On May 26, 2020, the Department of Graduate Training Management held the workshop “Standards and procedures for fostering and evaluation of lecturers of the graduate training programs “. The workshop was live streamed to allNAPA campuses.
Attending the workshop was Dr. Dang Xuan Hoan – NAPA President; Assoc.Prof.Dr. Luong Thanh Cuong – NAPA Vice President; Dr. Nguyen Dang Que – NAPA Vice President; representatives of faculties, NAPA Branch Campuses and scholars participating in the graduate training programs.

Speaking at the workshop, Dr. Dang Xuan Hoan affirmed that graduate training is one of NAPA’s key tasks that has been conducted for many years and achieved positive results. NAPA has provided high quality human resources for society and the political system. In the context of building an enabling, serving government with integrity and the fourth industrial revolution, it is a must to improve the quality of teaching staff, which is a prerequisite and a decisive factor for graduate training quality, to enhance the prestige and competitiveness of NAPA’s graduate training.
In order to further improve the quality of the lecturers of the graduate training programs and enhance training capacity, it is crucial to specify criteria for teaching and supervising master, doctoral students and develop a procedurefor training and evaluating lecturers of the graduate training programs. This is an important requirement, on the one hand, to ensure compliance with the regulations of the Ministry of Education and Training concerning lecturers, master and doctoral students, on the other hand, to further improve the quality of NAPA’s graduate training in the new period.

As akeynote speaker, Assoc.Prof.Dr. Hoang Mai, Director, Department of Graduate Training Management presented a summary of NAPA’s graduate training results and new requirements for graduate training, thereby proposed recommendations for improving the quality of NAPA’s lecturers through specifying standards and procedures for fostering and evaluating lecturers. She expected an open discussion between scholars and administrators at the workshop to identify standards for lecturers teaching graduate programs and to build a procedure for training and evaluating lecturers effectively and appropriately, contributing to improvement of NAPA’s graduate training quality in the coming time.
At the workshop, the participants focused on discussing and clarifying two key issues. The first was the criteria of lectures involving in NAPA’s graduate training, which is divided in 3 groups: criteria for lecturers teaching master and doctoral programs; criteria for supervisors for master and doctoral theses; criteria for lecturers and scholars as evaluators of master and doctoral theses. It was agreed that these criteria should be firstly based on the training regulations of the Ministry of Education and Training (MoET) and at the same time, consistent with the characteristics of multi-disciplinary and practicality of public management. The second issue was the procedure fortraining and evaluating lecturers which should identify target groups of training and evaluating and key steps to do.

Speaking at the event, Dr. Nguyen Thi Bich Mo, in charge of the Department of State Management of Public Security, People’s Security Academy stated thatin addition to lecturer training in accordance with standards prescribed by MoET,professionalskills and ethics were paid special attention. To meet the special requirements of the specific skills, after receiving doctoral degrees, potential lecturers spend a period of 2-3 years as internship. During that time they work as teaching assistants or discussion facilitators and guides students in their field trips.
To sum up, Ms. Hoang Mai emphasized contributions of the workshop participants which provides inputs for improvement of NAPA’s lecturer quality. NAPA would issue regulations on criteria and procedures for training and evaluation of lecturers of the graduate training programs.
