In alignment with the annual theme “Year of Youth Volunteers”, on the morning of May 22, 2024, at the National Academy of Public Administration (NAPA), the Standing Committee of the Ho Chi Minh Communist Youth Union (HCYU) of Central-level Public Agencies’ Bloc launched the 2024 Summer Youth Volunteer Campaign, setting out 12 goals for achievement.
From the Party Committee of the Bloc, there were Mr.Lai Xuan Lam, Permanent Deputy Secretary of the Party Committee of Central-level Public Agencies’ Bloc; Mr. Bui Duc Viet – Deputy Chair of the Commission for Mas Mobilization under Party Committee of Central-level Public Agencies’ Bloc.
From the HCYU Central Committee, there were Mr. Nguyen Minh Triet, Secretary of HCYU Central Committee, Chair of the Viet Nam National Union of Students; Mr. Tran Hoai Minh, Member of the Executive Committee, Deputy Head of the International Department of the HCYU Central Committee; Mr. Nguyen Hoang Son – Member of the Executive Committee, Deputy Head of the Department of Rural Youth of the HCYU Central Committee.
From NAPA, there were Assoc. Prof. Dr. Nguyen Ba Chien – Member of Standing Bureau of the Party Committee of the Ministry of Home Affairs, Secretary of the NAPA Party Committee, NAPA President; Dr. Bui Huy Tung – Member of Standing Bureau of the NAPA Party Committee, Director of the Refresher Training Management.
From the provincial HCYUs, there were Mr. Dang Dai Bang – Member of the HCYU Central Executive Committee, member of the Provincial Party Committee, Secretary of the Quang Binh Provincial HCYU; Ms. Trieu Thanh Dung – Deputy Secretary in charge of the Provincial HCYU, Vice President of the Viet Nam Youth Federation of Cao Bang province.
On the side of HCYU of Central-level Public Agencies’ Bloc, there were Mr. Bui Hoang Tung, Member of the Party Committee of the Bloc, Member of the Central Standing Committee of the HCYU, Secretary of the HCYU of the Bloc; Ms. Nguyen Ngoc Diep, Deputy Secretary, Chair of Inspection Commission of HCYU of the Bloc.
In his speech at the launching ceremony, Mr. Lai Xuan Lam, Permanent Deputy Secretary of the Party Committee of Central-level Public Agencies’ Bloc, emphasized the need for the HCYUs within the Bloc to develop and implement programs and plans effectively. These should closely align with the political tasks of agencies and units, as well as the socio-economic development tasks of localities where volunteer activities are deployed, aiming to meet the legitimate needs and interests of the youth.
The 2024 Summer Youth Volunteer Campaign will feature 01 program, “Tiếp sức mùa thi” (Assistance during Exam Season), 02 campaigns namely “Mùa hè xanh” (Green Summer) and “Kỳ nghỉ hồng” (Pink Vacation), 10 large-scale activities within the Bloc (e.g. the Campaign launching ceremony in Ha Noi and volunteer journey in Quang Binh province; the 2024 Blood Donation Festival of the Bloc; the Youth journey of Central-level Public Agencies’ Bloc for the homeland islands and seas; Pink Vacation Campaign in Cao Bang province; Candlelight Vigil to honor the fallen heroes, and activities commemorating Vietnamese War Invalids and Martyrs’ Day (July 27) in Dien Bien province.
In addition, the Standing Committee the Bloc’s HCYU set out 12 goals (1) Involving at least 40,000 young people in volunteer activities; (2) Building and supporting the construction of at least 05 new civilized streets (roads, alleys) meeting “Bright – Green – Clean – Beautiful – Civilized – Safe” criteria ; (3) Building at least 15 new houses for the disadvantaged; (4) Planting at least 15,000 new trees; (5) Repairing at least 7 km and renewing at least 5 km of rural roads; (6) Supporting the implementation of 600 ideas and initiatives of HCYU members; (7) Enhancing digital skills for at least 30,000 children and people; ( 8 ) Providing entrepreneurship training for at least 5,000 young people and supporting 15 creative youth start-up projects; (9) Offering career counseling for at least 20,000 young people and introducing jobs to at least 5,000 young people; (10) Organizing activities for 3,000 youths to improve their foreign language skills and international integration; (11) Supporting at least 2,000 disadvantaged children; (12) Introducing 1,000 elite HCYU members for Party membership, aiming to admit 700 new Party members from elite HCYU members.

At the ceremony, HCYU units within the Bloc presented the Provincial HCYUs with meaningful youth projects and initiatives, showcasing the close links between the Bloc and localities in implementing volunteer activities. Cluster III of the HCYU of the Bloc donated a house for the disadvantaged and gifts for policy beneficiary families, revolution contributors, and underprivileged students (totalling 400 million VND); Cluster II of the HCYU of the Bloc contributed projects and youth work in Cao Bang province; The HCYU of VTV and VOV participating in building a school in Can Nong commune, Ha Quang district, Cao Bang province (valued at 500 million VND).
