On August 17, 2021, NAPA held a virtual meeting of its Science and Training Council in the headquarter in Hanoi. The meeting was chaired by Dr. Dang Xuan Hoan, NAPA President
Issues relating to the form of the final exam of the master’s degree training program in the context of Covid-19 and the professional standards required for job positions and job titles were discussed in the meeting.
Attending the event was Assoc. Prof. Dr. Luong Thanh Cuong, NAPA Vice President; Dr. Nguyen Dang Que, NAPA Vice President; and members NAPA’s Science and Training Council.
Assoc. Prof. Dr. Hoang Mai, Director, Department of Graduate Training Management, member of the Science and Training Council presented the forms and organization of the testing for the master’s training program and proposed the Council’s advice to NAPA President on issuing the Decision on relevant matters.
The forms of testing to evaluate academic achievement of the courses in in the master training program shall comply with Clause 1, Article 25, Circular No. 15/2014/TT-BGDDT dated May 15, 2012 of the Ministry of Education and Training on the regulation on master’s degree training. The regulated forms of testing including written test, essay writing, multiple choice test, thematic reports, speaking test are proposed to be added in the syllabus of Public Management, Public Policy, Constitutional Law and Administrative Law, Finance and Banking, State Management of Economic affairs.
Based on the regulation on master’s degree training and the context of the Covid-19 epidemic, the organization of testing for the master training program at NAPA is proposed as follows: the final tests that used to be on-site writing will be in the form of essay writing; the Department of Organization and Personnel (Division of Testing and Quality Management) in collaboration with other specialized faculties and the Department of Graduate Training Management will recommend the requirements on the content and format of the essay and submit to NAPA President for approval.
At the second part of the meeting, there was the presentation of the Department of Organization and Personnel on the professional standards by the requirements of job positions and jobs titles for tentatively recruited positions
Accordingly, the Department of Organization and Personnel required the Science and Training Council to suggest professional standards by the requirements of job positions and job titles for 03 positions including lecturer, researcher and librarian in the 2nd batch of NAPA’s recruitment of 2021.
The members of the Council discussed and agreed on the professional standards for recruited positions and requested that the recruitment of public employees for the second batch of 2021 of NAPA ensure fairness, objectivity, transparency and compliance with the law. All information related to the recruitment entrance exam must be publicized on the mass media as regulated by law.
