Adjusted general plan of Viet Tri city, Phu Tho province to 2040

1. Scope, boundaries and scale of planning adjustment
The scope of adjustment of the general planning of Viet Tri city, Phu Tho province: includes the entire administrative boundary of the city, 22 administrative units, including 13 wards and 9 communes, with an area of about 11,175 ha. The scope of planning boundaries is determined as follows:
– The North borders Phong Chau town and An Dao commune, Phu Ninh district;
– The South borders the Red River;
– The West borders Thach Son commune and Hung Son town, Lam Thao district;
– The East borders the Lo River.
2. Planning period.
Short-term period to 2030, long-term period to 2040.
3. Objectives:
– Concretize the orientation of Phu Tho Provincial Planning in the period of 2020 – 2030, with a vision to 2050;
– As the basis for the construction of a modern civilized and modern Viet Tri city, which is the general center of Phu Tho province, the locomotive to promote the common development of the northern region of Hanoi capital and the Midlands, northern mountains. Building a sustainable environment, socio-economic development and ensuring national security;
– Exploiting potential advantages well, building a city with a fast-growing economy, beautiful architectural space, protecting environment, creating a high quality of life for city residents;
– Elevating the status of Viet Tri urban center into a dynamic economic center of the Northern Midlands and Mountains. Building Viet Tri urban area into a festival city returning to the Vietnamese ethnic roots and being modern, while preserving and promoting core traditional values, promoting efficient and competitive economic activities, high, sustainable and integrated with the region and the world;
– To serve as a legal basis for construction management and continue to prepare for investment and construction of Viet Tri city according to the planning. Creating favorable opportunities for development programs and investment projects, rationally using resources to ensure long-term sustainable development.
4. Properties:
– It is a national historical and cultural tourism city. The place to keep the heritage values of the Vietnamese ethnic origin;
– Is the provincial capital city of Phu Tho province. One of the science – technology centers; educations; health, culture – sports of the Northern Midlands and Mountains;
– To be a trading hub and an important development pole in the Northwest of the Hanoi Capital region;
– Having an important position in terms of national security.
5. Preliminary development forecast:
– Population size: It is expected that by 2030 about 350,000 people; By 2040, the population of Viet Tri city will be about 500,000 people.
– Scale of urban development land:
+ By 2030, construction land will be about 6,500 – 7,000 ha, of which civil land will be about 3,500 – 4,000 ha, non-residential land about 2,500 – 3,000 ha.
+ By 2040, about 8,000 – 9,000 ha of construction land, of which civil land is about 4,200 – 5,000 ha, non-residential land is about 3,500 – 4,000 ha.
(The specific analysis, evaluation and forecast of population size and urban construction land in each period will be studied and proposed during the study of the planning project).
6. Key requirements for adjustment of Viet Tri City Master Plan:
– Reviewing the overall content of the general planning of Viet Tri city approved in 2015 and comparing, reviewing and evaluating with the actual situation of urban development. Studying orientations from superior master plans and new changes in socio-economic development of the country and region, identifying new factors, existing problems and inadequacies that need adjustment;
– Analysis of new dynamics, forecast of development needs in stages. The development orientation needs to be in harmony with the requirements of preserving and promoting the values of natural landscapes, tourism, historical and cultural relics towards sustainability and environmental protection in the area;
– Proposing adjustments to urban structure, functional zoning, and distribution of urban centers; propose strategic solutions to overcome the shortcomings in the development process of Viet Tri city in terms of technical infrastructure, land use, development of high quality socio-economic infrastructure system , dealing with environmental problems, adapting to climate change. Proposing solutions for urban design and urban management according to planning (creating architectural highlights, typical culture of the festival city, forming a separate identity for Viet Tri city on the principle of conservation promote historical and cultural values and natural landscapes);
– Develop strategic programs and projects that need to be prioritized for investment. Programs and projects need to have high feasibility, flexibility, meet immediate development needs as well as long-term stability as the driving force to promote economic growth of Viet Tri cities.
