The National Academy of Public Administration implements collaborative activities with partners from the French Republic

On August 3, 2023, at NAPA Headquarters in Hanoi, leaders of the National Academy of Public Administration (NAPA) had a working session with Prof. Nguyen Duc Khuong, Dean of Faculty and Research, IPAG Business School, French Republic.

Accompanying Prof. Nguyen Duc Khuong were Mr. Nguyen Trong Hoang Nam, CEO of AVSE Corporation Vietnam; Ms. Nguyen Ha Nhi and Mr. Pham Xuan Dung, AVSE Global.

On the side of NAPA, there were Assoc. Prof. Dr. Nguyen Quoc Suu, NAPA Vice President; leaders of NAPA units including the Office of NAPA, the Department of International Cooperation, the Department of Higher Education Management, the Department of Refresher Training Management, and the Institute of Administrative Studies.

During the working session, Assoc. Prof. Dr. Nguyen Ba Chien expressed his delight at welcoming Prof. Nguyen Duc Khuong and his colleagues to NAPA. He provided an overview of NAPA’s position, functions, and tasks, highlighting its international cooperation activities, as well as initiatives related to curriculum development, faculty development, and international workshop organization.

In recent years, NAPA and French partners have engaged in effective collaborations, thereby enhancing NAPA’s capabilities, developing innovative training methods, and improving faculty capacity. NAPA has signed cooperation agreements with various French partners, such as the French National School of Administration (ENA), now the National Institute of Public Service (INSP); the Directorate-General for Public Administration and Civil Service of France (DGAFP); the French Ministry of the Interior’s Centre for Advanced Studies (CHEMI); and the Normandie School of Management.

The collaborative activities have been implemented in various areas, such as developing leadership and management training programs, including the program for training leadership titles at departmental levels in collaboration with DGAFP in 2014; online training programs in collaboration with CHEMI from 2016 to 2017; faculty training courses on lesson design skills, teaching programs for title training, skill enhancement, and online training; organizing international workshops in collaboration with French partners, such as the Constitutional Council of France, DGAFP, CHEMI, Paris Institute of Political Studies, and Regional Institutes of Administration (IRAs) from 2012 onwards; conducting training courses in leadership and management skills, policy planning, and policy implementation taught by French experts in Hanoi and NAPA’s branch campuses in various localities from 2017 to 2019; conducting annual study visits for faculty members and participants at ENA, CHEMI, IRA, etc., from 2014 to 2019; organizing an online training course for public leaders and managers on “Decentralization, De-concentration, and Modernization of the Public Service,” and an advanced training course for faculty members on “Digital Administration”, in collaboration with INSP in 2022; signing a cooperation agreement with EM Normandie on September 26, 2022; a working session between NAPA and the Principal/ Director General of EM Normandie to discuss collaboration plans between the two institutions on March 9, 2023; organizing an international workshop on the theme “Attracting talented young people to work in the civil service: the experience of the French Republic and implications for Viet Nam”.

Within the framework of the working session, Prof. Nguyen Duc Khuong presented an overview of the AVSE Global (Association of Vietnamese Scientists and Experts). AVSE Global is a global organization headquartered in Paris, pioneering in strategic advisory, top executive education program, and science and policy forums, bringing innovative solutions for the sustainable development of Viet Nam, through connecting the collective intellectual strengths of Vietnamese talented experts and intellectuals worldwide with strong aspirations to contribute to the country’s progress. The mission of AVSE Global is to connect Vietnamese talented experts and intellectuals worldwide to pioneer positively impactful programs for a sustainable and prosperous future of Viet Nam.

AVSE is headquartered across 4 continents and operates in 20 countries, with 300 core members, 2000 experts, and a network of 10,000 intellectuals. AVSE’s annual activities include organizing scientific and policy forums, issuing annual strategic advisory reports, and developing high-level training programs. These training programs range from leadership and public administration to specialized topics such as urban planning, tailored to specific requests.

During the working session, based on the collaborative activities that have been implemented between NAPA and French partners, and in line with the development needs of cooperative initiatives of NAPA, both sides discussed and proposed potential areas of collaboration for the future. Specifically:

(1) Co-developing international undergraduate and master’s degree programs; student exchange cooperation for both undergraduate and postgraduate levels; faculty exchange programs aimed at enhancing the training capacity of NAPA trainers;

(2) Collaborating in organizing leadership and management training courses for Ministries, sectors, localities, or state-owned enterprises and corporations on topics related to digital government, digital administration, managing and developing human resources in the context of digital transformation;

(3) Co-organizing international workshops and seminars on public policy, national governance, and economic management, with a focus on sustainable goals and digital transformation;

(4) Exchanging delegations of leaders, officials, and trainers from both training institutions to share experiences in training, curriculum design, and developing teaching materials;

(5) Research and publishing in academic journals in the field of public administration;

(6) Organizing short-term training courses on public administration, public management, digital transformation, leadership studies, and planning and management (both in Viet Nam and within the EU);

(7) Co-hosting annual conferences in the field of public management;

(8) Coordinate in bidding for research and consulting projects in the field of public administration and management (from national funds, the EU, USAID, etc.).

Based on discussions about opportunities and collaboration potentials, the two sides agreed to continue detailed and specific exchanges regarding content to effectively implement partnership and collaboration in the near future.
