State Management Review Online functions as a scientific forum of public administration and public management

On June 10, 2020, State Management Review organized the scientific seminar: “Improving papers on the State Management Review Online”, which is meaningful for celebrating the 95th anniversary of the  Vietnam Revolutionary Press Day and reviewing the achievements of the State Management Review Online after one year of operation.

Speaking at the seminar, Dr. Dang Xuan Hoan, NAPA President , Chairperson of the Editorial Council, State Management Review warmly congratulated the Editorial Counicl  members, journalists on the 95th Anniversary of the Vietnam Revolutionary Press Day  (June 21, 1925- June 21, 2020). He praised and highly appreciated the efforts of the staff and editors of the State Management Review  in recent years, especially the smooth operation of the State Management Review Online in the difficult conditions. The State Management Review has promoted its role as NAPA’s research and speech agency, a scientific forum for scholars inside and outside NAPA in the field of administrative sciences and public management, contributing to the enhancement of NAPA’s position. NAPA President requested the State Management Review to focus on expanding collaborators, publishing papers of leading scholars to increase the attractiveness of the Review,  avoiding the situation of being a “newspaper-alike review”, early preparing the English version of the Review.

 Dr. Nguyen Quang Vinh – Editor-in-Chief of the State Management Review has presented the Report of the State Management Review Online over the last year. The State Management Review Online  was licensed by the Ministry of Information and Communication and officially opened on June 20, 2019. Over twelfth months of operation, The State Management Review Online covered many important events of the country, such as celebrating 50 years of implementing President Ho Chi Minh’s Testament (September 2, 1969 – September 2, 2019);  Traditional New Year of 2020; 90th Anniversary of the Communist Party of Vietnam (February 3, 1930 – February 3, 2020); 130th Anniversary of President Ho Chi Minh’s Birthday (May 19, 1890 – May 19, 2020); Party Congresses at all levels, towards the 11th NAPA Party Congress and the 13th National Party Congress; 95th Anniversary of the Vietnam Revolutionary Press Day; prevention and control of Covid-19; and NAPA’s regular tasks. The State Management Review Online found 2019 a busy year with various activities while ensuring the compliance with its stated principles and purposes and avoiding the situation of being “a newspaper-alike review”.

News and articles are written in accordance with the Party’s guidelines, public policies and legislation. Many leaders of the Party, the State, ministries, central agencies and localities send their papers to the State Management Review Online. Up to the present time, the State Management Review Online has published nearly 900 news and articles for 25 columns, getting more than 3,000 hits per day. Some high quality articles attracting readers, scholars and managers have got several thousand visits upto more than 40 thousand visits.

Beside the advantages, the State Management Review Online has faced many difficulties: lacking proper technical facilities to meet the task requirements; limited news on activities of the administrative system, the administrative reform, management performance of ministries, agencies, localities; unattractive appearance of articles, photos, chapeau, information box; lacking a technician in charge of technological and technical issues; and so on….

With the advantage of “no borders” for transmitting, the State Management Review Online is expected to continue to be NAPA’s important information channel for external relations in training and international cooperation as well as for quickly and widely transmitting information on performance of the state apparatus to domestic and international readers. However, this is a new job for the State Management Review while the workforce is still relatively limited in quantity, technological conditions are poor. The seminar participants were expected to actively contribute ideas and share useful experience for quality improvement of articles on the State Management Review Online.

At the seminar, representatives the press agencies, journalists, journalism researchers, teachers, scholars delivered presentations, discussing the skill of writing online articles, standards of an online article, operation of an online journal, innovation in arrangement of online appearance, quality improvement of articles. The focus on the academic content and an increase in academic articles to keep “special quality” of the specialized review; and compliance with the principles and purpose of the Review are also the issues of great interest and discussion.

Presenting at the seminar, Mr. Ngo Minh Tuan, Editor-in-Chief, Party Building Journal  highly appreciated the results that the State Management Review has achieved in the past time, especialy the quantity of news articles, number of website ‘s visitors. Regarding the interface of the State Management Review Online, generally, the layout  is quite eye-catching and structured in a good harmony. However,he State Management Review Online should present the columns in a systematic manner, based on  its basic characteristics of a scientific journal such as: administrative reform, administrative forum,  administration of an enterpises… Besides, the State Management Review Online should open more columns related to NAPA’s functions and tasks in particular and the state administration in general.

In the wrapping-up speech, Dr. Nguyen Quang Vinh appreciated the comments provided in an constructive manner  by the seminar participants. These inputs  will be reviewed and incorporated into the perfomance plan of the State Management Review. All staff of the Review are required to make more efforts to develop the State Management Review in general and the State Management Review Online to be a modern, multi-media journal; a quick, effective,  information channel, diverse in content and form; to  meet the requirements and assigned political tasks in the new situation; and to be ranked in the system of international scientific journals with ISI and Scopus index.