7. Main requirements on the content of planning documents
a) Analyze and evaluate the role, position, potential and motivation for development
– Analysis of the position and relationship of regions in the role of the northern gateway urban area of the capital Hanoi, one of the central urban centers in the Northern Midlands and Mountains, the general center of Phu Tho province, thereby linking in terms of economy, culture, security and defense to urban areas such as Thai Nguyen, Yen Bai, Vinh Yen, especially Hanoi capital;
– Determining the characteristics, functions, and development model of Viet Tri city in relation to the development orientation of the capital Hanoi, the Northern Midlands and Mountains and the National Historic Site, especially Hung Temple, areas related to dyke planning, flood prevention and control of the Red River system;
– Analyzing the possibility of expanding Viet Tri city to become the northern center of the Hanoi capital region, connecting urban areas along the Kunming – Hanoi – Hai Phong corridor into the first driving urban axis, promote the development of the whole province of Phu Tho;
– Identify development potentials and advantages, development cooperation relationships and identify development drivers, select key economic sectors in each period, creating the city’s pervasive power.
b) Assessment of natural conditions and current status
– Analyze and evaluate the natural features of topography, climate, hydrology, geology…, features of ecological landscape, natural resources, cultural resources, tourism of Viet Tri city and other areas. The surrounding area has an influence on the development orientation of Viet Tri city. Evaluation of construction land fund on the basis of favorable and unfavorable construction zoning and construction ban;
– Assessment of the socio-economic development situation: An overview of the socio-economic development situation of Phu Tho province, Viet Tri city, the development status of major industries and fields; current status of population and labor;
– Assessment of the current status of land use and landscape space: Analysis and assessment of the current status of land use in the planning area (especially urban construction land, forest land, rice land; alluvial plains with ability to exploit and use), assess the effectiveness of land use and existing problems of land use and spatial landscape that need to be solved to meet development requirements.
– Assess the current state of the socio-economic infrastructure system (including housing, industry, commerce, tourism, health, education, culture, trees – physical training and sports): There are still remaining problems about the social infrastructure system, especially the social infrastructure conditions in the current urban areas, the rural areas are urbanizing in order to have additional construction measures to meet the quality conditions of urban centers of grade I;
– Assessment of the current status of technical and environmental infrastructure systems: Including technical preparation, traffic, water supply, wastewater drainage, electricity supply, lighting, solid waste treatment, cemeteries… in planning research scope. Identify outstanding problems about the urban technical infrastructure system that need to be solved in ensuring the improvement of urban quality with urban standards of grade I;
– Reviewing relevant planning programs, projects and projects and the implementation of the General Plan 2015 to present. Assessment of national sectoral plan and sectoral plans and new provincial orientations, inter-regional relationships (economic, tourism, heritage conservation, transport infrastructure…) that affect the planning development of Viet Tri city. Reviewing relevant planning projects, investment projects and the implementation of the Master Plan 2015 to present; propose contents that need to be adjusted and changed to suit the requirements of urban and socio-economic development, ensuring national security and sustainable development.
c) Forecasting and proposing development models
– Determine the vision of Viet Tri urban area in the long-term period, identify development goals in the planning period up to 2040 towards sustainable development under the green and smart urban model;
– Analyze and clarify scientific bases and arguments for population forecasting; assess the current status, analyze and forecast population, labor and tourists of the capital Hanoi, the Northern Midlands and Mountains and of each urban area in Phu Tho province (bases, sources of financial information, etc.), data to determine the migration, the number of tourists…) in accordance with the forecasts of the sector planning;
– Arguments for selecting planning criteria on land use and infrastructure in the direction of green and smart urban development. Select economic and technical indicators according to the criteria of grade-I cities, apply high-quality criteria to improve urban quality, people’s living conditions and attract tourists. The applicable criteria are suitable to the current conditions, functional properties of each area, in compliance with the provisions of the National Technical Regulation on construction planning QCVN 01: 2021/BXD.
