization of fishing: Focus on developing offshore fishing vessels. Preservation stage: Invest in developing a preservation system on offshore fishing vessels and minimize post-harvest losses.
d) Forestry
– In concentrated and large-scale afforestation areas with the use of machinery in the stages of soil preparation, seeding, planting, tending, pest control, and forest fire prevention, reaching over 50% by 2025, reaching over 70% by 2025. 2030. Increase the rate of application of mechanization in the cutting and transportation stages to 50% by 2025, 80% by 2030.
– In the remaining afforestation areas, the rate of mechanization of the stages of soil preparation, seeding, planting, tending, pest control, and forest fire prevention will reach over 30% by 2025 and over 50% by 2030.
2. Support machinery and equipment for mechanization in agricultural production and processing of agricultural and aquatic products
– Fields of cultivation and forestry: supporting tillage machines, plant care machines, harvesting and processing machines; cleaning generator, planting hole drilling machine, drying equipment, sprinkler irrigation system, plant protection sprayer.
– Building and implementing investment projects on material foundations, means and equipment for forest fire prevention and fighting; forest monitoring system automatically detects forest fire; upgrade the system of forecasting and warning of forest fire risks, and the early detection system of forest fires for forest owners and forest rangers. Includes a number of specific investment items:
+ Invest in means (specialized vehicles), support tools, equipment, technical facilities for forest fire fighting: circumcision equipment; blower;…
+ Invest in building an automatic forest fire detection and warning system.
+ Investing in specialized shooting equipment to collect data in service of forest management and protection, forest fire prevention and fighting.
– Livestock sector: Support models (projects) using cooling systems for livestock and poultry, machinery and equipment for automatic feed and water supply in concentrated farms. To encourage new investment and expansion of concentrated cattle and poultry slaughtering establishments; processing and preservation establishments must ensure sufficient processing and preservation capacity, associated with concentrated livestock production areas. By 2030, at least 10-15% of the province’s total meat production will be processed in the province.
– Fishery sector: Focusing on supporting the development of mechanization in offshore fishing, giving priority to supporting the gill net winch model, the capture net winch model, and the model of using PU tunnels in storage seafood on offshore fishing vessels. 3. Support mechanization to develop processing and preservation of agricultural and aquatic products
– Support the use of advanced and environmentally friendly technologies, modernize equipment for preserving and processing agricultural products to diversify processed products, reduce post-harvest losses, and lower costs. ; strengthen deep processing to create high added value, increase the competitiveness of agricultural products; quality control, food safety and product traceability.
– Support and encourage new investment and expansion of processing and preservation facilities to ensure sufficient processing and preservation capacity for key commodities, associated with concentrated material production areas.
– Prioritizing support and calling for investment in factories processing rice, processing livestock products (cattle, poultry), seafood processing and a number of vegetables and fruits… are strengths in production of agricultural output of the province.
4. About training
Focusing on vocational training in mechanics, operating machinery and equipment in agricultural, forestry and fishery production for farmers, preliminary processing and preservation techniques, especially in the form of short-term, on-the-job training through industrial promotion, training courses to transfer technical advances in operating machines and equipment for production, preservation and processing of agricultural, forestry and fishery products. Implement the socialization of vocational training for farmers, organize cooperation between training institutions and enterprises, associate training with local employers. Training according to the needs of agribusinesses.
5. Implementation resources
– Supported budget capital: Integrate capital sources of programs and projects in the province and budget sources at all levels.
– Reciprocal capital of organizations and individuals: Own capital of organizations and individuals; loans from credit institutions.
IV. Some key solutions
1. Continue to innovate and perfect mechanisms and policies to attract businesses to invest in agriculture
– Reviewing, supplementing and perfecting mechanisms and policies on agricultural electromechanical engineering, regulations, standards, economic and technical norms, studying and perfecting regulations for management of agricultural mechanization and agro-forestry-fishery processing.
– Promote socialization of research and transfer, apply scientific and technical advances to agricultural mechanization and agricultural product processing, and encourage organizations and individuals to have inventions of machines and equipment for production of agriculture enjoys support policies of the State; supporting policies to improve the quality of human resources for labor and management in service of agricultural mechanization and processing of agricultural products.
– Promote the good implementation of Decree No. 98/2018/ND-CP dated July 5, 2018 of the Government on encouraging the development of cooperation and association in the production and consumption of agricultural products for businesses in the mechanical engineering of agricultural machinery and agricultural product processing; Resolution No. 17/2019/NQ-HDND dated July 12, 2019 of the Provincial People’s Council promulgating a number of specific policies to encourage enterprises to invest in agriculture and rural areas in Ninh Thuan province. (Decision No. 50/2019/QD-UBND dated August 21, 2019 of the Provincial People’s Committee); Resolution No. 19/2021/NQ-HDND dated December 11, 2021 of the Provincial People’s Council promulgating regulations on policies to support investment attraction in high-tech agriculture in Ninh Thuan province in the 2021-2030 period. – Through policies on cooperative development, giving priority to supporting the formation and development of mechanized service providers in rural areas, increasing the rate of mechanization in agricultural, forestry and fishery activities. .
– Accelerating the implementation of credit policies for agricultural and rural development and supporting credit policies for the development of agricultural mechanization and agro-processing, and the development of centers and clusters, linking production – processing, preservation – consumption of agricultural products associated with concentrated raw material areas. Review and propose amendments to tax incentives for agricultural product processing and machinery, equipment and technology for agriculture.
