1. Scope of scheme

2. Objectives of the scheme
2.1. General objectives:
– To improve efficiency of hazardous waste management (health care, industry, agriculture, and tourism services and craft villages) in Thua Thien Hue province to increase quality of environment and public health, living environment and contributing to sustainable development.
– Hazardous waste management system in the province is built and operated on principle: Hazardous is classified at source, collected, reused and recycled and thoroughly treated with advanced technologies, in line with local conditions; to minimize amount of hazardous waste, they will be buried in order to save land resources and minimize sources of environmental pollution.

- To deal with hazardous waste and hazardous factors affecting health and environment caused by hazardous waste arising from medical establishments and industrial parks, industrial clusters and craft villages in order to protect health of workers and employees, sick people, workers and community.

– 100% of hazardous wastes generated at production and business establishments shall be declared and reported according to regulations.
– 70% of total hazardous waste generated in industrial parks is treated to ensure environment.
– 100% of solid hazardous medical waste incurred at medical establishments shall be collected and treated to ensure the environment.
– 100% of central-level medical establishments, provincial-level medical establishments, district-level medical establishments and private medical establishments shall treat wastewater up to national standards and technical regulations on environment.

V. Assignment of organizing implementation
1. Department of Natural Resources and Environment

– To implement task of monitoring and building of hazardous waste management information system of the province to serve as a basis for advising solutions on environmental management;
– To guide, examine, inspect and handle law violations, settling disputes, complaints, denunciations and petitions related to hazardous wastes;
– To develop a plan on collecting, transporting and disposing of hazardous medical waste in the locality and submit it to the provincial People’s Committee for approval and implementation in shortest time.

2. The provincial / municipal Planning and Investment Department shall have to balance and allocate investment expenditures from the State budget sources and other lawful capital sources for implementation of the Scheme.

Finance Department shall function as the main implementer, in collocation with Department of Natural Resources and Environment in elaborating and submitting to the provincial People’s Committee the rates of charges for collection, transport and handling of hazardous wastes in their respective localities; balancing funding to ensure that relevant units implement the contents of the Scheme in accordance with the plan.
3. Finance Department shall function as the main implementer, in collocation with Department of Natural Resources and Environment in elaborating and submitting to the provincial People’s Committee the rates of charges for collection, transport and handling of hazardous wastes in their respective localities; balancing funding to ensure that relevant units implement the contents of the Scheme in accordance with the plan.
4. Department of Construction will function as the main implementer, in collocation with the Department of Natural Resources and Environment and the People’s Committees of the districts, towns and cities to develop and implement a plan for collecting and treating solid waste in Thua Thien Hue province, especially hazardous waste; To direct, guide and inspect implementation of other law provisions on activities of treating solid wastes and hazardous wastes in urban centers, concentrated service production or material production establishments, construction material units.
5. Management Board of industrial parks, Chan May – Lang Co economic zone management board: shall direct, guide and coordinate with Department of Natural Resources and Environment in inspecting implementation of law on management of hazardous wastes for activities in industrial parks and economic zones;

– Develop a plan for collecting and treating medical waste in Thua Thien Hue province by 2020 and submit it to the provincial People’s Committee for approval and implementation as soon as possible.
7. Agriculture and Rural Development Department shall direct, guide and inspect implementation of law provisions on hazardous wastes for agricultural activities, craft villages and concentrated rural population area in treatment of hazardous waste; develop a process of collection and storage of hazardous waste generated in agricultural activities.
– To direct, guide and coordinate with the Department of Natural Resources and Environment in inspecting the implementation of the law provisions for hospitals and medical establishments in treatment of wastewater, solid waste and substances of hazardous medical waste;
– Develop a plan for collecting and treating medical waste in Thua Thien Hue province by 2020 and submit it to the provincial People’s Committee for approval and implementation as soon as possible.
7. Agriculture and Rural Development Department shall direct, guide and inspect implementation of law provisions on hazardous wastes for agricultural activities, craft villages and concentrated rural population area in treatment of hazardous waste; develop a process of collection and storage of hazardous waste generated in agricultural activities.
8. Department of Industry and Trade: direct, guide and inspect implementation of legal provisions on activities in industrial clusters, handicraft and craft villages in hazardous waste treatment task;

