Promoting the Viet Nam – France cooperation in civil service training

The French Embassy in Viet Nam has just introduced the French reforms in the field of high-level civil service training to Vietnamese partners and promoted the cooperation between Viet Nam and France in this field.

Speaking at the ceremony, French Ambassador to Viet Nam Nicolas Warnery affirmed that more than 150 senior Vietnamese officials have been trained at the French National School of Administration (ENA) since 1950, with the support of the Department of Personnel Training – Party Central Committee. The training programs in France allow officials to thoroughly understand French institutions and administration, as well as build diplomatic and professional links with Vietnamese ministries and agencies of the Party, Ministry of Foreign Affairs, Ministry of Finance, Government Inspectorate, and National Assembly.

The French National School of Administration (ENA) has changed its name to the National Institute of Public Service (INSP) from January 1, 2022. Since then, INSP has had many cooperation agreements with the Ho Chi Minh National Academy of Politics and the National Academy of Public Administration. INSP has also strengthened the relationship with the Government Inspectorate.

At the event, Vice Minister of Home Affairs Truong Hai Long stated that: “The French National School of Administration is one of the important partners of the Vietnamese Government in training civil servants, especially public leaders and managers, in the administrative apparatus, thereby making a meaningful contribution to the successful implementation of administrative reform programs, reform of civil service and civil service regimes, and socio-economic development of the country.

I hope that the INSP will continue to promote cooperation and support for Viet Nam, helping Viet Nam build a “professional, responsible, dynamic, transparent and effective” civil service, thereby consolidating and developing the cooperation relationship between the two sides, aiming for essence and effectiveness”.

At the meeting, ENA alumni shared their experiences and memories during their studies. Ms. Vu Thanh Huyen, Director General of the International Cooperation Department, Viet Nam State Treasury, Ministry of Finance, said that she had gained a lot of experience during her internship at the office of the Governor of the French localities. This was a very productive period of her study.

Mr. Nguyen Manh Thang, Deputy Director of the Europe Department, Ministry of Foreign Affairs, shared that thanks to his study at ENA, he got to know and establish his relationships with many peers, some of whom became important and supportive partners when he returned home.

Speaking in an online video, the INSP Rector, Ms. Maryvonne Le Brignonen, emphasized that despite the name change from ENA to INSP from 2022 onwards, the international training programs will remain unchanged. Enrollment for the new course will be completed by the end of the year, and it applies to all three long-term training programs for foreign civil servants, namely long-term international training programs, intensive international training programs, and training programs at regional Institutes of Administration.

On this occasion, INSP also congratulated the Vietnamese candidates working in the field of justice and diplomacy who have been accepted and will study at INSP in September this year.
