Training course for ministerial department level leaders and managers (cohort 31 of 2020)

On September 6, 2020, NAPA held the opening ceremony of the training course for ministerial department level leaders and managers (cohort 31 of 2020). Attending the event was Dr. Bui Huy Tung, Director, Department of Refresher Training Management; Ms. Nguyen Thi Tam, Deputy Head, Division of Leadership Position-based TrainingManagement, Department of Refresher Training Management; and 96 course participants.

The training course covers 2 parts: general knowledge, leadership and management skills, including the following topics: tasks and powers of leaders and managersat ministerial department level; democracy, rule of law, transparency in civil service performance; state management in the socialist-oriented market economy; factors influencing leadership and management at ministerial department level; leadership and management skills such asstrategic thinking, advising on policy formulation and evaluation, advising on legal issues by sectors and areas, monitoring and assessment of performance, result-based management, coordination, and internal management.

The course also includes a field trip, tests and an end-of-course assignment. It aims to build capacity of ministerial department level leaders and managers in knowledge and skills relevant to their posts, thereby enhance their awareness, strategic thinking, professional skills, which help them to initiate innovation and improve their performance.

Speaking at the event, Dr. Bui Huy Tung affirmed that civil servant trainig is always paid much attention by the Party and the State. President Ho Chi Minh used to say: “ Public servants are the root of everything”;“Success or failure are always due to their competence.” Public servant training in general, title based training in particular is crucial, which standardize the contigent of public servants and directly support to modernization of public administration. All the course participants are expected to fully engage to learning activities, considering this an oppoturnity to supplement crucial knowledge of public management in different fields and sectors to improve their performance at work. They are also required to stricly comply NAPA regulations during their study at the institution.

Speaking at the ceremony, Mr. Le Viet Trung, Deputy Director of Institute for Organization and Personnel Sciences, Central Party Organization Commission, on behalf of all the course participants showed commitments to active participation in the training course and compliance to NAPA regulation as well as the course principles.