Provincial Public security: To function as the main implementer, in coordination with Department for Natural Resources and Environment, Economic Zone Management Board, industrial parks of the province and the People’s Committees of districts, towns and cities in well performing the anti-crime work about environment. To intensify inspection and supervision of the observance of law provisions on environmental protection by production units, enterprises and service enterprises in provinces;
10. Department of Justice: to formulate a program on propagation and dissemination of policies and laws on solid waste management as well as hazardous waste and environmental protection to all levels, branches, enterprises, units and units, departments, social organizations and localities.
9. Provincial Public security: To function as the main implementer, in coordination with Department for Natural Resources and Environment, Economic Zone Management Board, industrial parks of the province and the People’s Committees of districts, towns and cities in well performing the anti-crime work about environment. To intensify inspection and supervision of the observance of law provisions on environmental protection by production units, enterprises and service enterprises in provinces;
10. Department of Justice: to formulate a program on propagation and dissemination of policies and laws on solid waste management as well as hazardous waste and environmental protection to all levels, branches, enterprises, units and units, departments, social organizations and localities.

Department of Home Affairs coordinates with Department of Natural Resources and Environment, People’s Committees of districts, towns and cities to monitor organization of implementation of Master Plan for collecting, transporting and handling hazardous wastes and advising provincial People’s Committee, provincial Committee for emulation and reward to have an annual reward plan.
12. People’s Committees of districts, towns and cities:

14. Provincial mass organizations (Women’s Unions, Farmers’ Unions,
Veterans Association, Union of Provincial Science and Technology Associations, Youth Union) shall coordinate with Department of Natural Resources and Environment to propagate and mobilize people to actively participate in environmental protection and mobilization of mass organizations. To sort out wastes of all kinds from the source and participate in building of waste management teams to actively support management of hazardous wastes in the localities, strictly obey regulations.

15. Hue urban environment and construction joint stock company is responsible for developing a project of improving collection, transportation and handling capacity to ensure collection, transport and treatment of hazardous wastes within scope of the province in accordance with the regulations.
TRADE DEVELOPMENT PLAN OF THUA THIEN HUE PROVINCE TO 2025 WITH A ORIENTATION TO 2030
I. Viewpoints and objectives

Trade development is on basis of promoting comparative advantage of the locality, cultural values of traditional trade, at the same time, enhancing technology application, modernizing and optimizing methods of goods flows and transactions; ensuring needs of production, consumption, quality of goods and market stability; enhancing connections between distribution systems and production facilities, promoting consumption of goods, local products, bringing goods being produced in the province into distribution channels in the market; trade development associates closely with development of tourism services, finance, transport and being motivation to develop production, contributing positively in process of local economic development.
2.2. Specific objectives:
- Contribution of trade sector to GDP of the province hit a proportion of 9-11% by 2020, 12-15% by 2015 and 13-18% by 2030. Trade GDP in 2020, 2025 and 2030 achieves about VND 7,500-8,500 billion, VND 13,100-17,500 billion and VND 23,000 – 35,000 billion, respectively.
- Total social consumption goods and service retailsale turnover by 2020, 2025 and 2030 hits VND 75,000-81,000 billion, VND 180,000 -200,000 billion and VND 415,000 -460,000 billion. Out of which, total goods retailsale turnover by 2020 hits VND 56,000-61,000 billion (an increase of 19-21%/year), by 2025 reaches VND 126,000 -140,000 billion (an increase of 17-19%/year) and by 2030 posts VND 270,000-300,000 billion (an increase of 16-18%/year).
- Export value reaches USD 1,25 billion in 2020, reaching USD 2,6 billion in 2025 and in 2030 reach USD 5,2 billion.
- Proportion of goods retailsales in form of modern trade reaches 20% by 2020, 35% by 2025 and 60% by 2030.
- System of trade centers, supermarkets: By 2020, the province has 01 center of trade fair – exhibition with a scale of trade fair – exhibition center of group B; 8 business centers (3 business centers of class 2, 5 business center of class 3) and 14 supermarkets (2 supermarkets of class 1,8 supermarkets of class 2, 4 supermarket of class 3). By 2030, the province has 41 trade centers (8 trade centers of class 2, 33 trade centers of class 3) and 26 supermarkets (6 supermarket of class 1, 16 supermarket of class 2 and 4 supermarkets of class 3).
- Network of market: By 2020, the province has 159 markets, including 8 markets of class 1 (02 wholesale markets of agricultural products), 26 markets of class 2(04 agricultural, fisheries wholesale markets), 125 markets of class 3 (01 border market). 4. Development plan of trade fairs and exhibition center
In a period of 2015-2020, building 01 center of trade fair – exhibition in An Van Duong urban area-basing on plan criteria of the Ministry of Industry and Trade, with a scale of fair and exhibition center of group B having an area of 10 ha and 500 booths, serving radius (operation) of 50 km.
5. Plan of logistics centers
By 2020, there are two logistics centers at Chan May port, Thuan An port; by 2025, adding 2 logistics centers which locate in Phu Bai industrial park in Phong Dien district; by 2030, having more 4 logistics center locating in the rest industrial parks.

