On June 30, 2020, at NAPA in Hanoi, the Ministry of Home Affairs (MOHA) organized the opening ceremony of the rank promotion examination to the senior civil service in 2020 from principal officialsfrom ministries, ministerial-level agencies, government bodies, provinces and central cities.
Attending the opening ceremony was Dr. Nguyen Trong Thua, MOHA Vice Minister, Chairman of the Examination Council; Dr. Dang Xuan Hoan, NAPA President, Vice Chairman of the Examination Council; representatives from MOHA; members of the Examination Council, the Supervision Board; the Support Team and 703 candidates who are principal officials eligible to take the rank promotion examination to the senior civil service.

Speaking at the ceremony, Mr. Nguyen Trong Thua emphasized that Vietnamese civil servants are currently classified into five ranks. The highest rank is senior officials who are seen the most professional and specialized civil servants in a sector or field in the Vietnamese political system. Therefore, the civil service rank promotion examination is of significance and an necessary step in the civil servant management, aiming to improvecivil servants, to form an appropriate civil service rank structure in government agencies, and to link job positions with the job title and rank criteria.
Mr. Nguyen Trong Thua affirmed that the rank promotion examination to the seniorcivil service is competitive among the candidates from the same agencies. That means the selected are those with the highestexamination grades in the descending order list of gradeswithin the defined senior civil service quota of that agency. This competitive examination brings civil servants an opportunity to self-evaluate and move forward to meet the requirements of the assigned tasks, contributing to a professional, responsible, dynamic, transparent and effective civil service.
Members of the Examination Council, Supervision Board and Invigilation Board are required to work with high responsibility, ensure the seriousness and safety of the examination room throughout the examination time. Candidates have to strictly follow the exam regulations.

NAPA has been authorized by MOHA to organize the rank promotion examinationto the senior civil service since 2018. Dr. Dang Xuan Hoan, NAPA President said NAPA has highly focused on the examination preparation. He expected the candidates would achieve good results in the exam.

The rank promotion examination lastfrom July 06 to July 14, 2020 at NAPA. It includescomputer-based (in form of multiple choice questions) general knowledge and English language tests,project proposal formulation and defense under the principle of competitiveness. Candidates are delivered the guidance of the test which presents a sample structureof the tests.
According to the Examination Council, there are 703 candidates eligible to take part in the rank promotion examination from principal official to senior official in 2020, including 29 civil servants from MOHA agencies and 674 civil servants from ministries, ministerial-level agencies, government bodies, pubic agencies in provinces and central cities./.
