Training Course for Lao officials from the Office of the Prime Minister of Lao PDR

On July 2nd, 2019, NAPA organized the opening ceremony of the training course on advising, coordinating, operating for public officials from the Office of the Prime Minister, Office of the Central Party Committee, Office of the President, Office of the Province People’s Committees, Lao People’s Democratic Republic.

The training is the first course in 2019 implemented in the framework of cooperation between the Office of the Government of Vietnam and the Office of the Prime Minister of Laos in the period 2018 – 2020.

Presented in the opening ceremony were Mr. Amphavanh Kouangmanivanh, Cultural Education Counselor, Embassy of the Lao People’s Democratic Republic; Sathit Phetsingleuang, General Director, Secretariat; Chome Khathoumphone, Deputy General Director, Secretariat; Dr. Vu Thanh Xuan, NAPA Vice President; Mr. Vu Duc Dzung, Deputy General Director, Department of International Cooperation, Office of the Government; Mr. Nguyen Hoang Tuan, Deputy General Director, Department of Organization and Personnel, Office of the Government; representatives from Central Committee for Education and Communication, Central Committee for External Affairs, Ministry of Foreign Affairs, Ministry of Public Security; lecturers and 20 Lao course participants.

In the opening speech, Dr. Vu Thanh Xuan stressed the National Academy of Public Administration has been assigned by the Government of Vietnam to train managers and leaders for Laos for more than 20 years, which is a very important task and a great honor for NAPA. The Academy has delivered successful courses, contributing to solidarity, friendship and cooperation between the two countries of Vietnam and Laos.

Dr. Vu Thanh Xuan said the training course was designed to improve the capacity of advising, coordinating and operating of public officials from the Office of the Lao Prime Minister and the state administrative agencies, Lao PDR. He expected Lao course participants would acquire more knowledge and skills to improve their performance, contributing to the ongoing public administration reform and country development of Lao PDR.

Speaking at the opening ceremony, Mr. Vu Duc Dzung, Deputy General Director of International Cooperation, Office of the Government of Vietnam and Mr. Sathit Phetsingleuang Mr. Sathit Phetsingleuang, General Director, Secretariat, Office of the Lao Prime Minister appreciated short-term courses and long-term training programs provided by NAPA for Lao public officials for many years. They also acknowledged NAPA’s efforts in coordination with the Office of the Government of Vietnam, the Office of the Lao Prime Minister in preparation for the training course and making it possible. Course participants are expected to work hard and active participate during the training.

The training is scheduled for two months (July-August 2019), covering five parts with 24 subjects, focusing on five key competences:

(1) Analyzing the working environment and requirements for public officials working in the offices of the central and local administrative agencies;

(2) Advising;

(3) Management;

(4) Establishment, coordination, and management of working relationships;

(5) Administration skills and office skills.

The training course combines lectures and field trips to central and local agencies. Course participants are provided reality-based cases to practice skills in dealing with arising issues in practice./.