d) Space development orientation
– Identify development principles, design principles on spatial development orientation for urban areas, compliance issues with the 2015 General Planning orientation and related sectoral plans;
– Analyzing and evaluating urban development models; choosing a sustainable urban development plan to ensure maximum exploitation of advantages and functional space. On the basis of maximally inheriting the achievements of urban development in the past time, overcoming the shortcomings of the current urban development, developing new dynamics and moving towards urban construction with an identity;
– Adjusting urban structure to ensure maximum exploitation of advantages of natural landscape, water surface (hilly areas, riverside areas, lakes…) into urban space combined with drainage water and urban parks to build the image of “green, modern urban”;
– Structure of functional zoning: Determining the scope and scale of urban functional zones in association with the planning of the socio-economic infrastructure system. Identification and distribution of residential units; health systems and public works; trade – service system; system of green parks, physical training and sports; industrial zones and clusters, tourism, handicrafts, warehouses, wharves; administrative offices, professional schools… and other special function areas. Identifying architectural and landscape zones in urban areas;
– Orientation to organize the overall space must build a typical image of the festival city, create an attractive urban core space for tourism, and ensure urban infrastructure conditions; integrate the space of the Hung Temple relic complex in the space of preserving the historical and cultural values of the province and the region, creating a connection and having its own identity;
– Orientation for spatial organization and development control requirements for urban functional areas, landscape spaces, gateway areas, urban centers, Hung Temple relic area conservation and embellishment of relics with cultural development, tourism services, eco-urban areas…), rural areas, areas outside the dykes of the Red River, Lo River and suburban areas.
e) Orientation of land use planning and functional zoning according to planning stages:
– Proposing to adjust the land use planning for functional areas and main work items according to the selected structure and subdivision;
– Determine the economic and technical criteria related to the construction and land use of each area in order to serve the management and control of development. Proposing additional adjustment or rearrangement of the studied work items according to the approved zoning planning and detailed planning if necessary;
– Determination of land fund for urban development – services associated with the conservation area of Hung Temple relic, areas of landmarks associated with the city’s development history, areas for nature conservation, exploitation of river landscapes Red river, Lo river for tourism, reserve land for development… on the basis of harmonious distribution, ensuring landscape and easy implementation;
– Determine land use functions for the areas; determination of population density and land use norms; propose a land use plan suitable to each development stage; determine the planned land fund for urban construction and development.
f) Proposing the development orientation of landscape architecture and urban design:
Building an image of a modern, attractive civilized urban area with rich identity, based on the landscape structure and natural ecology, especially the landscape of the Red River and Lo River and the hills, lakes and streams in the city must be built, fully exploited. The space of urban areas must meet the goal of building a festival city – Heritage center.
– Proposing urban design solutions according to regulations such as: zoning architecture, landscape, determining the overall urban design framework, spatial organization of the central areas, urban gateways, axes main space, large square, highlight in the city, organization of green space, water surface. Pay special attention to the areas along the Red and Lo rivers;
– Determine the principles of development and inheritance for each specific area (Hung Temple relic area, city festival axis, riverside landscape area). Maximize the exploitation of natural topographical features and traditional cultural and historical values.
g) Orientation of socio-economic infrastructure system:
– Organize a network of regional and urban centers: the system of political and administrative centers of the province and city, tourist centers, commercial and financial centers, public service centers: Culture, medicine economy, education, physical training and sports, parks, trees, amusement parks and other specialized centers. Determine the location, scale and organization of the system of human resource and vocational training centers; centers to support industrial production, agriculture, forestry,…; service trade centers, wholesale markets; tourist service center;
– Distribution of educational, training and vocational institutions; determine the location and size of wholesale markets for agricultural products (rice, clean vegetables, crops…), centers of wholesale and retail of handicraft products, and product consumption. Determining the location and size of trade centers, market models in the center, tourism and industrial service centers; distribution of agricultural production services.
