On August 20, 2024, at the headquarters of the Ministry of Home Affairs (MoHA), the Central Committee of the Ho Chi Minh Communist Youth Union organized a Seminar titled “Building a Team of Young Public Officials for a Prosperous Viet Nam” with the theme “Enhancing the Awareness and Responsibility in Implementing Public Service Ethics and Culture of Young Public Officials in the Digital Environment.” This event was part of the 10th National Commendation Program for “Excellent Young Public Officials ” in 2024.
The Seminar provided an opportunity for outstanding young public officials to exchange ideas, share experiences, and propose solutions aimed at enhancing the implementation of public service ethics and culture in the digital environment. This is intended to ensure administrative discipline, improve the efficiency and effectiveness of government agencies and organizations, and contribute effectively to the development of a digital government and digital society.
The Seminar was held at the MoHA headquarters in Ha Noi and connected online with 62 locations at the provincial and municipal Youth Union offices across the country.
Attending the Seminar at the MoA headquarters were H.E. Mr. Vu Chien Thang, Vice Minister of Home Affairs; Mr. Lai Xuan Lam, Permanent Deputy Secretary of the Party Committee of Central-level Agencies’ Bloc; Mr. Ngo Van Cuong, Secretary of HCYU Central Committee, Chairman of the Inspection Commission of HCYU Central Committee; Mr. Bui Hoang Tung, Member of the Central Standing Committee of HCYU, HCYU of Central-level Public Agencies’ Bloc; representatives from central ministries, agencies, and mass organizations; leaders of various departments and units of the HCYU Central Committee; representatives from the Standing Committee of HCYU of Central-level Public Agencies’ Bloc, the Department of Public Security Youth, Department of Military Youth, HCYU of Ha Noi City; Secretaries and Deputy Secretaries of the HCYU of central ministries, agencies; and young public officials from central ministries, agencies, and units in Ha Noi.
At the Seminar locations, the event featured the participation of representatives from provincial and municipal departments, as well as representatives from the Standing Committees of provincial and municipal HCYUs. Also present were young public officials from various localities.
In addition, 85 outstanding individuals who received the “Excellent Young Public Officials” – 10th National Commendation Program in 2024 were present, along with reporters from central and local news agencies.
In his opening remarks, Mr. Ngo Van Cuong, Secretary of HCYU Central Committee, Chairman of the Inspection Commission of HCYU Central Committee, emphasized that 2024 marks the 10th time the Secretariat of HCYU Central Committee organizing the “Excellent Young Public Officials” National Award. This award aims to honor and recognize exemplary young public officials who are both ideologically enlightened and professionally competent, with notable achievements and practical innovations in their work. These individuals serve as role models for public service ethics in their agencies and units. As part of the award program, the Secretariat of HCYU Central Committee is organizing the Seminar ” Building a Team of Young Public Officials for a Prosperous Viet Nam”, with the theme “Enhancing the Awareness and Responsibility in Implementing Public Service Ethics and Culture of Young Public Officials in the Digital Environment”.
As the 10th National Party Congress determined, Viet Nam should “Promote the development of e-government, advancing towards a digital government, with a focus on developing digital infrastructure to serve government agencies in a centralized and seamless manner; design and implement an integrated system that connects and interlinks large databases, especially those concerning residency, healthcare, education, insurance, businesses, land, and housing, to serve timely and effectively for economic and social development and people’s livelihoods; Implement national digital transformation comprehensively to develop the digital economy and build a digital society; Aim to complete the construction of a digital government by 2030, ranking among the top 50 countries in the world and third in ASEAN for e-government and digital economy.”
Building a team of public officials with the necessary capabilities and qualities to meet the country’s development needs is the responsibility of the entire political system. In the context of the government implementing measures to accelerate digital transformation towards establishing a digital government, developing a team of public officials to meet the demands of new situations is increasingly important and decisive for the country’s development.
With its core role in the youth movement and youth organizations, the Ho Chi Minh Communist Youth Union (HCYU) has implemented many effective strategies to enhance the role of young public officials in their professional duties. The HCYU focuses on building a team of dynamic, creative, skilled, honest, patriotic young public officials who are committed to serving the nation and the people, while also developing their skills and expertise to increase their confidence in their work.
The HCYU Central Committee has directed to effectively implement the “Three Responsibilities” movement (Responsibility for Work, Responsibility for Oneself, Responsibility for the Community), the “Creative Youth” movement, digital transformation activities, participation in administrative reform, and other youth movements within the cadre of public officials. This aims to build a team of young public officials with the necessary qualities, capabilities, and professional skills to better meet the needs of the people, enhance the proactive role of youth in carrying out assigned tasks, participate in administrative reform, and encourage young officials to propose innovative solutions to apply digital transformation in practice across ministries, sectors, localities, and units.
