Seminar “Terminologies and approaches in Administrative Sciences and Public Management”

On October 28th, 2019, the Faculty of Administrative Sciences and Organization – Personnel Management held a Seminar: “Terminologies and approaches in Administrative Sciences and Public Management”.

Attending the seminar were representatives of scholars, faculties, researchers in administrative sciences and public management, including Prof.Dr. Nguyen Huu Khien, former NAPA President; Prof.Dr. Pham Hong Thai, Former Dean of Law, Hanoi National University, Assoc.Prof.Dr. Van Tat Thu, former Vice Minister of Home Affairs; Assoc.Prof.Dr. Nguyen Minh Phuong, Vice Rector of the University of Home Affairs; Dr. Ha Quang Ngoc, former Vice Rector of the University of Home Affairs.

Presented in the seminar were from NAPA side:  Assoc.Prof.Dr. Luong Thanh Cuong, NAPA Vice President; Dr. Nguyen Dang Que, NAPA Vice President; leaders of NAPA faculties and departments and all lecturers of the Faculty of Administrative Sciences and Organization – Personnel Management.

In the seminar, scholars discussed and shared opinions on academic issues, such as: studying public policy from the approaches of the two disciplines of Public Management and Public Policy, clarifying  connotation of some key terminologies in administrative sciences and public management (public management, public policy, public governance, national governance, local administration, local governance, public duties, organization, state administrative agencies, state administrative apparatus, …). In particular, presentations and exchange of ideas have pointed out the link between public policy and law, the differences of some pairs of terms that are used interchangeably such as national governance / public governance, state administrative organization / state administrative agency,….

Valuable inputs shared in this in-depth academic seminar provide a basis for NAPA scholars in general, lecturers of the Faculty of Administrative Sciences and Organization – Personnel Management in particular for agreement in the approach and understanding of some key terminologies of administrative science and public management, thereby giving orientation for NAPA’s training and research on administrative science./.
