(napa.vn) – On the morning of January 24, 2024, at the headquarters of the Ministry of Home Affairs (MoHA), Vice Minister of Home Affairs Trieu Van Cuong had a courtesy meeting with the international delegation led by Ms. Larissa Bezo, President and CEO of Canadian Bureau for International Education (CBIE).
Attending the meeting were Chief of the Ministry’s Office Vu Dang Minh; Director General of International Cooperation Department Chu Tuan Tu; Leaders of MoHA departments namely Department of Civil Servants and Public Employees, Department of Local Government, and Department of Administrative Reform.
On the side of NAPA, there were Assoc.Prof.Dr. Nguyen Ba Chien, NAPA President; Assoc.Prof.Dr. Nguyen Quoc Suu, NAPA Vice President, Assoc.Prof.Dr. Nguyen Van Hau, Chief of Office; Dr. Bui Huy Tung, Director General, Department of Refresher Training Management; Ma. Pham Thi Quynh Hoa, Director General, Department of International Cooperation; Dr. Nguyen Thi Thu Cuc, Deputy Director General, Departmet of International Cooperation.
The meeting aimed to discuss with the CBIE about the orientations and policies of the Government and the Ministry of Home Affairs (MoHA) of Viet Nam in training to improve the capacity of local leaders and managers to meet the requirements of public service reform towards the goals of sustainable socio-economic development in Viet Nam.

Speaking at the meeting, on behalf of the Ministry’s leaders, Vice Minister Trieu Van Cuong was pleased to welcome Ms. Larissa Bezo and the CBIE delegation. At the same time, the Vice Minister shared an overview of basic information about the functions and tasks of MoHA and NAPA with an emphasis on training to improve the capacity of civil servants and public employees.
He also reviewed the main features of the cooperation in training in public administration and human resources for the public sector between MoHA and previous Canadian partners, and provided information on some main goals in training cadres, civil servants, public employees and building public administration which are currently being focused on development by the Government of Viet Nam.
Vice Minister Trieu Van Cuong emphasized that Canada is a country with developed education and training on par with developed countries, in which the CBIE is a non-profit organization, participating in policy formulation, and implementation, development and promotion of Canadian education internationally. CBIE was established in 1966 and its membership comprises more than 150 colleges, institutes, universitites, school boards and language schools across Canada. CBIE has implemented over 100 global projects in more than 60 countries.
Therefore, Vice Minister Trieu Van Cuong hopes that through Ms. Larissa Bezo and the CBIE, two sides will reconnect the cooperative relationship between MoHA of Viet Nam, NAPA and the partners of the CBIE to (i) Develop and organize the implementation (in Viet Nam and Canada) of capacity building training programs for leaders at the provincial, department and district levels in leadership, administration and local governance, contributing to promotion of the local socio-economic development process and modernizing public services to meet innovation requirements; (ii) Build the capacity of NAPA leaders, managers and lecturers in developing and organizing the capacity building programs that meet international standards for local leaders and managers focusing on female leaders at the provincial and local department levels; (iii) Develop and implement a training program specifically for local female leaders; (iv) Develop and publish documents (trainer documents, participant documents) for training programs; (v) Develop and implement a Master’s program in public administration/local governance meeting international standards for young civil servants and potential leaders at the strategic level of localities; (vi) Improve the capacity of NAPA lecturers and managers in developing and organizing the implementation of training programs that meet international standards for localities.
The Vice Minister said that the MoHA will create favorable conditions in terms of policies and resources for CBIE and NAPA to cooperate and implement training programs, projects and plans in the most effective way. At the same time, NAPA will be ready to act as a focal point between Canadian and Vietnamese educational and training institutions to exchange and share experiences with students and participants at the undergraduate and postgraduate levels.

Speaking at the meeting, Ms. Larissa Bezo respectfully thanked the warm welcome of MoHA and Vice Minister Trieu Van Cuong for her and the members of the delegation, and acknowledged the sharing and suggestions of the Vice Minister on cooperation opportunities between MoHA, NAPA and CBIE in the near future. At the same time, she shared an overview of the Canadian Government’s new priority cooperation strategy with Asian countries, especially including Viet Nam.
Ms. Larissa Bezo also informed that the two countries recently celebrated 50 years of diplomatic relations between Viet Nam and Canada. The Canadian Government is also very interested in Viet Nam’s participation in the field of training for cadres, civil servants and public employees. This is an opportunity for the two sides to implement cooperation programs, projects and plans in the coming time.
Regarding the activities of the delegation of CBIE in Viet Nam, Ms. Larissa Bezo said that the delegation had recent working sessions with NAPA Branch Campuses in Ho Chi Minh City and Central Region. The working sessions were attended by representatives of the Departments of Home Affairs in localities, so the delegation could understand the development priorities and contents that need to focus on cooperation for training to improve the quality and capacity of local cadres, civil servants and public employees.
