Signing Ceremony of Memorandum of Cooperation between the National Academy of Public Administration and the Chandler Institute of Governance, Singapore

On January 15, 2020, the National Academy of Public Administration (NAPA) organized the signing ceremony of Memorandum of Cooperation between NAPA and Chandler Institute of Governnance (CIG), Singapore in the framework of cooperation in teaching and research on public administration to improve NAPA’s training quality.

Attending the signing ceremony, on CIG’s side were Mr. Wu Wei Neng, Executive Director; Ms. Shanice Koh, Strategy and Communication Manager; on the side of Civil Service Colledge of Singapore was Ms. Shirlene Tan, Deputy Manager. On NAPA’s side were Dr. Dang Xuan Hoan, NAPA President; Dr. Nguyen Dang Que, NAPA Vice President; and heads of units of NAPA and departments of the Ministry of Home Affairs.

The Memorandum of Cooperation between NAPA, Vietnam and CIG, Singapore aims to build a sustainable partnership between the two sides and  support NAPA to develop quality training programs, contributing to the development of high quality human resources for public management and leadership, meeting the requirements of the country’s renovation and administrative reform process. The cooperation focuses on six main areas, as follows:

  1. Co-organization of leadership and management training programs, including training for the vice ministers or equivalent.
  2. Building capacity of NAPA’s lecturers;
  3. Joint research, joint development of case studies on leadership, public governance, policy formulation and implementation;
  4. Co-organization of seminars in Singapore and Vietnam;
  5. Support in organizing study tours to Singapore or other countries for NAPA’s lecturers and researchers, leaders and managers of central and local agencies of Vietnam.
  6. Promoting activities to enhance leadership effectiveness to improve governance in Vietnam.

Speaking at the signing ceremony, Dr. Dang Xuan Hoan, NAPA President would like to express his sincere gratitude to CIG for its goodwill of cooperation and the active support for NAPA. Dr. Dang Xuan Hoan believes that the signing of Memorandum of Cooperation is a legal basis and a solid foundation for the cooperation between the two sides to build a contingent of quality public managers and leaders in Vietnam to meet the requirements of the administrative reform process and international integration.

In the address at the signing ceremony, Mr. Wu Wei Neng thanked the support of the Minister of Home Affairs, NAPA President, NAPA’s  officials and lecturers in the process of development of Memorandum of Cooperation and cooperation plan between the two sides. Mr. Wu Wei Neng presented the plan to support NAPA in implementation of the training program for potential officials at strategic level in order to provide sources of public leaders and managers, serving the goal of building a professional, responsible, dynamic, efficient and transparent public administration, contributing to development of Vietnam and the region. The plan has received high appreciation of NAPA’s leaders, officials, lecturers attending the signing ceremony.