II. Development goals
1. General objective
- To construct Thua Thien – Hue province soon become Centrally-run city a center of the Central region and one of major,characteristic centers of the wholly country on culture, tourism, science – technology, health, multi-field, high quality education – training. Striving to 2020, Thua Thien Hue match a urban center at national, regional and international level, one of huge centers of economic, culture, science – technology, health, training of the country and Southeast Asia region; national security and defense be strengthened, firm and stable socio – politic; material and spirit life of the people are constantly improving.
2. Objectives and specific tasks
2.1. Economic objective
- To strive to reach annual average economic growth level of 12 – 13% in period 2011 – 2020 . Quickly bring level of GDP per capital increase in time and reaches over USD 1,000 (2005 prices) in 2015, USD 4,000 (actual price) in 2020; – To transfer economic structure towards industrialization and modernization, in 2015, economic structure will be: services account for 45.9% of GDP, industry – construction 42.0%, agriculture – forestry – fishery of 12.0%, by 2020 respective proportion are 45.4% – 46.6% – 8.0%. – Strive to reach export value of at least USD 300 million in 2015 and about USD 1 billion in 2020;
- To strive to achieve rate of State budget collection accounting for 13 – 14% of GDP in 2015 and above 14% in 2020. b) Social objectives
- To create basic changes on culture, health, education, training, improve intellectual standards of the people; resolve urgent problem of society, gradually raise material and spirit life of the people ;
- To strive for stability and gradually reduce rate of unemployed workers in urban areas to about 5%, increase used time of labor in rural areas to over 80% in 2015 and approximately 90% in 2020 . Increase number of workers created jobs to over 14,000 workers in 2015 and from 16,000 – 17,000 workers in 2015 – 2020 period. By 2015, strive to reach labor export from 2,000 to 2,500 workers / year and by 2020, reach 5,000 to 6,000 workers per year. Raise trained labor rates to 40% in 2015 and 50% in 2020.
- In 2015, mobilized rate of pupil against total population at school age level as follows: preschool 70%, primary school 99.5%, junior high school 99% and senior high study 62%. By 2020, the rates as follows: kindergarten 50%, preschool 90% on, primary school 100% , junior high school 99.9%, senior high school 75%. By 2015, complete basically secondary education universalization in Hue city and plain districts;
– In 2015, 98% of households use electricity ; 95% of population use clean water;
- To limit and significantly reduce, to exclude disease infected with HIV virus / AIDS and other diseases. Maintain a result of 100% commune clinics having doctors; by 2015, reaching 12 doctors / 1,000 people and about 15 doctors / 1,000 people in 2020; rate of number of beds / 10,000 people reaches 37 beds in 2015 , over 40 beds in 2020, the rate of malnutrition child under age of 5 less than 5% in 2020. – Rate of poverty household below 10% in 2015 and below 3% in 2020;
– To improve quality of activities of culture, sports, radio and television throughout the province. Train, cultivate rapidly talented persons, bring key traditional and local sport keep with level of region and country. c) Environment Objective – Rate of forest cover reaches 55% in 2015 and over 60% in 2020; – Protect environment in ecological areas, avoid pollution of surface water and underground water, protect inundated forests coastal areas, protect ecological system of lagoon;
- Urban, industrial zone and industrial complex and trade villages must treat waste water, collecting and processing solid waste to reach stipulated standards before discharging to environment;

- To develop high quality human resources , build and develop science – technology potential of the province, meet demand of social -economic development under direction of industrialization and modernization;
- To construct Hue city to become a center of culture, tourism, specific festival city of Vietnam, a center of universities training and depth, high-tech health of the wholly country, a center of service of the Central key economic area and the Central region and the Central Highland;
- To focus on developing strongly Chan May – Lang co Economic Zone in several fields such as ports, port services, industrial parks, tax-free zones, high quality tourism areas , entertainment zones, golf courses…
- To transfer structure and improve efficiency of industry by developing key industries: engineering, electronic manufacturing and assembly industry, high technology industry . Focus on developing support industry associated with industrial parks; develop industries having advantages in natural resources, large scale and huge contributions to State budget such as cement production, construction materials, beverage processing and foodstuff industry…Construct small and medium sized industrial zones associated with process of urbanization, creating non-agricultural jobs. - To effectively exploit natural resources, history and culture, promoting hue brand on potential markets, diversify and improve tourism products, building strategies to develop material and technological base, and human resources for the development of tourism.
- To develop common strategy on international integration of tourism sector and competitive strategies for provincial goods and services in accordance with the route of integration commitments.
- To promote the production of export products and services, increase the export of goods which has been further processed, goods with high value. - To improve the quality and competitiveness of industrial products. Striving to bring the value of industrial production increased on average 15% the period 2011 – 2015 and 14% the period from 2016 to 2020.

