On November 30, 2023, at the headquarters of the Ministry of Home Affairs (MoHA), Vietnamese Minister of Home Affairs Pham Thi Thanh Tra and French Minister of Transformation and Public Service Stanislas Guerini held talks as part of the working visit to Viet Nam of the delegation from the Ministry of Transformation and Public Service of France.
Attending the talks were Mr. Olivier Brochet, Ambassador Extraordinary and Plenipotentiary of the French Republic to Viet Nam, along with members of the delegation of the French Ministry of Transformation and Public Service and some officials of the Embassy of the French Republic in Viet Nam.
On the Vietnamese side, there were Vice Minister Vu Chien Thang and leaders of MoHA units.
During the talks, Minister Pham Thi Thanh Tra introduced some of Viet Nam’s socio-economic development achievements from 2021 to the present and reviewed the collaboration between the MoHA of Viet Nam and the Ministry of Transformation and Public Service of France, as well as cooperation with other partners in France in areas that fall under the management functions of MoHA of Viet Nam.
In the exchanges with the French side during the talks, Minister Pham Thi Thanh Tra provided information about the priorities in administrative reform, public service reform, and digital transformation, improving the quality of Viet Nam’s public services. She proposed specific cooperation directions between the two ministries from now until 2026 while continuing to promote training programs for Vietnamese young officials and female officials at the central and local government levels at French training institutions.
Speaking at the talks, Minister Stanislas Guerini expressed his delight upon receiving the information shared by Minister Pham Thi Thanh Tra. He particularly expressed his admiration for the forecasted GDP growth figures for Viet Nam in 2023, considering it a dream for many European countries, including France. Minister Stanislas Guerini also shared information about the common challenges facing both countries in the areas of public administration reform and digital transformation. France, too, is making efforts to come up with priority solutions, such as transforming the public administrative apparatus, improving its image with the public, improving the salaries of civil servants, reforming career advancement processes, reforming public services for more convenient access by citizens, bringing public services closer to people within a travel time of less than 20 minutes from their residences, creating a dynamic work environment, attracting talent, and promoting ecological transformation.
In an atmosphere of openness, trust, and effectiveness, Minister Pham Thi Thanh Tra and Minister Stanislas Guerini exchanged specific details on issues of mutual interest and explored possibilities for collaboration and experience sharing. Both Ministers expressed high agreement on the opinions and proposed cooperation in the near future, with a mutual consensus to develop and sign an agreement to expand cooperation in the higher education level for Vietnamese undergraduates in the field of public administration in France in 2024.
During the talks, Minister Stanislas Guerini handed over the certificates of completion to Minister Pham Thi Thanh Tra for participants attending the training courses for young managers and female officials in Vietnamese local governments held in France recently.
Also, on the morning of November 30, 2023, Minister Pham Thi Thanh Tra and Minister Stanislas Guerini attended and delivered speeches at the Opening Ceremony of the International Seminar “Sharing experiences on the modernization of the public service, administrative reform, and capacity building for digital transformation”.
On the morning of November 29, 2023, Minister Stanislas Guerini and members of the delegation arrived at Noi Bai International Airport, commencing their three-day working visit to Viet Nam, from November 29 to December 1 2023.
Upon their arrival in Viet Nam, the delegation of the French Ministry of Transformation and Public Service visited the Viet Nam National Archives Center I, under the Bureau of State Records Management and Archives, Ministry of Home Affairs.
