The National Academy of Public Administration works with the Canadian Bureau for International Education on cooperation in leadership training at local levels

On January 18, 2024, at NAPA Headquarters in Ha Noi, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, worked with the delegation from the Canadian Bureau for International Education (CBIE), led by Ms. Larissa Bezo, CBIE President and CEO. The CBIE delegation also included Ms. Karen Dalkie, CBIE Vice President, and Ms. Tatiana Wojtan, Manager of Development and Partnerships. On the side of NAPA, there were NAPA Vice Presidents Dr. Nguyen Dang Que and Assoc. Prof. Dr. Nguyen Quoc Suu and several leaders of NAPA functional units and faculties.

Speaking at the working session, Ms. Larissa Bezo, CBIE President and CEO, expressed her delight in collaborating directly with NAPA to develop a cooperation program between the two sides. The NAPA President warmly welcomed the delegation and introduced the functions, tasks, core values and development orientation of NAPA. Emphasizing the increasing demand for training public leaders and managers in localities, the NAPA President underscored the need to enhance NAPA’s capabilities in designing and implementing high-quality training programs for public leaders and managers towards sustainable socio-economic development at the local level.

 Based on the practical needs and possibilities of cooperation between the two sides, the NAPA President proposed that both sides jointly develop a collaboration program, with the following key areas of cooperation:

(1) Enhancing the capacity of NAPA in designing and implementing programs to improve local governance capacity for public leaders and managers in localities;

(2) Cooperating on the development of training programs for public leaders and managers based on the requirements of the work position and practical needs of localities;

(3) Developing and implementing training programs for female leaders, both at the central and local levels. as well as female officials of NAPA;

(4) Collaborating in the development and implementation of a master’s program in public management, specializing in local administration, building on the inheritance of the previous joint training cooperation between NAPA and the National School of Administration of Quebec, Canada.

(5) Co-organizing international workshops to share Canadian experiences in public service innovation and local governance.

On behalf of the Canadian delegation, Ms. Larissa Bezo highly appreciates the practical and specific proposals from the NAPA President. Ms. Bezo stated that CBIE will collaborate closely with NAPA to jointly develop a project proposal for funding consideration by the Government of Canada.

In preparation for drafting the project proposal, the two sides discussed orientations in leadership training in general and local leadership training in particular. They also exchanged insights on the challenges faced by public leaders and managers, as well as the notable experiences of each country in overcoming these challenges.

The CBIE delegation is scheduled to work in Viet Nam from January 18 to 26, 2024. During their working program in Viet Nam, in addition to working sessions at NAPA Headquarters in Hanoi, the delegation will also have working sessions with leaders of the Ministry of Home Affairs, leaders of the People’s Committee, leaders of provincial departments and branches, and leaders and officials of NAPA Branch Campuses in Ho Chi Minh City and Thua Thien Hue.

The Canadian Bureau for International Education (CBIE) is a non-profit organization that engages in policy formulation, implementation, development, and international promotion of Canadian education. CBIE is the national voice advancing Canadian international education by creating and mobilizing expertise, knowledge, opportunity, and leadership.
