Vietnamese Minister of Home Affairs Pham Thi Thanh Tra and her Lao counterpart Thongchanh Manixay vowed to continue their agencies’ cooperation for the 2024-2026 period during their talks in Vientiane on March 25.
Attending the talks were the Vietnamese Ambassador to Laos Nguyen Ba Hung and members of both sides.
At the talks, both ministers exchanged updates on their respective ministries’ achievements in home affairs during the past year, with an emphasis on progress in areas like institutional development, organizational restructuring, personnel reduction and civil service reform.
Assessing the results of cooperation in the field of home affairs between the two countries after the two Ministries of Home Affairs signed an MOU for cooperation for the 2023 – 2026 period, both sides are pleased to see that, in recent times, cooperation between the two Ministries has become increasingly practical and effective. Not only have they continued to maintain high-level visits and contacts at all levels in a flexible form, but the two sides have also enhanced cooperation in the field of training for state management in the field of Lao home affairs, training Lao international students at undergraduate and postgraduate levels in public administration, public management, archives, and record management.
Both sides agreed that the success and effectiveness of such cooperation are the result of the close and proactive coordination between them, the careful and timely guidance of the leadership of both ministries, and the dedication of the officials carrying out the tasks. This not only contributes to the success and effectiveness of cooperative activities but also strengthens the existing good relationship between the MOHA of Viet Nam and Laos.
To leverage the achievements and further enhance the substantive and effective cooperation between the two Ministries, Minister Pham Thi Thanh Tra and Minister Thongchanh Manixay agreed that in the 2024 – 2026 period, the two Ministries will continue to focus on key activities:
(1) The two sides continue to alternately organize the exchange of high-level delegations and leaders of their units and agencies to review annual cooperation results.
(2) The Ministry of Home Affairs of Viet Nam will send 02 – 03 experts to support the Ministry of Home Affairs of Laos in developing legal documents in the field of home affairs.
(3) Short-term training courses lasting 1-3 months on home affairs will be provided at Vietnam’s National Academy of Public Administration. Training in the field of public administration and public management will also be provided to Lao students.
(4) Exchanges and sharing of experiences will be enhanced, especially knowledge sharing and direct support in areas where each holds expertise, such as personnel training in public administration, archives management, religious affairs, commendation and emulation, and State organization science.
(5) Both sides pledged to collaborate on submitting a digital transformation project of the Lao Ministry of Home Affairs to form a database of the home affairs sector, enhancing the development and application of information technology for the development of the Ministry, sector and the country of Laos.
To implement the agreed cooperation contents, Minister Pham Thi Thanh Tra proposed the following: (i) Regularly reviewing the annual cooperation results between the two agencies; (ii) Establishing a Working group of the two Ministries to coordinate and implement the agreed cooperation plan: on the side of Viet Nam, Vice Minister Vu Chien Thang will act Team Leader while the Chief of the MoHA Office and the Director General of the International Cooperation Department will directly implement; the Lao Ministry of Home Affairs will also have corresponding members.
The results of the talks have and will contribute to maintaining and strengthening the trusting cooperation between the two ministries, elevating cooperation between the two agencies to new heights.
