On February 20th, 2020, the National Academy of Public Administration in collaboration with the Vietnam Post organized the opening ceremony of the training course on public administration. Attending the opening ceremony were Assoc.Prof.Dr. Luong Thanh Cuong, NAPA Vice President; Ms. Le Phuong Thuy, Deputy Director, Department of Refresher Training Management; NAPA lecturers; Mr. Pham Anh Tuan, Vice Minister of Information and Communications; Mr. Nguyen Hai Thanh, Chairman of Board of Members, Vietnam Post; Mr. Chu Quang Hao, Committee Member, General Director of Vietnam Post and all participants of the training course.
The training course on public administration for executives lasted three days, covering six topics grouped into two blocks: Block 1. General knowledge of the state, state apparatus, public administration, public services, e-government; Block 2. Skills of executives. The course aims to provide the executives the updated the system of the Party’s guidelines, public policies and legislation on public administration. Good understanding of these guidelines, policies, legislation helps to create a unity among the executives in mindset and performance of public duties.
Speaking at the opening ceremony, Vice Minister of Information and Communications Pham Anh Tuan said that the Vietnam Post and the Ministry of Home Affairs, the National Academy of Public Administration have worked together to develop a training program for Vietnam Post staff at all levels to ensure that all employees meet the requirement of qualification standards of cadres, civil servants and public employees and are capable to serve the people and businesses. At present, Vietnam Post is implementing Decision No. 45/2016/QD-TTg dated October 19th, 2016 by the Prime Minister on receiving dossiers and returning results of the administrative services through postal services; the Government’s Decree No. 61/2018 /ND-CP dated April 23rd, 2018 on the implementation of the one-stop service and inter-agency one stop service in delivering administrative services; improving advises to leaders and managers in ministries, agencies and localities on increasing administrative reform index. Vietnam Post shows its determination in implementation of the Party’s guidelines and policies concerning administrative procedure reforms to serve the people.
This is the first course organized in collaboration between the two institutions. Vietnam Post expect further cooperation in training with NAPA.