The Seminar “Building a Team of Young Public Officials for a Prosperous Viet Nam” with the theme “Enhancing the Awareness and Responsibility in Implementing Public Service Ethics and Culture of Young Public Officials in the Digital Environment” aims to gather a wide range of opinions from leaders of Central Committees, Ministries, and sectors, as well as local departments and agencies, experts, young public officials, along with all Seminar participants. The discussions focus on the impact of digital transformation on the implementation of public service culture and ethics, the models for building public service culture and ethics among young public officials in the digital environment that meet the requirements of building an e-government, towards a digital government and digital society. Additionally, the Seminar seeks to propose solutions to enhance the implementation of public service culture and ethics for young public officials; encourage and promote young public officials to propose innovations in administrative procedures and processes, improve the efficiency and quality of professional duties, suggest initiatives and ideas to assist and advise citizens on current legal policies, support citizens in accessing online public services, and effectively participate in the process of building a digital government and society.
At the Seminar, participants, including experts and young public officials, focused on discussing various practical issues across two main content groups:
Content Group 1: The impact of digital transformation on the implementation of public service culture and ethics for young public officials.
Regarding this content group, delegates from both the Ha Noi and localities listened to several presentations, including: Digital transformation and its impact on the implementation of public service culture and ethics for young public officials; Digital transformation in public service execution and the formation of the digital public official; The pioneering role of young public officials in applying digital transformation to enhance the effectiveness and efficiency of their organizations; The international integration context—opportunities and challenges for young public officials in implementing public service culture and ethics; Building the model of a digital public official in the context of digital transformation; The application of information technology by young public officials in digital transformation to contribute to administrative reforms in remote and ethnic minority areas; The effectiveness of the “Provincial Youth Volunteer Team Supporting Online Public Services at Levels 3 and 4” model, contributing to local administrative reforms; The role of young public officials in applying digital transformation to support businesses and attract investment.
Content Group 2: Enhancing the public service culture and ethics of young public officials in the digital environment to meet the requirements of building an e-government, toward a digital government and digital society, and the role of the HCYU.
Regarding this content group, delegates were presented with several discussions, including: Key tasks and solutions to accelerate digital transformation, build a digital government, and digitize data to serve the direction, administration, and provision of online public services to citizens and businesses; The role and responsibility of young public officials in implementing public service culture and ethics, participating in building an e-government, and moving towards a digital government and digital society; Building a digital culture environment for young public officials in the context of digital transformation; Digital transformation and the role of the HCYU in administrative reform, contributing to enhancing the effectiveness and efficiency of public service implementation by young public officials; Building a culture of communication and conduct for young public officials in public service activities in the digital environment; The role of the HCYU in advising on policies to attract and utilize talents, contributing to building a team of young public officials who are both ideologically enlightened and professionally competent; Digital transformation, the role of the HCYU in administrative reform—the effectiveness of the “Three Responsibilities” movement; Building a public service culture for young public officials to ensure administrative discipline and order; Enhancing the effectiveness and efficiency of organizational operations, thus promoting administrative reforms, and building and perfecting the socialist rule-of-law state of Viet Nam.
Concluding the Seminar, the Secretary of HCYU Central Committee stated that after a period of active and effective work, the Seminar on ” Building a Team of Young Public Officials for a Prosperous Viet Nam” with the theme “Enhancing the Awareness and Responsibility in Implementing Public Service Ethics and Culture of Young Public Officials in the Digital Environment” received contributions from leaders of Central Committees, ministries, and agencies, as well as from experts, young public officials, and youth nationwide.
With the theme “Enhancing the Awareness and Responsibility in Implementing Public Service Ethics and Culture of Young Public Officials in the Digital Environment”, the experts, young public officials, and youth members focused on discussing three main topics:
First, discussions on the impact of digital transformation on the implementation of public service culture and ethics among young public officials.
Second, discussions on models for building public service culture and ethics among young public officials in the digital environment, to meet the requirements of building an e-government, moving towards a digital government and digital society, and the role of the HCYU in implementing solutions and movements that create an environment for young public officials to develop ideas and initiatives, actively participating in the digital transformation process, contributing to the effective implementation of administrative reforms at localities and units.
Third, proposing solutions to enhance public service culture and ethics among young public officials in the digital environment, ensuring administrative discipline and order, thus improving the effectiveness and efficiency of organizational operations, and effectively participating in the process of building a digital government and digital society.
Through the Seminar, the delegates affirmed the vital role of young public officials and youth members nationwide in accelerating administrative reform. Their involvement helps enhance the effectiveness and efficiency of implementing public service culture and ethics, especially in the context of the government’s decisive push for digital transformation solutions in recent times. The Seminar also served as an opportunity for young public officials and youth members to exchange ideas, meet, and share with leaders of Central Committees, ministries, agencies, and experts about the opportunities, challenges, and solutions for effectively participating in the process of building a digital government and society. The aim is to establish a modern, professional, and transparent public service system with young public officials who are professional, responsible, transparent, dynamic, and efficient.
The Seminar themed “Enhancing the Awareness and Responsibility in Implementing Public Service Ethics and Culture of Young Public Officials in the Digital Environment” was a great success.