h) Technical infrastructure system planning:
– Technical preparation: Proposing solutions for reasonable ground elevation and surface water drainage for urban areas and other construction areas; ensure safety about floods and inundation; prevent natural disasters… in order to respond to climate change and sea level rise. Proposing solutions to dykes and embankments to prevent erosion, especially in areas along rivers, lakes, foothills and mountains. Zoning off areas where construction is prohibited or restricted; especially consider exploiting alluvial areas along the Red and Lo rivers;
– Traffic: Determining a synchronous transport infrastructure framework system, synchronously developing the transport network of Viet Tri city with the regional and national transport network (Hanoi – Lao Cai highway, highway 2,…). Proposing solutions for planning the traffic network including roads, railways, and inland waterways reasonably connecting in the city with the whole region. Proposing and classifying urban traffic routes, the size and hierarchy of main roads, and parking system for each area. Studying solutions to traffic planning for the Hanoi – Lao Cai railway route through the urban center with urban routes (in the period up to 2030) to ensure convenience and safety; planning other traffic intersections, underground tunnels… Proposing networks and supporting works for public transport development, application of intelligent traffic management system. Research to strengthen transport connections in the region and adjacent areas;
– Regarding water supply planning: Analyze and evaluate water resources, propose solutions for water supply and protection of water sources. Determination of standards and demand for water in production, daily life, expected supply sources, focal works, water supply pipeline network, fire fighting water supply and technical parameters;
– Regarding electricity supply and lighting planning: Determine standards and demand for electricity; selection of power balance; propose solutions to design the power supply network, project key works for each planning period. Calculating needs and proposing solutions for smart lighting;
– Regarding communication planning: Orienting the planning of the passive telecommunications infrastructure system, projecting key works according to each planning stage and a synchronous optical transmission network in the direction of common use, infrastructure, expansion of the public telecommunications system to meet the needs of use, serving socio-economic development, urban development according to the smart city model;
– Regarding the planning of wastewater drainage, solid waste collection and treatment, cemeteries: Determine standards and forecast volume of wastewater drainage, solid waste, and land demand for cemetery. Orientation of the system of collection and treatment of wastewater and solid waste; cemeteries and funeral homes in urban areas.
i) Strategic environmental assessment
– Forecasting and proposing solutions to prevent, minimize and overcome natural disasters, based on climate change and sea level rise scenarios of the region and specific studies for Viet Tri city;
– Forecasting environmental impacts from urban development activities, agricultural production, forestry, aquaculture, traffic, industry… Proposing solutions to protect the environment, overcome pollution and environmental factors during construction, focusing on solutions to control pollution of the water environment with solutions to respond to climate change and sea level rise, ensuring sustainable development.
k) Proposing priority programs and projects and resources for implementation:
To phase out implementation and identify specific development goals for each planning stage. Proposing investment priority projects is mainly meant to create motivation for development, ensuring compliance with the forecast of implementation resources.
l) Proposing management regulations according to the approved general planning adjustment project.
8. Product profile requirements:
The composition of the application file and the contents of the project comply with the Government’s Decree No. 37/2010/ND-CP on elaboration, appraisal, approval and management of urban planning, Circular No. 12/2016/TT-BXD June 29, 2016 of the Minister of Construction stipulating the content of dossiers of tasks and projects of regional construction planning, urban planning and construction planning of specific-function zones and legal regulations.
9. Implementation organization:
a) The planning period shall not exceed 12 months after the planning tasks are approved by the competent authorities.
b) Responsibilities of relevant agencies:
– Level of approval: Prime Minister;
– Appraisal agency: Ministry of Construction;
– Approval agency: People’s Committee of Phu Tho province;
– Planning organization: Viet Tri City People’s Committee;
– Planning agency: A consulting unit with appropriate operational capacity, selected in accordance with the law.
