The National Academy of Public Administration exchanges cooperation with the National School of Public Policy of Pakistan

On July 19, 2023, at NAPA Headquarters in Hanoi, the National Academy of Public Administration (NAPA) worked with the senior Pakistan delegation. On behalf of NAPA, Dr. Lai Duc Vuong, NAPA Vice President, chaired the working session.

The senior delegation from Pakistan includes Dr. Naveed Ahmad Chaudhry, Directing staff, National School of Public Policy of Pakistan, as the head of the delegation; Ms. Taskeen Umar, Head of Chancery, Embassy of Pakistan in Viet Nam; Mr. Muhammad Usman from the Services and General Administration Department, Punjab Province, Pakistan’s administrative agency; Mr. Asif Iqbal, Deputy Director of the Department of Education; Mr. Muhammad Khalid, Director of Intelligence and Investigation, Inland Revenue Service; Mr. Baquee Bin Hanif, Treasurer, University of Health Sciences Lahore, Pakistan Audits and Account Group; Mr. Muhammad Irfan, Housing Department, Pakistan; Mr. Abdul Karim Memon, Director-General of the Trade Development Authority of Pakistan (TDAP); Mr. Asim Lodhi, Chairman Secretariat of the National Accountability Bureau (NAB).

On the side of NAPA, there were leaders of the Institute of Administrative Sciences, the Department of International Cooperation, the Department of Refresher Training Management, and the Faculty of State and Law.

During the meeting, Dr. Lai Duc Vuong warmly welcomed the delegation to NAPA. He also shared the achievements of the cooperation and proposed directions for future collaboration. Specifically, the topics discussed included:

- Cooperating with public service training institutions and agencies of Pakistan to implement research, study visits, and short-term training programs for senior and mid-level government officials of the Pakistani Government;

- Exchange of delegations of officials and faculty to share training and research experiences in the field of administrative sciences;

- Conducting joint administrative research; collaborating to organize online international seminars and workshops with administrative training institutions in Pakistan;

- Organizing student internships at the training institutions of both sides.

The senior delegation of Pakistan had many queries about public sector reforms as well as NAPA, such as its roles, position, and training and capacity building programs.

Dr. Lai Duc Vuong addressed the delegation’s questions regarding the participants in the training and capacity-building programs at NAPA, the NAPA’s role in giving policy advice, and its role in enhancing the quality of the administrative personnel. He also discussed the NAPA’s contributions in recruiting personnel and its support to agencies and units in designing suitable capacity-building programs aligned with specific sectors and fields. Additionally, he highlighted the NAPA’s assistance to localities in sending officials for overseas studies and research.

On behalf of the delegation, Dr. Naveed Ahmad Chaudhry expressed gratitude for the warm reception of NAPA and appreciated the insights and answers provided by Dr. Lai Duc Vuong. He also expressed his desire for future collaborations between the two parties in the coming time.