2. To develop agricultural and rural infrastructure; agricultural production organization

– Innovating and developing appropriate forms of production organization in the direction of improving the capacity and role of farmers’ cooperative organizations, promoting land concentration, increasing the scale, and creating favorable conditions for agricultural production. mechanization and development of agricultural product processing; develop cooperative organizations, research centers, transfer science and technology and trade in agricultural mechanization services; promote cooperation and association in the production, processing and consumption of agricultural products, in which enterprises play the role of “pillars” of the value chain.
– Develop clusters of production – processing – consumption of agricultural products synchronously mechanized in concentrated agricultural production areas; focus on developing processing and preservation enterprises with sufficient capital, technology and consumption market capacity to lead the value chain of agricultural products, operating smoothly and effectively; encourage the development of clusters as the driving force of regions.
3. Strengthen research, application and transfer of scientific and technological advances
– Increase investment in science and technology for the development of agricultural mechanization and processing of agricultural products.
– Promote socialization of scientific and technological research, transfer of technical advances to investment in development of agricultural mechanization and processing of agricultural products.
4. Training to improve the quality of human resources
– To step by step standardize the workforce that controls machinery, equipment and technologies for agricultural production and agricultural product processing in the direction of training and training with certificates and diplomas to enhance safety training. Hygiene for workers and employers in using machinery, equipment, technology and processing agricultural products.
– Improve the qualifications for management staff in the field of agricultural electromechanical engineering and agricultural product processing in terms of science and technology, commercial skills, and market development. 5. Credit development in agricultural production
Effectively implement credit policies for agriculture and rural areas according to Decree No. 55/2015/ND-CP dated June 9, 2015 of the Government on credit policies for agricultural and agricultural development. village; Decree No. 116/2018/ND-CP dated September 7, 2018 of the Government amending and supplementing Decree No. 55/2015/ND-CP dated June 9, 2015 of the Government; Diversify credit products suitable for customers.
V. Implementation organization
1. Department of Agriculture and Rural Development
– To assume the prime responsibility for, and coordinate with relevant departments, branches and localities in organizing the implementation of the Plan; monitor, urge, inspect, supervise, periodically review, summarize and evaluate the results of the implementation of the Plan as prescribed.
– Propagating and guiding people on the development of large-scale centralized production of goods to facilitate the promotion of the application of mechanization in production.
– Monitor and evaluate the implementation, synthesize and report to the Ministry of Agriculture and Rural Development and the Provincial People’s Committee periodically or irregularly when required.
2. Department of Planning and Investment
Assume the prime responsibility for, and coordinate with the Department of Finance, the Department of Agriculture and Rural Development and related units in, advising on the arrangement of the annual budget (if any) to support the construction of production infrastructure serving the to diversify agriculture and improve the processing capacity of agro-forestry-fishery products in accordance with the law on public investment.
3. Department of Finance
Preside over and advise the Provincial People’s Committee to balance and allocate non-business funds to implement policies, programs and projects on promoting the development of agricultural mechanization and the agricultural product processing industry according to regulations of the Law on State Budget and guiding documents.
4. Department of Industry and Trade
Develop and well organize the implementation of the Trade Promotion Program for agricultural mechanical products and agricultural product processing products; supporting enterprises and production facilities under the national and local industrial promotion programs in investing in machinery and equipment to expand production and business in the field of agro-forestry-fishery processing industry, providing information market prices; implement mechanisms and policies to promote the development of supporting industries for the agricultural product processing industry and agricultural mechanization.
5. Department of Natural Resources and Environment
Organize research, propose amendments and supplements to land regulations in order to develop the market for land use rights in agriculture; expanding agricultural land transfer quotas of households and individuals; establish favorable mechanisms for farmer households, cooperatives, cooperative groups and enterprises to access land to form large-scale and concentrated agricultural production areas, and facilitate the application of agricultural mechanization. agriculture and agricultural product processing development; acting as the focal point to advise the Provincial People’s Committee on environmental management at agricultural product processing enterprises as well as concentrated agricultural product processing areas, in order to promote the development of a modern and efficient agricultural product processing industry effective, safe and sustainable.
6. Department of Science and Technology
– To assume the prime responsibility for, and coordinate with relevant departments and branches in, researching and transferring applied solutions and new scientific and technological advances in agricultural mechanization. Prioritize the implementation of research projects, research projects, technology transfer in the agricultural mechanical industry, and guide the implementation of regulations on product quality.

8. State Bank Ninh Thuan branch
Direct credit institutions to concentrate capital sources to meet capital needs for agricultural and rural development; strengthen coordination with businesses, cooperatives and people in order to remove obstacles and facilitate access to credit capital, especially investment projects in mechanization serving agriculture and processing agricultural products.
9. People’s Committees of districts and cities
– Actively review the planning of agricultural production in the direction of focusing on specialized cultivation, forming large fields in order to create conditions for farmers, businesses, and production organizations (cooperatives, cooperative groups) to apply rapid mechanization in stages from production – preservation – processing – transportation and product consumption.
– On the basis of the provincial plan to integrate programs and projects, balance the annual budget to allocate capital for implementation in the locality.
– Coordinate with the Department of Agriculture and Rural Development, the Department of Industry and Trade, the Department of Science and Technology and related departments and branches in guiding and selecting suitable machines and equipment with advanced technology, progress with the construction of a large sample field model, farming conditions in the area.
