On November 19, 2021, the National Academy of Public Administration (NAPA) held the opening ceremony of the two English training courses (General English and English for Civil Service) for MOHA civil servants and public employees. The opening ceremony is held in person and online.
Attending the ceremony, on the side of MOHA were Mr. Nguyen Huu Tuan, General Director of the Department of Organization and Personnel; Ms. Truong Thi Lien, Deputy General Director of the Department of Organization and Personnel.
On the side of NAPA were Dr. Nguyen Dang Que, Executive Vice President; leaders of faculties and departments; lecturers and 37 learners of the two English courses.

Making a speech at the opening ceremony, Mr. Nguyen Huu Tuan, General Director of the Department of Organization and Personnel, MOHA affirmed that improving the capacity of cadres, civil servants, and public employees, especially the foreign language proficiency and ability to work effectively in the international integration environment is an important policy in Viet Nam and gains attention of the Communist Party of Viet Nam and the State.
Implementing the Prime Minister’s Decision No. 1659/QD-TTg, dated November 19, 2019 on approving the project ” The National program on foreign language learning for cadres, civil servants, and public employees in the period of 2019 – 2030″, the Department of Organization and Cadres, MOHA in collaboration with NAPA organized two English training classes for MOHA cadres, civil servants, and public employees aiming to improve their skills in using English at work and develop their capacity of integration and working in the international environment.
For effective training, Mr. Nguyen Huu Tuan expected that learners would take advantage of the opportunity to study and improve themselves, and fully participate in all learning activities.

In the opening speech, Dr. Nguyen Dang Que, NAPA Executive Vice President said that the two English training courses were designed with rich and diverse content, incorporation of the specific issues of administration and civil service and English skills, and combination of various learning activities inside and outside the classroom such as lectures, group discussion, workshop, field trip, talks, online discussions with foreign experts. In the context of covid-19 epidemic, Dr. Nguyen Dang Que requested NAPA’s related departments including the Department of International Cooperation, Department of Organization and Personnel, Department of Planning – Finance, Office of NAPA to deploy necessary resources to ensure the success of the two courses while implementing the disease prevention and control measures.
The English Training for MOHA civil servants and public employees consists the course English for Administration and Civil Service and the course General English Level 3 – The Foreign Language Proficiency Framework for Viet Nam. The two courses are organized from November 22 to December 19, 2021 in the hybrid form of face-to-face and online sessions.
