On May 13, 2020, the National Academy of Public Administration held a meeting to get comments on the draft of the project proposal for the unified civil service testing. The meeting was the chaired by Vice Minister of Home Affairs (MOHA) Nguyen Trong Thua. Attending the meeting were leaders of MOHA’s functional units including the Office of the Ministry, Ministry Inspectorate, Department of Organization and Personnel, Department of Planning and Finance, Department of Civil Servants and Public Employees, Institute of State Organizational Science. Representatives from the central agencies were Mr. Bui Cong Quang, Deputy Director of Department of State Administration and Public Affairs, Office of the Government; Mr. Le Viet Trung, Head of Division, Institute of Personnel and Organizational Sciences, Officials, Party’s Central Organization Committee. Presented in the meeting were NAPA’s Board of Directors, the Steering Committee, the Drafting Committee, the Project Secretariat.
Speaking in the meeting, Mr. Nguyen Trong Thua expected the meeting participants to discuss and provide comments on the project submission note, the content and structure of the project proposal. NAPA was required to improve the draft of the project proposal and report to the Ministry Party Committee for Personnel Affairs and the Minister of Home Affairs after this meeting.
Dr. Dang Xuan Hoan, NAPA President mentioned the process of project development and emphasized that the project development is considered NAPA’s important political task. The project proposal presented at the meeting is result of collective wisdom of NAPA’s scholars and other experts.
Assoc.Prof. Dr. Luong Thanh Cuong summarized the project proposal and mentioned the areas to be commented.
Meeting participants presented various ideas from different perspectives and provided inputs for the project proposal and submission note draft. They appreciated the content of the project proposal and recommended some areas for adjustment such as rationales for alternatives, clarification of the expiry time of the certificates, contents of testing, method and process of testing, development of a test bank.
Concluding the meeting, Vice Minister of Home Affairs Nguyen Trong Thua acknowledged and appreciated NAPA’s efforts in making the project proposal. The Drafting Committee seriously considered and incorporated the opinions of administrators, experts, scholars in the seminars during the drafting process. For further improvement of the project proposal, Vice Minister Nguyen Trong Thua requested:
Firstly, regarding the content of the project proposal, NAPA and the Drafting Committee should consider and incorporate all the comments presented at the meeting to complete the project proposal, emphasizing: the civil servant entrance testing aims to improve publicity, transparency, efficiency, cost reduction, and selection of right candidates for the civil service. It is necessary to study carefully individual alternatives of testing and give them explanations and rationales. It is also imperative to clarify actors involved in development of the test bank for the civil service entrance testing, annual adjustment to meet the testing requirements and to be commensurate with the practice. Regarding the funding for the project implementation, it is recommended to specify the cost breakdown for individual contents of the project. For evaluating the feasibility of the project, it is necessary to compare the size, quality, and effectiveness of the implementation of the project for the unified civil servant entrance testing with the current civil service recruitment organized by ministries, agencies and localities.
Secondly, regarding the progress of the project proposal, NAPA and the Drafting Committee are asked to rapidly complete the project proposal and submit to the Ministry leaders for consideration; send the draft of the project proposal to ministries, agencies and localities to get comments; gather comments and incorporate in the final project proposal; submit it to the Ministry’s Party Committee for consideration before June 10, 2020.