- To increase the average value of 1 hectare of cultivation of agricultural land to over 50 million; proportion of livestock accounting for 40% of the value of agricultural production; stabilize the growth of agricultural production sectors – forestry – fishing with rhythm of 4 – 5% in period from 2011 to 2020.
- Agriculture: sustainable developing in direction of diversifying crops, livestock, crop conversion in accordance with natural conditions, applying science and technology advancements to bring about high economic efficiencies. Develop agriculture – forestry – fishing together with protecting land, forests and sea resources, to maintain environmental and ecological balance. Transfer the economic structure of agriculture towards developing the clean ecological agriculture with high technology and biotechnology; Increasing proportion of the livestock sector, ensuring food security, development of rural industries.
- Forestry: Develop forestry economy in associated with environmental protection. Protecting and developing forest resources, particularly protective forests, forests for special purposes and natural forests. In next 10 years strive for newly planting 40 – 45 thousand hectares of forests; take care to protect forests to restore, enriching about 100 thousand hectares; increase the forest cover to 55% in 2015 and 60 % in 2020.
- Fisheries: exploit coastal areas, brackish water lagoon and freshwater lagoon river; make combination to ensure the diversity, the ability to maintain income sources of aquatic products and seafood, and coastal living environment; Striving for production value of fishery reaching growth rate of 7 – 8% in the period of 2011 to 2020. – Converse workforce structure in rural areas, by 2015 about 50% of the workforce in agriculture and about 13 – 15% by 2020. 4. 3.1. Population, labor, and poverty reduction.
- The structure of the population: the forecast of population in Thua Thien Hue province in 2020 is 1356.6 thousand people, urban population is about 949.6 thousand people, accounting for 70% of the population. Population of workers (15-59 years) is 773.3 thousand people, accounting for 57% of the population.
- Population, Family and Children: promoting the population and family planning, strengthening media educational activities towards the objectives of sustainable development, providing a good implementation of caring, protecting and educating children, paying much attention to children facing difficulties; Implementing National targeting programs on population, family and children.
- Labor and employment: re-distribute the workers and residents in accordance with the shifting of production structure and the direction of social- economic development in each area; Training and improving the quality of human resources to increase employment opportunities for workers; Promoting the transition of work towards reducing agricultural workers, increasing non-agricultural workers; Promoting labor export.
- Poverty Reduction and Social policy implementation: Investment should be focused on specially difficult and poor communes. Improve the living conditions of rural populations, especially in mountainous areas, and coastal areas. Well organize the policy of farming and settlement; stabilize residential lives under the plan; to fund the social housing for the low-income households and poor households in urban areas.

- To improve the quality of people’s health: Up to 2015, Strive for reaching 100% of children under 1 year old to be vaccined enough 10 kinds of vaccines; reducing the death rate of children under 1 year old to 7%, reducing the death rate of children under 5 years old to 2.5%; reducing the malnutrition rate of children under 5 years old to below 20% in 2015 and below 5% in 2020.
- Research and apply the scientific and technological advancements to improve quality of protection and health care services in communities, preventing social diseases and new diseases; making control to avoid large epidemics. Proactively prevent the risk of HIV infection / AIDS. Make capital investment to exploit traditional medicine and medicine production in the province; implementing the national objectives programs on health care, regulations on sanitation and food safety.
- To improve the system of infrastructure and health facilities network, promote the application of scientific and technical achievements, focusing on human resource development; up to 2020, strive for 100% communes reaching the national standard in health.
- To continue strengthening and developing hospitals, provincial and district health centers, general clinics in areas; improving the quality of examination and treatment at communal clinics; resolving the overload situation of provincial hospitals; Calling investment into international hospital and specialist hospitals … Encourage medical socialization and the development of health care at home.
– To complete the upgrade of Hue Central Hospital – a high quality treatment center for the whole region; stabilizing the operation of Specialist Health Center. Upgrading, modernizing Provincial Health Center into Health Center of the North Central; establish the verifying center on hygiene and food safety, on the basis of strengthening the capacity of Pharmacy and cosmetics Center.

