On May 14th, 2019, in Hanoi, the international workshop “Improving capacity to work in international environment for NAPA staff” was held by the National Academy of Public Administration (NAPA) and chaired by Dr. Nguyen Dang Que – NAPA Vice President.
The workshop was attended by Mr. Jean Martin Jaspers, Director, Center of High Studies of Ministry of Interior, France; Dr. Jay Wysocki, Academic Adviser, Vietnam Initiative, Indiana University, USA; Dr. Moktar Lamari, Director, Centre of Research and expertise in evaluation, ENAP, Québec, Canada; Ms. Natalia Shafinskaya, Director of Russian Center of Science and Culture in Hanoi, First Secretary of the Russian Embassy to Vietnam; Dr. Vu Dang Minh, Chief of Office, Ministry of Home Affairs (MOHA); Ms Pham Thu Hang, Vice Director, International Cooperation Department, MOHA; more than 50 NAPA facuklties and administrators. Workshop’s key presenters were Assoc.Prof.Dr. Duong Van Quang, Former President of Vietnam Diplomatic Academy, Head of Vietnamese Delegation to UNESCO; Dr Ton Sinh Thanh, Former Ambassador of Vietnam to India, Srilanka, Nepal and Bhutan, senior lecturer, Vietnam Diplomatic Academy.
Opening the Workshop, NAPA Vice President Nguyen Dang Que emphasized the significance of the Workshop “Improving capacity to work in international environment for NAPA Staff” when the Academy is accelerating international integration, contributing to the goal of making the Academy into a training center for public leaders and managers at regional level. He also highlighted the importance of the Workshop in NAPA’s leading role in public manager and leader training for implementation of the Resolution No.26/NQ-TW dated May 19th, 2016 of the 7th Central Plenum of the 12th National Party Congress on specific objectives and requirements on building capacity in international integration for public officials at all levels.
At the Workshop, the participants focused on discussing the following issues:
- The context of international integration and requirements for Vietnamese public officials in general and NAPA staff in particular;
- Vietnamese and international public service culture environment in comparison and implications for building capacity to work in a multicultural environment for Vietnamese public officials;
- Identifying the competence framework for working in an international environment for public officials; key competences in working in an international environment for NAPA staff;
- Identifying appropriate approach to improve capacity to work in an international environment for public officials in general and NAPA staff in particular.
Workshop presenters who have had rich experience in working in the international environment spent time sharing interesting stories, cultural shocks, experience in handling situation as well as requirements for public officials working in international environment.
Concluding the Workshop, Vice President Nguyen Dang Que highly appreciated hard-working and active discussion of workshop participants and stated that the inputs provided at the workshop would be collected for a project to build capacity to work in an international environment for NAPA staff in particular and public managers and leaders in general.
