I. Vision to 2030
By 2030, Hanoi city strongly develops digital government, digital economy, and digital society; fundamentally and comprehensively renovate management and administration activities of the City Government, production and business activities of enterprises, people’s ways of living and working, developing a safe and humane digital environment, widespread.
II. Opinion
1. Hanoi city implements digital transformation on the basis of closely following the direction of the Prime Minister in the National Digital Transformation Program to 2025, with orientation to 2030, contributing to making Vietnam a future digital nation.
2. The Digital Transformation Program is a journey with appropriate steps and implementation roadmap; dynamic, open, inclusive, creating a foundation, as a basis for building socio-economic development programs and plans of the City, and updated and changed in accordance with scientific development trends, technology development status of the City.

Hanoi city develops rapidly and sustainably based on science – technology, innovation and high quality human resources; effectively take advantage of opportunities brought by the Fourth Industrial Revolution to promote socio-economic development with high competitiveness in the country, in the ASEAN region and internationally. By 2030, Hanoi will become a “Green – Smart – Modern” city with digital transformation as the foundation for development and innovation.