– To pay attention to develop pre-school education, especially in communes of hilly and mountainous areas, coastal areas; consolidating the results of illiteration, universal primary education at the right age and universal secondary education. By 2015, complete the goal on universalizing secondary education in Hue City and 6 plain districts. Increasing the study rate of children at right age in grade, 100% of elementary school, middle school, secondary school are educated computing and gradually connected to the Internet in schools. Building a system of schools meeting the national and international standards , friendly school, active students, of which, all the secondary schools meeting national standards in 2015. Develop the System of high quality schools in all study levels. Complete solidified in schools and the public services for teachers.
- To upgrade, expand and diversify the vocational schools system, professionals high schools to meet demand in the province and area. Encourage and facilitate the development of non-public schools type.

Develop the University of Fine Arts and Music Academy of Hue. Improve facilities for teaching and learning in universities.
- To combine training with scientific research and application of technology. Pay attention to training and re-training of leading staff, science and technology staff, the business and skilled artisans; Associate education and training of scientific staff, management staff and technical workers with the expanding labor market .
- To implement the socialization in education – training, focus on universalized education, improving people’s intellectual standard, especially residents of rural and mountainous areas; Building a society with regular study, with diversified and modern education forms. Encourage the development of outside public system at all levels, 100% communes and wards have centers of communities learning.
3.4. Culture, information, exercise – sport.
- To preserve and promoting traditional culture heritage; building Hue into a cultural-tourism Center with ethnic identity and culture of Hue. Basically complete the conservation and improvement of relics in Hue.
- To construct and gradually modernize cultural institution system of all levels. Improving the quality of available cultural institutions. Consolidate organization structure and cultural staff. Expanding domestic and international cooperation in culture.
- To strongly develop literary and arts, encourage creative capacity of the staff of artists. Gradually modernized information systems in public, prepare to manage and use the Internet.
- To strongly converse sports towards profession and socialization. Develop professional sports and mass sports. 3.5. Science – technology and environment.
Science – Technology:
- To improving the capacity of applying science – technology in all fields. Widely apply national and international scientific – technological achievements into production and management. Strengthen research activities on social sciences and humanities, focusing on basic investigation.
- To construct and develop the information technology as a common activity in the whole society. Successfully implement e-government program, building an electronic information environment for state agencies, businesses, schools and the whole society. Develop information technology to become a key economic industry.
- To strengthen cooperation and linking in research and science application. Encourage brokering and technology transferring activities, registration of intellectual property, trademark registration. Strengthening socialization of capital resources for science – technology, establishing science – technology market.
- To coordinate with Hue university in order to construct the key laboratory of the country, building national specialized centers in Hue. Striving to build Hue into a center of the country on medical research, education and training, information technology, relics preservation, social sciences and humanities.
Environmental protection:
- To implement well the provisions of the Law on Environmental Protection and documents guiding the implementation; Focusing on media education and socialization of environmental protection. Apply synchronous measures to protect ecological environment. Develop and improve clean water supply system, waste and waste water processing system. Strengthening the management and handling of solid waste in urban, residential concentration areas, the industrial concentration areas and tourism areas.
- To research to protect Thuan An, Tu Hien seashore and the river banks from erosion; handling of environmental issues arising from fluctuations of the sea, against the invasion of the river sea. Research on protection of genetic resources of plants and animals in Bach Ma National Park , protecting aquatic products at Tam Giang – Cau Hai lagoon; building the Natural Museum in coastal Central area. – Application of biotechnology in developing plant seeds, and livestock with high quality and productivity, not retrograde, not damage to biodiversity.
- To implement the “clean industrialization”. Institutionalized to take environmental factors into the planning process, planning the development at all levels. Promulgated regulations requiring all businesses to set up systems for monitoring the environment.
3.6 Combination of economic development with security, defense and the main task.
- To combine closely social- economic development with strengthening national defense – security potentials and foreign affairs, building the national defense match associated with the people security, building strong armed forces, maintaining political stability, order and social safety; Building some defensive works in a number of key places in the province.
- To construct some active, timely measures preventing, rescuing and saving people to reduce to the lowest level of damage on the State’s property and people lives in case of disasters occurred. Strengthening staff organizations for the primary sector.
