The Code of Conduct for MOHA’s cadres, civil servants, public employees and contract employees by the Ministry of Home Affairs

 On June 23, 2021, Minister of Home Affairs Pham Thi Thanh Tra signed Decision No. 758/QD-BNV on the Code of Conduct for MOHA’s cadres, civil servants, public employees and contract employees. 

Purposes

To improve the civil service culture, contributing to the formation of standard behavior and working styles of cadres, civil servants, public employees and contract employees of the Ministry; ensure professionalism, integrity, responsibility, dynamism, transparency and effectiveness in task performance; provide standards for individuals to adjust their behaviors in order to achieve cultural values.

To publicly perform public duties and social relations related to the duty performance of MOHA’s public servants, public employees and contract employees; raise their awareness and responsibility in corruption prevention and combat.

To promote the responsibilities of the heads of agencies and units in the civil service culture implementation; serve as a basis for responsibility assessment when cadres, civil servants, public employees and contract employees violate standards of conduct in their duty performance and in social relations; be the basis for the people to supervise the observance of the law of public servants, public employees and contract employees.

Scope of regulation and subjects of application of the Code of conduct

1, The scope of regulation includes: agencies, organizations and units under the Ministry of Home Affairs.

2, The subjects of application: all cadres, civil servants, public employees and contract employees working in agencies, organizations and units under the Ministry of Home Affairs.

Dress code, appearance, manners at workplace

During working time at the office and during duty performance, cadres, civil servants, public employees and contract employees must comply with the following regulations:

1, Wear formal clothes, neat hair, shoes or sandals with back straps. Clothes must be suitable to the nature of the work, the characteristics of the agencies, and the fine customs and traditions of the country (clothes need to be discreet; skirts have below-the-knee length, without overly high splits; T-shirts without collars and jeans are not allowed). Female staff are encouraged to wear traditional costumes on Tet holiday or special events of the Ministry.

2, Behave with serious posture, manners and gestures; show friendly attitude, politeness and respect to listeners; use standard, clear and coherent languages. MOHA’s cadres, civil servants, public employees and contract employees are obliged to wear name badges with titles as regulated.

3, MOHA’s cadres, civil servants, public employees and contract employees are not allowed to: do private work during work hours; smoke in the office; use alcoholic beverages before and during work hours and lunchtime on working days (unless assigned by the competent authority to receive guests by the diplomatic protocol); wear headphones, turn on music, listen to music, play video games and personal entertainment devices during work hours, burn incense. Keep the workplace clean.

Conduct of MOHA’s cadres, civil servants and public employees holding leadership and management positions:

1, They must enhance responsibility and set good examples for officers; not take advantage of their working positions to appoint acquaintances; should actively resign from their positions when realizing their limited capacity and low prestige.

2, MOHA’s cadres, civil servants and public employees holding leadership and management positions must be enthusiastic, dedicated and exemplary in fulfilling the assigned responsibilities and tasks and shall not possess “term-based thinking”.

3, Show fairness and objectivity in the use and evaluation of subordinate officials; promote fairness and democracy, experience and creativity of cadres, civil servants, public employees and contract employees in their task performance; respect the opinions of subordinates.

4, Protect the honor of cadres, civil servants, public employees and contract employees when there are untrue denunciations against them.

5, Build a dynamic and professional working environment; maintain unity, ethics and civil service culture in the organization.

Conduct of civil servants, public employees and contract employees who do not hold leadership or management positions

1, Civil servants, public employees and contract employees must implement decisions of leaders and managers; comply with the administrative hierarchy, obey the direction and assignment of their superior;

 Civil servants, public employees and contract employees are not allowed to: be choosy about working positions and tasks and avoid difficult tasks. Be accountable to the law during performing their assigned tasks.

2, Civil servants, public employees and contract employees are not allowed to: take advantage of express opinions and offer suggestions to criticize, affecting the prestige of leaders, managers and colleagues; flatter superiors.

3. Behavior to colleagues

a) Civil servants, public employees and contract employees must present a spirit of cooperation and assistance in duty performance.

b) Civil servants, public employees and contract employees are not allowed to: make sectarianism that causes internal disunity; quarrel or fight in workplace. They are obliged to behave in a good manner, respect and protect the honor of colleagues; have an honest, friendly, cooperative, respectful attitude to colleagues to help them complete their assigned tasks.

In addition, the Code of Conduct regulates behavior of cadres, civil servants, public employees and contract employees in their duty performance, in public places, towards people in their residence and people in their own families.

Those who well perform this Code of Conduct shall be praised and rewarded as regulated. Those who violate the provisions of this Code of conduct, depending on the severity, shall be publicly criticized by their organization. Serious violations will be considered and handled according to the provisions of law and regulations of the Ministry of Home Affairs.
