Promoting Cooperation between the National Academy of Public Administration and the Lee Kuan Yew School of Public Policy, Republic of Singapore

On August 19, at NAPA Headquarters in Ha Noi, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, held a working session with Ms. Celeste Ho, Deputy Director (Training) at the Lee Kuan Yew School of Public Policy, Republic of Singapore, to discuss directions for cooperation in the field of training in the current context.

During the meeting, Assoc. Prof. Dr. Nguyen Ba Chien expressed his pleasure that after six years since the cooperation agreement was signed between the Lee Kuan Yew School of Public Policy and the former Hanoi University of Home Affairs (prior to January 1, 2023), now the National Academy of Public Administration (NAPA), the parties have continued to maintain exchanges in the areas of training, international cooperation, and strategic direction. Additionally, the two sides have collaborated to provide solutions and policy recommendations to help training institutions enhance their capacity to meet the needs of the public service and society.

Assoc. Prof. Dr. Nguyen Ba Chien emphasized that the Lee Kuan Yew School of Public Policy is a renowned public institution offering postgraduate programs in public policy, recognized for its high reputation across Asia and the world. The training model in this field serves as an exemplary model for Vietnamese experts and scholars to study, research, and derive lessons and experiences for implementing policies that are suitable for Viet Nam’s practical context, particularly for the NAPA academics and lecturers. NAPA has long served as the contact point for announcing the admissions of the Master’s in Public Policy program and various training programs of the Lee Kuan Yew School of Public Policy to ministries, departments, as well as NAPA staff and lecturers.

NAPA organized a working session with representatives from the Lee Kuan Yew School of Public Policy in 2018 to introduce the Master’s in Public Policy scholarship program to NAPA staff and lecturers. On November 30, 2021, NAPA collaborated with international experts and partners to hold an international workshop on ” The Chandler Good Government Index from Singapore and Application to National Governance in Viet Nam,” which featured the participation of Assoc. Prof. Dr. Vu Minh Khuong from the Lee Kuan Yew School of Public Policy.

In April 2023, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, held a meeting with Assoc. Prof. Dr. Vu Minh Khuong from the Lee Kuan Yew School of Public Policy to discuss the potential support for NAPA in enhancing the capacity of training public leaders and managers in the central government and localities. They also exchanged plans for cooperation between NAPA and the Lee Kuan Yew School of Public Policy.

During the meeting, the two sides discussed the signing of a new Memorandum of Understanding (MoU) between NAPA and the Lee Kuan Yew School of Public Policy. They continued discussions on coordinating the implementation of training programs for public servants, co-organizing workshops and seminars, and collaborating on training, student exchanges, and researcher exchanges between the two institutions. Ms. Celeste Ho, Deputy Director at the Lee Kuan Yew School of Public Policy, committed to fully supporting all aspects of the cooperation programs between NAPA and the Lee Kuan Yew School of Public Policy to ensure their effectiveness.
