Workshop “Decentralization of State Management in Culture”

On July 12th, 2016, Faculty of State Management on Social Affairs organized scientific workshop: “Decentralization of State management in Culture”.

Presented at the workshop were Assoc. Prof. Dr. Luu Kiem Thanh, NAPA Vice President; representatives fromGovernment Office Ministry of Culture, Sports and Tourism, Provincial Departments of Culture, Sports and Tourism,  Academy of Journalism and Communication, Academy of Politics Region I, NAPA staff, lecturers, and students.

Giving a speech at the workshop, Assoc. Prof. Dr. Vu Trong Hach emphasized that the process of decentralization in management has been effectively deployed on a large scale and in a comprehensive manner in many areas in Vietnam, especially since the implementation of the master program of public administration reform.

There have been many issues of decentralization that need further study and review to analyze the reasons of the limitations in decentralization in the field of culture.

Assoc. Prof. Dr, Luu Kiem Thanh affirmed that culture is the spiritual foundation of society as well as the driver of development. Culture is a large field and it has a crucial role in formation of human personality and national identity.

Thus, given the current context, State management in culture in general and decentralization of State management in culture in particular is a key task, it helps to realize the policy and guidelines in cultural development of the Party and the State. It also contributes to the orientation and adjustment of national culture development. Assoc. Prof. Dr. Luu Thanh Kiem suggested discussion theoretical and practical issues of this area. The workshop provided additional materials for the research and training activities of NAPA.

At the workshop, participants heard many presentations which helped clarify many theoretical issues concerning culture, State management on culture; provided participants an overview of the policy and guidelines of the Party and the State on cultural management in general and the situation of decentralization in state management on culture in our country in particular. Especially, many issues related to capability and inadequate State management of cultural activities at central and local level such as festival management, copyright and minority were also discussed in the workshop.

At the end of the workshop, Assoc. Prof. Dr. Vu Trong Hach thanked participants for attending the workshop. He also emphasized that the workshop was an opportunity for staff and lecturers of the Faculty to gain knowledge of culture and decentralization of State management in term of theory and practice. Thereby, it helped the Faculty to improve the curriculum development which contributes to the research and teaching activities at NAPA in the future.
